Is it possible to enter a Russian server from the US?

Okay so i (22f) need help in tracking someone down who’s been posting child p*rn in my town. They’re posting on a Russian website/server and their I P addresses are hidden from US servers. Is there any way around this? My local police station can’t do anything about it. Important to note that the perp is a US citizen who i probably went to highschool with- not a Russian citizen. Lemme know

Would a Solarwinds style hack be possible against APC?

So looking at APC's firmware update site they do not list hashes for their firmware updates.
