When the ruble is too strong industries earn less, some industries already past the break even point and going into negative rate. (earnings decrease, expenses stay the same or even increase)
A too strong ruble also makes it less attractive for other countries to consider importing Russiaโs goods.

The lower the exchange rate of the received foreign currency, the less rubles the budgets of the country and regions will receive in the form of taxes. And this will eventually lead to stagnation.
With a strong ruble, the price of imports also falls. As a result, foreign things can be bought cheaper, and this affects domestic production.(this isnโt a major issue at the moment)
