Motorcycle or any vehicle less than 4 wheels can be classified as Motor vehicle only when it's engine capacity exceeds 25 CC.
So, if Question is silent, assume Motor cycle to be Motor Vehicle (practically all bikes, scooty etc has higher engine capacity) and ITC shall be blocked.
If engine capacity is mentioned, then if it's higher than 25CC, it's a motor vehicle and ITC shall be blocked.
If engine capacity is upto 25 CC, it can't be classified as Motor vehicle and hence ITC shall be allowed.
P.s. Never assume that motor vehicle is used for specified purposes unless given in question.
P.s. It's a concept asked in GST case study. So, when it's provided in a day or two, must watch it.

5) Opt out does not seem possible as exams itself are being conducted very late.
6) I believe option to change center shall be given. Option to change group will not be given.
