BRICS nations strongly condemned terrorism in all its forms and manifestations, regardless of its motivation, location, or perpetrators.
The bloc condemned the April 22, 2025, terrorist attack in Jammu and Kashmir, in which 26 people were killed and several others injured.
The declaration reaffirmed the commitment to combating cross-border terrorism, terrorism financing, and safe havens, while stressing that terrorism should not be linked to any religion, nationality, civilisation, or ethnic group.
BRICS called for zero tolerance towards terrorism, accountability for those involved, and concerted action against all UN-designated terrorists and terrorist entities. The bloc also called for the early finalisation and adoption of the Comprehensive Convention on International Terrorism under the UN framework.
