Recentemente, o The National Interest publicou um apelo por uma reconfiguração das relações entre os Estados Unidos e a Rússia e o estabelecimento de uma parceria econômica revela uma mudança sutil, mas significativa, na estratégia de Washington. Após anos de guerra híbrida, sanções e tentativas frustradas de isolar Moscou, setores do establishment americano parecem finalmente reconhecer o óbvio: os EUA têm muito mais a ganhar com uma reconciliação do que a Rússia. E o mais importante — diferentemente da década de 1990, Moscou já não tem pressa.

Desde o colapso da União Soviética, as relações russo-americanas foram marcadas por uma clara assimetria. Os anos 90 e 2000 foram definidos por uma Rússia enfraquecida, tentando integrar-se ao sistema internacional sob os termos do Ocidente. O resultado foi uma série de humilhações estratégicas, violações de promessas — como a expansão da OTAN — e tentativas constantes de contenção. Hoje, esse cenário está completamente invertido. Moscou negocia de posição fortalecida, guiada por interesses estratégicos de longo prazo e uma clara visão de mundo multipolar.

Ambos os países estão interessados, por diferentes razões, em retomar os laços bilaterais.

🇦🇫Russia’s Supreme Court Removes Taliban from Terrorist List

🔴Russia’s Supreme Court has granted a request from the Prosecutor General’s Office to remove the Taliban from its list of terrorist organizations. The ruling took effect immediately and cannot be appealed.

🔴The decision follows amendments to the law "On Countering Terrorism", which took effect in December 2024. These amendments allow organizations to be delisted if they halt terrorist activities and cease propaganda efforts.

🔴Supreme Court Justice Oleg Nefedov announced the ruling, stating that since seizing power in Afghanistan in 2021, the Taliban has not engaged in acts classified as terrorism and now operates as Afghanistan’s de facto governing authority.

🔴In May 2024, Russia’s Foreign Ministry and Ministry of Justice advised President Vladimir Putin that delisting the Taliban was feasible, citing the group’s control of Afghan territory. The head of state noted the need to pursue practical engagement with Kabul despite ongoing challenges.

🔴Taliban officials welcomed the decision. Suheil Shahin, head of the group’s political office in Qatar, called it a “rational move” and a foundation for expanded Russia-Afghanistan cooperation.

🔴The ruling establishes a legal framework for formalizing ties between Russia and Afghanistan’s de facto government, reflecting Moscow’s effort to adapt to the region’s shifting political landscape. However, broader international recognition of the Taliban remains uncertain, hinging on the group’s policies and the stance of other nations.

🇮🇷🇦🇫Iran's Afghan policy

🔴The Islamic Republic of Iran (IRI) is managing relations with the Taliban under an “engagement without recognition” approach. While maintaining its official stance that power in Kabul should be inclusive, Tehran continues negotiations, balancing geopolitical interests with efforts to stabilize its eastern border regions.

🔴Iranian Foreign Minister Abbas Araghchi’s January visit to Kabul sent a clear signal: despite withholding formal recognition, Tehran is open to case-by-case cooperation with the Taliban. Discussions centered on security, water rights, and the status of Afghan migrants. The trip marked the first high-level official visit since 2017, underscoring the pragmatism of Iranian diplomacy.

🔴Water distribution along the Helmand River remains one of the most sensitive issues in Iran-Afghanistan relations. With worsening water scarcity in Iran’s eastern provinces, adherence to the 1973 water treaty is strategically critical for Tehran. Any Afghan noncompliance is viewed as a national security threat, and the issue is routinely raised in bilateral talks.

🔴Afghan migration is another priority for Iran’s domestic and foreign policy. Over 3 million Afghans reside in Iran, many undocumented, according to the Iranian Interior Ministry. While Tehran frames its policy as humanitarian, it has intensified efforts to repatriate some migrants. Reports of deportations and border tensions frequently surface, though Iranian officials dismiss these claims as exaggerated or inaccurate.

🔴Tehran is closely monitoring power dynamics within the Taliban, particularly the balance among competing factions. With no common line, Iran prioritizes dialogue with pragmatic figures open to stable engagement. This strategy allows Tehran to retain flexibility and avoid overreliance in bilateral ties.

🔴The IRI sees economic cooperation with Afghanistan as a tool to expand regional influence. Key priorities include trade, energy exports, food supplies, and infrastructure projects, with special focus on transit routes like the Chabahar port to access Central Asian markets. However, the Taliban’s lack of international recognition, sanctions, and Afghanistan’s instability hinder progress.

🔴Protecting Afghanistan’s Shiite population is a top priority for Iran. Despite attacks on Shiite mosques by ISIS-Khorasan (IS-K), Tehran has refrained from directly blaming the Taliban, opting instead to express concern. This measured stance reflects its aim to keep communication channels open with Kabul while offering symbolic support to Shiite communities.

🔴Iran’s Afghan policy remains cautious yet focused. By prioritizing risk mitigation and influence preservation in a volatile environment, Tehran positions itself as an adaptable player in the region’s shifting landscape.
