Here's how I imagine a modern evangelical Christians responding to Paul's claim...
"Really, Paul, all Cretans? Don't you think that is a bit of a sweeping generalization? I mean, do you have some sort of study or evidence to back up that claim? My cousin is married to a Cretan and he's a great guy. Do you think he is a lying evil lazy glutton of a man? If so, I find this offensive, sir. You should really think on how you come across in your communications. You're probably the reason Cretans don't want to be Christians."

If you are in a region with only unhealthy church options, there are really only three *potential* courses of action:
1. Work for reformation where you are at
2. Move to region where there is a healthier church
3. Join an effort to plant a new church in your region
That's it.
Sitting at home isn't an option.

And, yes, I know it's hard. We've been living in a two bedroom apartment with a family of 9 for 18 months to pull off relocating and buying a house in county were we could plant a church.
