Centre has notified new regulations to address Ladakh's concern over jobs , quota & preservation of culture( Ladakh is 90% tribal). These include domicile based jobs, recognition of local languages etc but these regulations doesnot address the demand to restrict land ownership by outsiders.

It falls short of the demand to be included in sixth schedule of the Constitution to ensure tribal autonomy .

Sixth schedule allows creation of District Autonomous Councils that have powers over land, forests, customs, education etc

The Census exercise is going to be undertaken by 2027 in major part of the country.

Last Census took place in 2011 and next Census after it was to be undertaken in 2020-21 but got delayed due to COVID.

The reference date for Uttarakhand & other hilly areas is October 1, 2026 . For rest of India it is March 1,2027.

The Delimitation exercise will begin after the Census.

Caste enumeration will begin alongside the Census but it is unlikely to trigger major affirmative action & review on upper limit of 50% for caste based reservation.

Also implementation of women's 33% reservation in Lok Sabha & State legislative assemblies ( 128th CAA) is contingent upon Delimitation exercise.

India’s population is estimated to have reached 146.39 crore by April, says a new UN demographic report, which adds that the country’s total fertility rate (TFR) has declined to 1.9, falling below the replacement level of 2.1.

The TFR measures the number of children a woman is expected to have throughout their reproductive age. Replacement level TFR is the rate needed for each generation to replace the previous generation’s population.

The population is expected to grow to 170 crore before starting to dip in about 40 years, the report titled “State of the World Population 2025: The Real Fertility Crisis” says. It calls India the “world’s most populous nation”, while pegging former leader China’s current population at 141.61 crore.
