Recovering my Deceased fathers email.

A family member changed my fathers passwords on me out of spite and I can’t deal with a couple of my legal procedings as there’s information on his email I need. It seems whoever changed it changed the phone number on the accounts as well. As I typed in my relatives number and it said security code sent. Can anyone help me recover this email and no I’m not asking for hackers or anyone to hack it. I’m simply asking for ideas on how to get it back. DM ME PLEASE IS ANY INFO
