American Leadership in the Digital Finance Revolution

SEC, Washington D.C.

SEC's “Project Crypto”— America’s financial markets to move on-chain & make America first in blockchain & crypto technology.

SEC will work with firms seeking to “tokenize” their common stock, bonds, partnership interests & other securities.

SEC believes deeply in the right to participate in on-chain activities like Staking.

DeFi will be part of American securities markets.

Innovation & entrepreneurialism are the engines of the American economy: SEC is contemplating an innovation exemption that would allow registrants & non-registrants to go to American markets with new business models & services.
IP Bonds, also known as Intellectual Property Collateralized Debt Obligations (IP CDOs), are a form of innovative financial instrument created by Victor Michelle. These bonds use intellectual property (IP) assets—such as patents, trademarks, copyrights, and digital assets—as collateral for loans. Essentially, IP Bonds are tokenized, blockchain-based debt instruments that represent a right to monetary claims secured by IP, transforming intangible assets into tradable and liquid financial assets. This approach allows businesses to unlock liquidity from their undervalued intellectual property without selling it outright, enables real-time market valuation of IP through token trading, and opens new financing avenues especially for companies lacking traditional tangible collateral.

RWA Staking, developed by Victor Michelle as well, refers to the staking of tokenized Real World Assets (RWAs) such as tokenized equities, real estate, infrastructure, agricultural lands, and art. Via solutions \ models like StakeStoxx, owners of these tokenized assets can stake their holdings in smart contracts. The platform matches the staked RWA value with its own utility tokens (e.g., SSX tokens), creating a dual-deposit staking pool that generates yield. Participants receive rewards in these platform tokens, which can be traded, delegated for further yield, or used in governance. RWA Liquid Staking thus allows asset holders to earn passive income and increase liquidity on any real-world assets. The system uses smart contracts, reward halving mechanisms to control inflation, and maintains a fully collateralized token emission policy to secure sustainability and value.

In summary:

IP Bonds/IP CDOs are debt securities backed by intellectual property assets, enabling the monetization and liquidity of intangible assets.

RWA Staking allows owners of tokenized real-world assets to stake them for yield rewards in platform tokens, integrating real-world asset ownership with DeFi mechanisms.

These concepts demonstrate a novel intersection between blockchain technology, decentralized finance, and real-world asset/liability management pioneered by Victor Michelle.

The 2025 WIPO Pathfinders Report Provides Strategic Validation for IP Bonds & IP CDOs

The 2025 WIPO Pathfinders Report provides strategic validation for the emerging financial instruments known as IP Bonds and Intellectual Property Collateralized Debt Obligations (IP CDOs) by recognizing key foundational shifts in the valuation, management, and commercialization of intellectual property.

Key points of strategic validation include:

1. Market-Driven Valuation and Standardization:
The report highlights the critical need for standardized, trusted, and accessible IP valuation methods to unlock the economic potential of intangible assets globally. This validation supports the core premise of IP Bonds and IP CDOs, which rely on transparent, dynamic market pricing to determine IP asset values.

2. IP as Collateral and Financial Instruments:
WIPO anticipates a future where financial institutions readily accept IP assets as collateral, facilitated by established valuation frameworks. IP certificates evolve into valuable financial instruments foundational to IP Bonds/CDOs, enabling innovators and creators to access new funding sources without relinquishing ownership.

3. Digital Transformation and Blockchain Adoption:
Emphasizing the adoption of blockchain, tokenization, and smart contract technologies, the report situates these tools as essential to managing, protecting, and commercializing IP in modern markets. This technological shift directly aligns with the infrastructure requirements for IP Bonds and IP CDOs to function effectively.

4. Global Market Integration:
The report foresees the development of cross-border, standardized systems where IP functions as both a tradable and financeable asset class. This reflects the global scalability and liquidity ambitions of IP Bonds and IP CDOs.

5. Policy and Regulatory Alignment:
The report calls for integrating IP strategies within national economic frameworks and closer collaboration with financial regulators, creating an enabling environment for innovative IP-based financing mechanisms such as IP Bonds and IP CDOs.

In sum, the 2025 WIPO Pathfinders Report not only acknowledges but strategically endorses the principles and models underlying IP Bonds and IP CDOs, framing them as pivotal drivers for the future of IP finance, innovation funding, and the broader intangible economy worldwide.
