Many students opted for (c) just by reading the word ECO. But the thing was that assessee was providing 'services' through ECO and not goods. In case of services not covered by 9(5) we have an exemption under sec 23. So sec 24 read with that exemption makes registration requirement only if Aggregate turnover exceeds 20L/10L. This is a very nice question since it involves 2 different chapters. Firstly as per section 15, excise duty and freight would be added to value of goods. Secondly, the definition of aggregate turnover makes it clear that any inward supplies subject to RCM would not be covered under aggregate turnover.

1) Date of issue of invoicre
2) Last date of issuing invoice as per sec 31
As per sec 31, in case of goods, Invoice has to be issued before the dispatch of goods.
Accordingly, in above case Time of supply will be 5th May 2019 i.e. the date when the goods are dispatched for delivery.
