We talk about skills-first all the time. But are we really making progress?

The Skills-First Readiness and Adoption Index, co-developed by the Institute for Adult Learning and the Organisation for Economic Co-operation and Development, tracks how 30 countries are progressing towards a skills-first economy.

Drawing on 25 indicators across three areas — learning ecosystems, talent recognition, and enabling environments — the index offers a comprehensive view of how ready countries are to embrace skills-first practices, and how widely these practices have been adopted. It highlights the dimensions where each country shows strength and where further improvement may be needed.
