White Hat Hacking

Ethical hacking is confusing to me. I enjoy watching "Scammers getting scammed" videos and it seems like most White Hat hackers have their own rules they follow. Some will infiltrate entire call centers, deposit malicious code to completely destroy the servers. Others, will simply farm data and then delete individual terminals. Still others, if given the chance, will empty scammer bank accounts and then return the money to the bank and report it as fraudulent cash. Point is- each and every single one seems to have their own take on what makes hacking "ethical". So which is it?
