Freedom in the World Report 2020
The Freedom in the World 2020 report ranked India at the 83rd position, along with Timor-Leste and Senegal. This is near the bottom of the pile among the countries categorised as “Free”, with only Tunisia receiving a lower score.
India’s score fell by four points to 71, the worst decline among the world’s 25 largest democracies this year.
India scored 34 out of 40 points in the political rights category, but only 37 out of 60 in the civil liberties category, for a total score of 71, a drop from last year’s score of 75.
The report treats “Indian Kashmir” as a separate territory, which saw its total score drop precipitously from 49 to 28 this year, moving it from a status of “Partly Free” to “Not Free”.
The annulment of autonomy and the subsequent shutdown of Kashmir, the National Register of Citizens and the Citizenship (Amendment) Act, as well as the crackdown on mass protests have been listed as the main signs of declining freedom in the report.

Explanation
The Bombay High Court has held that sending of abusive messages on personal account of WhatsApp will not amount to utterance of obscene words in public place so as to invoke Section 294 of the Indian Penal Code.

police forces on heinous crimes.The Cri-MAC is meant to share information on heinous crimes and other issues related to inter-state coordination.
INSOLVENCY AND BANKRUPTCY CODE (SECOND AMENDMENT) BILL 2020
Insolvency and Bankruptcy Code (Amendment) Bill 2020 has been passed by the Parliament with Rajya Sabha giving its nod. It was already passed by the Lok Sabha earlier. The Bill seeks to ring-fence new management from offences committed by the erstwhile management. The new Bill also seeks to create a threshold of a minimum of 10 per cent of allottees or 100 individual allottees to initiate insolvency proceedings for real estate projects.The amendment also seeks to protect the ‘going concern’ status of companies undergoing insolvency proceedings by allowing a company’s resolution professional to require that suppliers continue providing essential goods and services.
POCSO RULES, 2020
The Centre has notified the Protection of Children from Sexual Offences Rules, 2020 which enables implementation of recent amendments to the Act under which provisions of punishment for child abuse has been made more stringent.
Salient Features:Some of the significant additions in the new rules include provision of
mandatory police verification of staff in schools and care homes, procedures to report sexual abuse material (pornography), imparting age-appropriate child rights education among others.For crackdown on child pornography, any person who has received any pornographic material involving a child or any information regarding such pornographic material shall report the contents to the Special Juvenile Police Unit (SJPU) or police, or the cybercrime portal. Under the rules, the State Governments have been asked to formulate a child protection policy. Central Government and every State Government shall provide periodic training including orientation programmes, sensitization workshops and refresher courses to all persons coming in contact with the children, to sensitize them about child safety and protection. Any institution housing children or coming in regular contact with children, including schools, creches, sports academies or any other facility for children must ensure a police verification and background check on periodic basis of every staff. New POCSO rules became effective from 9th of March. POCSO Act was enacted in 2012 to provide a robust legal framework for the protection of children from offences of sexual assault, sexual harassment and pornography while safeguarding the interests of children at every stage of the judicial process.

As fresh coronavirus cases continue to be reported from different countries, the
World Health Organization on March 11 finally declared the novel coronavirus a ‘pandemic‘.
According to the WHO, a pandemic is the worldwide spread of a new disease. The
word “pandemic comes from the Greek ‘pandemos’, which means everybody. Demos means the population. Pan meaning everyone. So ‘pandemos’ is a concept where there’s a belief that the whole world’s population will likely be exposed to this infection and potentially a proportion of them fall sick. The US Centers for Disease Control and Prevention defines a pandemic as “an epidemic that has spread over several countries or continents, usually affecting a large number of people.” The same body defines an epidemic as “an increase, often sudden, in the number of cases of a disease above what is normally expected in that population in that area.” Thus, the ‘pandemic’ status has to do more with the spread of the disease, than its severity.
What changes now: Declaring the disease a pandemic won’t mean the WHO gets more funds or more powers to fight it. However, the declaration is a formal announcement that the WHO assesses the impact of COVID 19 to have reached a new level.

Section 2 of the act empower the state government to take special measures and prescribe regulations as to dangerous epidemic disease. According to section 3 of the act, Any person disobeying any regulation or order made under this Act shall be deemed to have committed an offence punishable under section 188 of the Indian Penal Code.

Unnat Bharat Abhiyan
Recently, information related to the Unnat Bharat Abhiyan (UBA) was given by the Ministry for Human Resource Development (MHRD).
Unnat Bharat Abhiyan is a flagship program of the Ministry for Human Resource Development (MHRD).
It aims to link the Higher Education Institutions with a set of at least (5) villages, so that these institutions can contribute to the economic and social betterment of these village communities using their knowledge base.
Main Objectives:
To engage the faculty and students of Higher Educational Institutions (HEIs) in identifying development issues in rural areas and finding sustainable solutions for the same.
Identify & select existing innovative technologies, enable customisation of technologies, or devise implementation methods for innovative solutions, as required by the people.
To allow HEIs to contribute to devising systems for smooth implementation of various Government programmes.
