Q regarding IP address

Hey I’m from Canada and was wondering if it was possible to find some additional info from their ip. Not for malicious intent, I was seling something on a site named kijiji (it’s a bu y and sel site) and the guy stole it from me, I was seling it for $900 and I really need the money. So I contacted the police but they said they did not have enough info to identify him, and they asked me to contact kijiji. So I contacted them and they gave me an email and ip. But the police said it won’t help. I googled it and the isp is a company named rogers, so I called them and they said the police would need a subpoena to give that info. I don’t know what to do now, so if anyone knows anything that can help I would greatly appreciate it.

How is it possible to implement malware into a PDF or PNG file?

I have always heard warnings that this is possible, to service email scammers, ransomware, etc. but I have no idea how it works. I also had an idea to create a game with my friends involving this principle. Can anyone here enlighten me to how it works?
