Are black hats more talented than white hats?

Think about it, people go to university, spend a lot of money to get a degree in cybersecurity/ethical hacking then companies pay a lot of money to hire these people to their internal cybersecurity teams, some companies additionally work with platforms like HackerOne and bugcrowd to have access to extra ethical hackers, you've also got large security firms like Kaspersky and Symantec working hard and doing research all for the ultimate goal of protecting themselves and their clients against black hat hackers who still find security breaches and vulnerabilities to exploit and break into the networks or software of these companies despite their prevention efforts.

How come that despite hiring well educated talent and their high security budgets, companies still lose to black hat hackers who are mostly self-taught individuals or groups who learned their craft for free? I know that sometimes it doesn't take much more than 1 stupid employee to socially engineer/phish to compromise an entire network, but we still see some interesting attacks done by black hat hackers all the time.

Remotely turning someone’s WiFi on gaming console off?

I used to play a lot of COD when I was like 9-15yrs old back on PS3. I was like any other kid and would talk mass shit. And then more often than not I’d get a message from someone in the lobby saying something like “Bye Bye Wifi” and then I’d have no internet so I’d go and reset the router. How does someone do this? And what is it exactly called? I always thought it was really funny and it happened more times than I can count.
