❗️ Telegram allows anyone to access “restricted” messages, even if they are officially deleted [or the channel is restricted].

There are two ways to obtain such messages:
1. When a specific message is “restricted”.
2. When access to an entire channel or group is “restricted".

Scenario 1: A specific message is “restricted”

Even if a message is marked as “restricted”, it can still be retrieved via the Takeout API:
1. Call account.initTakeoutSession() to initialize a Takeout session and receive a takeout_id.
2. Then wrap a messages.getHistory(peer=..., ...) call inside invokeWithTakeout(takeout_id=..., query=...).

This allows anyone to "pull out" the text or media of restricted message.
In other words, anyone who knows how to use MTProto can export the chat and read a "restricted" message, even if it no longer appears for ordinary users.

Scenario 2: Access to an entire channel or group is “restricted”

Even if a channel is made restricted by Telegram (so that ordinary users cannot see its content), its messages can still be obtained:

1. Anyone can execute:

   messages.sendMessage(
     peer = destinationPeer,
     reply_to = InputReplyToMessage(reply_to_peer_id=sourcePeer, reply_to_msg_id=sourceMessageID),
     ...
   )

Telegram will generate a quote of the specified message from the group or channel.

2. To do this, one must “guess” the message's ID (e.g., by sequentially trying IDs).
3. As soon as a valid reply_to_msg_id is found, that message appears quoted in any chat you can send to.

Thus, the fact that a channel is restricted doesn't prevent someone from extracting its contents via quoting.

Conclusion: Do not rely on content restriction in Telegram as a secure means of protecting confidential data. Anyone who knows how to use MTProto can export the chat history and retrieve even those messages that seem "restricted".
