As much as it has been denigrated by individual opponents among the contemporaries and by the mass of those who have come after it, it cannot be denied that the political reorganization brought about by the end of the nineteenth century, apart from the strong will of Bismarck, was possible only as a result of the political education of the people and their leading circles.
