Is cellphone call/sms sniffing a reality?

I was reading about NSA's PRISM program, and I was wondering how they intercept cell phone calls and sms. It is possible to sniff GSM/WCDMA/LTE networks? Is there some type of encryption in these communications? It would be easy to do it?

If so, what are the chances someone sniffing cell networks be caught, how, and why it would be easy/hard to do it?

(all of these without hacking into SS7 systems)
