Did I get hacked?

So I was chatting with someone from India on a forum. Not too long after having a conversation I went on google where I found that the language of my browser was changed to language of that specific region where the person is from. This got me instantly paranoid that I might be hacked because in my opinion this is too much for a simple coincidence. At this point I'm not sure what might happen with all my data and also not sure what to do with the phone.

blocked a user, not in the list of blocked accounts, LinkedIn

It just happened. I received a message from some person on LinkedIn and responded within a 5mins. Before responding I clicked on the profile image to check out who was and the response was 404 not found.

the person who messaged had a Chinese name and bad English. underneath the name where a job position is displayed was showing a dev related Project Manager.

Long story short, I asked him why his profile cant be displayed/found, then he sent a link to some kind of a portfolio/personal website and said copy-paste it, I will delete the link soon. I opened the link and started feeling suspicious and blocked and reported the profile. Cleared my cache and restarted my PC.

I opened my profile and went to check the blocked list and I don't see his name there. There are only 3 people on the blocked list who were all blocked 2years ago. I can't process what just happened and have 2 questions

* how could he possibly message me without a profile?
* why his name/profile is not on the blocked list?

Can I be tracked when using a VPN?

The first way that comes in my mind is obviously to ask the VPN provider to get the association; but could they give this information?

Could you tell me more about this first idea and eventually alternative ways?

Kali in the Cloud?

I've got a good setup for ethical hacking at my home office BUT feel like I need something more portable and/or reliable. Part of the problem is that I'm using nextdns.io at home, have a firewall, an IPS/IDS, network antivirus, and those things most definitely get in the way of Kali. My ISP sucks too, and I've had instances where my internet goes down when I use tools like NMAP. I have to call them each time to get my internet back up. It's ridiculous, but I guess better security is what they are after.

Anyway, I'm thinking Kali in the cloud somewhere is a good idea? Is it? If you're an ethical hacker, what do you use? Is Kali overrated and are you just running Ubuntu with a few specialized tools?
