Such white light indicate infrared light. It could be infrared camera. Your normal cam can also detect it but what we have is inbuilt feature with luminescence effect.

Windows 10 has a lot of extra utilities preinstalled that are never used, but take up a lot of space in memory. To remove them in a couple of minutes, use the program Win10Clean.
How to use it:
1. Follow the link, scroll down to "Assets" and click "Win10Clean.v1.0.0.exe" to download and install the utility.
2. Launch it and in the "Home" section select the function to activate. Here you can disable Windows Defender, ads in the Start menu, customize the appearance of Explorer and delete any system application from OneDrive to Cortana. They are often useless, but they collect data about you.
3. Don't forget to create a backup to undo all changes if something goes wrong.
Now you have cleared the PC of useless utilities and freed up space!
