Any idea what’s going on?

I came across a website that is less than savory to say the least. Reported it to the proper authorities using copied URL, heard back it indeed was not breaking the law. Confused I checked again by just typing the URL back in, and it led to a perfectly normal “legal” site. I landed on the page after a few connections through links on other sites. Went back through my original steps to find the illegal site again, copied the URL again and pasted it to notes, and still leads back to the normal legal site. How in the world can I report this, but also what’s going on?

Offline brute forcing webpages

I have been able to brute force a webpage with Hydra. However, the password to brute force consists of 6 uppercase alphanumeric characters, this gives over a billion possible combination. Brute forcing this through Hydra will take too long. Are there any ways to do this much faster? I've heard offline brute forcing is faster but I don't know how it works and how to do it on webpages. If there are any faster ways of online brute forcing I'd like to hear them as well!
