Book recommendations for getting started with networking

I'm going to study cyber security in college and I was thinking that now is a good time to get some e-baggage. My level is intermediate at Python and HTML (if it matters), and I'm a hardware geek. But I have no clue whatsoever concerning software security. Can you guys provide me with some learn-from-scratch networking books or magazines? I'll be satisfied with just the basics (I'm cool with more than that tho), and since it's summer vacation I'm willing to put in the time and effort this needs. Note that I'm not ONLY doing this for college, but because I've always liked hacking and would be glad to make it my new hobby.

Phone verification service [plug]

Hello team. Is there active interest for phone verification service?

For a small payment, I can provide instant verification codes sent to my fully-whitelisted T-Mobile phone number.

Upon 1 "upvote" or affirmative comment, I will edit this post with details how to inquire. (or leave it as a top level comment)

This is my first time posting in this space, please forgive me if I have violated any implicit or explicit rules.

Kindly,

~

My neighbor is causing trouble in the neighborhood

This young fellow in an adjacent house is stealing essentially all of my parents, (who happen to be my neighbors), bandwidth. He is causing some sort of issue that makes it impossible to use any of their devices on wifi. I have reset their network numerous times and changed all login info and within days, their devices are unable to use the network and unknown devices are shown. My house is the second closest to his and I am also having very regular issues with greatly limited wireless bandwidth although I am on fiber. I have gone through 3 routers with various security protocols and have resorted to hard line connections wherever possible. I am concerned that he may be involved in further nefarious activity while having access to our networks. He is very stand-offish and always sits in his screened in porch, hidden in a corner on his laptop. I am 99% sure it is him, knowing the rest of my neighbors. What is my recourse? How do I protect myself and my folks? Help please.
