Is hacking still an issue on college campuses?

I was told by my school that they can catch you regardless of what VPN you use using Splunk. I have also been told that most students who hack use Tor powered tools like TorGhostNG or Anonsurf and utilize Tor bridging to bypass Tor blocks at school and get away with it that way, which would make sense.

Is this still an issue and what are schools doing about it?

EDIT: I am not asking this due to doing anything criminal on campus in fact I don’t live on campus. I just think it’s a discussion that should be had now that things like Anonsurf are a thing.

Book recommendations for getting started with networking

I'm going to study cyber security in college and I was thinking that now is a good time to get some e-baggage. My level is intermediate at Python and HTML (if it matters), and I'm a hardware geek. But I have no clue whatsoever concerning software security. Can you guys provide me with some learn-from-scratch networking books or magazines? I'll be satisfied with just the basics (I'm cool with more than that tho), and since it's summer vacation I'm willing to put in the time and effort this needs. Note that I'm not ONLY doing this for college, but because I've always liked hacking and would be glad to make it my new hobby.
