(XOS/HIOS/ITELOS)

• Remove unnecessary tweaks which is decreasing battery efficiency
• Set perf_cpu_time_max_percent to 20 (best efficiency and perf)
• Disable sched stats on boot
• Move some tweaks to post fs data
Benefit:
• Improved UX And UI
• Disables Specific Transsion thermal configuration
• Optimized GPU Governor
• Reduces CPU workload
• Enable freezer (a transsion feature to freeze app without root. On XOS For GT it got disabled by default.)
