What is Shakti in News?
● Shakti is an advanced electronic warfare(EW) system.
● Designed by: It has been designed and developed by the Defence Electronics Research Laboratory in Hyderabad which is part of the Defence Research and Development Organisation (DRDO).
● Purpose: To provide an electronic layer of defence against modern radars and anti-ship missiles to ensure survivability in the maritime battlefield.
● The system has also been integrated with the wideband electronic support measures (ESM) and electronic counter measures for the defence of Indian Navy ships against missile attacks.The ESM of the system helps in finding accurate direction and interception of modern radars.

● Themes: The alliance will focus on three broad themes- Networking, Capacity Building and Technical Support.
● Participating Cities: There are 30 member cities in the alliance.
● Secretariat: National Institute for Urban Affairs(NIUA) with National Mission for Clean Ganga (NMCG) support.

● The 2+2 ministerial dialogue is an expression used to indicate that two appointed ministers from each country, the ministers of defence and external affairs will meet up to discuss the two countries’ strategic and security interests.
● Aim: To establish a diplomatic, yet fruitful, conversation between the two countries’ respective heads of defence and external affairs.
● India has talks in the “2+2" arrangement with the US, Japan, Russia and Australia.
