How can an entire country harm their one ISP?

TL;TR Egyptians are demanding unlimited internet. What can they collectively do to pressure the ISP?

For a over week now, there's been public demands in Egypt for unlimited internet. Right now it's a monopoly where one government-owned company enforces its high prices, slow speeds, terrible customer support, and, most importantly, expensive internet data caps. Currently, a 250GB plan of ~3mb/s speed costs about 14$ (that's IF you even get 3mb/s which is unlikely with the current infrastructure).

So for the past week, #Unlimited_Internet_In_Egypt has been #1 trending non-stop everyday in Egypt. (The Arabic version that's actually trending is #انترنت_غير_محدود_ف_مصر if you need to check.) The government responded with arresting multiple YouTubers who supported the demand, deleted their channels, and deleted multiple Facebook groups that started this campaign. All celebrities who spoke out on Twitter ceased to speak anymore.

Egyptians with little to some knowledge in IT and programming did two things: 1. Created a python script to automatically tweet out the hashtag without it falling under spam by Twitter, and made simple tutorials for the public to use, which they did. 2. They are DDOS-ing the ISP's website everyday and crashed it once or twice. 3. Urging anyone who can afford it to cancel their subscription with the company.

If you believe what people are saying online, this is causing actual issues at the company. Their stocks are steadily declining but no one can be sure it will continue to.

Here's the million dollar question: what else can be done? How to harm the ISP financially more? What power do millions of users combined have that they don't know about?
