Good day everyone!

As you all know CISA is currently working on some projects, and one of them is related to the adaptation of international students in the HSE dormitories.

BUT! For one of the steps of the project we'll need some help from our dear foreign colleagues (and also the Russian ones 🇷🇺✨).

We need the following; People who can speak Russian, and English fluently (if you are an Arabic or Chinese native speaker, it would help A LOT as well), who live in the following dorms; Dorm 2, Dorm 4, Dorm 5 and Korpus 3 Sevastopol.

If you are down for helping the international community with this project, please don't hesitate and send a message to me (@Emilio5050) or any other of my colleagues from CISA. 🙌🏻

Best regards, and have an excellent day! 💞

⚡️What kind of assistance can HSE now provide to students who find themselves in a difficult situation due to the events in Ukraine:

- Since February 25, on the initiative of the Student Council, a situation center has been created at the university, where students can apply on all complex issues: from psychological support to the organization of the educational process and obtaining material assistance. It can be contacted by e-mail help@hse.ru

– There is a telephone to provide psychological support 88002500433;

– Also, by order of the Rector Nikita Anisimov, a working group was created at HSE, which includes both student representatives and the administration. Issues of the training regime for students who cannot attend classes at the moment are being resolved, there are agreements on material assistance to students in need;

– You can apply for help directly to the Student Council or to the Commission for Student Rights;

– Another psychological assistance center will be opened in the Dubki Campus

Dear students and teachers!
We want to appeal to everyone who came to study and work in Russia from other countries

Russian science and higher education have always been and remain open to everyone who is committed to working and learning together. There will be no changes in the work of training programs, exchange programs and internships

If for some reason you have problems with entry to study or work in Russia - let us know in a comment or feedback @inostranets_v_RF_bot:
Name, country, brief description of the situation

We will try to help everyone 🙏🏻
So, the results of today's work of the situation center (meeting with the rector + meeting + turnover):

1. Students who are in Ukraine or in another country without the opportunity to return can get the right to study online!! on request to the situation center !! from tomorrow. The order will be signed personally by the rector, bypassing the decision of the academician.
1.1. If you need to register already missed classes, then you also need to write to the Sitcenter.

2. A decision on foreign students who have left or are leaving of their own free will (on the possibility of transferring to online) will be made after discussion of the issue by the rector with the vice-rector for international affairs.

3. ‼️A L L‼️ missed classes in the period from 24.02 to 26.02 will be considered missed for a good reason ‼️NO SPECIAL APPLICATIONS‼️ The order of the rector on this will be made in the near future.

4. The staff of the CPC has been increased, if necessary (if the demand is not covered), professionals from external centers will be involved. If help is needed urgently, you can also call the phone number of the sit center, then they will direct.
4.1. The cabinet in Dubki will be opened in the near future, it will work by appointment in the same way as other points in HSE.
4.2. The CPC in cooperation with the HSE students will publish additional materials on helping oneself in this difficult time.

5. Funds for material assistance to those who find themselves in a difficult financial situation for various reasons will be found from HSE's funds, while fundraising by the Student Council is deemed unnecessary. To solve this request, it is also necessary to write to the mail of the Sitcenter, they will help with the paperwork.

6. The statement that HSE is ready to accept Russian students who have been expelled from European universities, however, was confirmed by the rector. And it's about ‼️ALL‼️students, not only about those who are somehow connected with HSE. If your friends are expelled, also send them to the sit center's e-mail. The exact mechanism of how exactly they will be accepted for training is not yet clear, but it will be clarified in the next 1-2 days.

7. Regarding mobility:
7.1. From tomorrow we will start calling all students who are currently on mobility in order to understand the situation in which they are. If students need to be returned to Russia, this will be organized, as well as we will try to help in other situations.
7.2. The situation with those who should have left now for mobility and did not leave will be decided on an individual basis: either a return to the basic curriculum on the OP, or study on mobility in online format, if possible.
7.3. The issue of the deadlines for applying for mobility will be resolved in the near future, potentially the deadlines may be shifted.

From the general:
a) We have started calling students from Ukraine, we are collecting requests, tomorrow we will continue.
b) We have already collected more than 100 requests through all channels of the Sitcenter, we are trying to respond quickly to everything.
c) As already mentioned above, tomorrow we will begin to call students on mobility.

The Ministry of Education and Science of Russia gave explanations to foreign students on the issues of calculating scholarships and using international payment cards in the territory of the Russian Federation

✅ All scholarships are credited to Mir payment cards regardless of the issuing bank. There are no problems with the use of Mir cards in Russia.

✅ The rectorates of Russian universities have not received complaints from foreign citizens about the accrual of scholarships and the use of payment cards of foreign banks.

❗️💳 General clarifications on the situation with money transfers through banks

On February 24, the US imposed restrictions on a number of large Russian banks. The list of SDN, which provides for the maximum possible restrictions, disconnection from the SWIFT system and a complete freeze of assets, includes banks: VTB, Bank Rossiya, FC Otkritie, Sovcombank, Promsvyazbank and Novikombank

❗️Attention: Sberbank is not on the SDN list. Sberbank offices and services operate as usual, customers can make all transactions without restrictions on cards and accounts

As of March 4, 2022, Visa and Mastercard payment systems still work both in Russia and abroad with banks that are not included in the SDN list.
Parents of foreign and Russian students can transfer money to student cards issued by both foreign and Russian banks not included in the SDN list in the account currency (dollar, ruble, euro)

💳 Students can pay with these cards at POS-terminals of banks that are not included in the SDN list, withdraw money from an ATM or convert it into rubles.
It is impossible to make such transactions at ATMs of banks from the SDN list (VTB, Bank Rossiya, FC Otkritie, Sovcombank, Promsvyazbank and Novikombank).
Parents of Russian students can send money in foreign currency from banks that are not included in the SDN list, both to cards of banks that are also not included in the SDN list, and to accounts of foreign banks where students have accounts opened and cards issued

🇬🇧 We recommend using MIR national payment cards in Russia.
For cross-border transfers, you can use cards of international payment systems of countries that have not joined the sanctions against the Russian Federation, for example, UnionPay International

Attention! Fraud activity has increased!
Today, new fraudulent schemes appear with high frequency.
Basically, the attackers use current socio-political and financial agendas, such as “imposing sanctions” and “disconnecting the Russian Federation from the SWIFT system”. It is very important not to lose vigilance and not to succumb to intimidation and panic. Funds of all clients on accounts
in Russian banks are saved and will always be available. Disabling some banks from SWIFT will not affect this in any way. SWIFT is just a financial messenger used by banks around the world, its shutdown creates inconvenience for the international activities of banks,
but has no effect on operations within the country. Remember, the main task of scammers is to convince you to transfer money to fake accounts.

Thank you #Ministry of Education for preparing information 🙏🏻👍🏻
