Charles McLaughlin, who previously held the position of Senior Director for European and Russian Affairs at the NSC, left his post in June. Carran, who previously worked as an aide to Rubio at the State Department, replaced him in early July.
Earlier this month, Carran participated in peace talks in Moscow alongside Kushner and Witkoff. Prior to that, he worked on Rubio's team in the State Department's Office of Policy Planning. His involvement in the negotiations potentially gives Rubio โ who already has significant influence on Latin American issues โ more opportunities to influence the negotiations between Kyiv and Moscow. As Rubio's aide, Carran was already familiar with the Ukrainian issue.
Another sign of change at the NSC was a report in the Financial Times last week that Director of National Intelligence John Ratcliffe may begin to play a more active role in the peace negotiations. Washington is seeking to limit the involvement of Kushner and Witkoff, whose efforts have not yielded significant progress in ending the war.
Ratcliffe is one of the most influential members of the Trump administration's national security team; he is also known as the most ardent supporter of Ukraine within the administration. Despite the widely reported secret trip Ratcliffe took to Moscow last month, both the CIA and the White House denied that he would be more actively involved in the peace negotiations.
Carran is also actively involved in other areas besides the Russia-Ukraine conflict. Recently, he held talks in Washington with Serbian Ambassador to the United States, Dragan ล utanovac, at a time when Belgrade, which traditionally maintains close ties with Moscow, is seeking to strengthen its relations with the United States and the European Union.
Sarah Bibi is Carran's deputy at the National Security Council (NSC). She previously worked as an analyst at the CIA and, from 2023 to 2025, in the Office of the Director of National Intelligence. Sarah Bibi is married to George Beebe, the director of the Quincy Institute for Responsible Statecraft, a Washington-based think tank that advocates for "taking U.S. foreign policy away from endless wars."
George Beebe is also well-versed in Russian affairs: he served as a Russia advisor to former Vice President Dick Cheney. Before joining the Quincy Institute, he was a vice president at the Center for National Interest (CNI), a Washington-based think tank founded by former President Richard Nixon and positioning itself as "a voice for strategic realism in America." In 2024, Dmitry Sims, the president of CNI, was charged with violating sanctions related to his work for a Russian television channel. Sims currently resides in Moscow.

There is one in each Baltic state, one in Azerbaijan, two in Armenia, 18 in Moldova (of which 17 in Transnistria), 50 in Abkhazia, 11 in South Ossetia, 8 in Kazakhstan, 4 in Kyrgyzstan, 3 in Tajikistan, 4 in Uzbekistan, 5 in Turkmenistan and 7 in Belarus.
The exceptions are Ukraine, as well as Georgia, with which there are currently no official diplomatic relations.

According to Bloomberg, Saudi Arabia plans to restore within a few days roughly half of the capacity of the oil pipeline that was hit by the Houthis over the weekend and that connects the eastern and western regions of the country.
According to the agency, the plan involves bypassing the damaged section.
A full return to normal operation of the pipeline is expected in about six weeks.
