A temporary registration number is assigned by the dealership from which the vehicle is purchased which serves the purpose when the vehicle is brand new and is yet to be permanently registered. This unique number is normally valid for a period of maximum one month, in which the vehicle should be registered by the concerned Regional Transport Office (RTO) authority.

One doubt is going on for temporary registration. As Question I posted both options can be true that dealers or registering Authority (here is the technicalities for new car temporary registration issue by dealers and u wish extend the temporary registration then that is done by registering Authority)
If in Questions nothing is mentioned like new vehicle or first temporary registration like that then answer can be dealers or registering Authority. If there is mentioned temporary registration for first time or for new vehicles then answer is dealers.
