The University of North Texas cancels its scholarship program. At least 15 Chinese scholars are expelled.

Tensions continue to rise between the United States and China. The University of North Texas (UNT) has announced the cancellation of its scholarship program, and at least 15 visiting scholars sponsored by the Chinese National Scholarship Council (CNSC) have been asked to leave the US within a month.

According to China's official media, the Global Times, UNT had sent an email to its faculty and students on August 26, announcing the end of its partnership with the CNSC. The 15 scholars funded by the project had to leave the university, and their email and online services were immediately suspended. They were also barred from entering the campus unaccompanied, but the email did not explain the reason for the cessation of the program.

“Capital and Ideology”, a book that is written by a famous French Economist, Thomas Piketty, was originally planned to publish in the mainland China. However, as the book mentioned that, "the inequality gap is growing rapidly in China,” stating that its level of income inequality has almost reached the America’s. Also, he stated that the Chinese Government has not shown that they are better off when it comes to comparing the western democratic system yet," the Chinese publisher requested to him to remove the corresponding context. Piketty declined to delete the article and as a result, he believed that his book publication plan would die, describing the publication censor " seems to indicate that the Chinese regime gets more serious and nervous, and states that they would not have any open debate on different economic and political systems."

Piketty published “Capital in the Twenty-First Century” in 2013, which he criticized deeply on western capitalism in the U.S. and Europe. At that time, the Chinese government praised this 700-page book strongly, while it obtained the global sales record in 2014. Nevertheless, Piketty recently believes that his new book, “Capital and Ideology”, is impossible to publish in China as he rejected the cancellation request from the Chinese publisher.

“Capital and Ideology” was published in France last year. The English version is then printed in March in the U.S. The content describes the inequality regime around different times and parts of the world, extending the research on the economic inequality in non-western countries like China and India. A large portion of content
focuses on China and its socialism with capitalist characteristics. “Capital and Ideology” was planned to publish in China. Nevertheless, the Chinese publisher, CITIC Press Group, had sent two 10-page list to the French publisher, Les Editions du Seuil, requesting to remove some of the contexts both in English and French.

Target to close all Confucius Institutes at America universities by the end of this year, Pompeo: China’s challenges are different from those during the Cold War

Mike Pompeo, the US Secretary of State, stated in an interview on Tuesday local time (1st September), hoping that all Confucius Institutes at America universities can be closed before the end of this year, and said “I believe everyone can see the risks that related with China”.

In an interview with the Fox Business News, Pompeo stated that the Confucius Institutes which sponsored by the Chinese government are trying to recruit spies and collaborators from America universities, and believed that the universities should be aware of this problem. He said frankly, “I hope in the end of this year, we can close them all”. The US State Department announced in mid-August, that the Confucius Institutes to be registered as ‘Foreign Mission’. Pompeo described such organisation as ‘an entity that promotes Beijing’s global propaganda and vicious influence’. David Stilwell, the Chief Diplomat of the East Coast region, also asked those universities to ‘carefully’ understand what the Confucius Institutes have done.

The Sino-US relation has become increasingly tense, but when Chinese Foreign Minister Wang Yi attended the event of the French Institutes of International Relations few days ago, he had stated that ‘China never want a new Cold War’, and thought that “it is impossible to have a ‘new cold war’, to divide the world into two or three parties” in the era of globalization. In the interview that Pompeo had spoken with the Fox Business News, he responded that the Cold War analogy has a certain significance, but emphasized that the challenges from China are a bit different now, and US is also in face of economic challenge.

Pompeo pointed out that in response to the challenges, the Trump government has already taken various actions to limit the Huawei and other Chinese companies, and will see more actions and new announcements in the coming days. He said, “I hope in the coming days and weeks, I will see the US responding these challenges seriously, and all of this are for the sake of America’s economic benefits”.

US Defense Report: Chinese Military Catching Up with US. Armed Police Likely Deployed In Response to HK Protests

US Department of Defense published the latest China Military Power Report estimating that China's nuclear warheads will at least double in the next decade. China's military power has already caught up with or even surpassed the US in several domains.

According to the report, the leaders of CCP regard a divided China as a weak China. To achieve national rejuvenation, a "full reunification" is necessary. This includes unifying Taiwan on Beijing's terms and integrating Hong Kong and Macau by 2049. By extension, it is necessary to build a "world-class" army to resolutely safeguard national sovereignty, security and development interests, and rewrite international order through strengthening national power, so China can strategically compete with the US. At present, China's conventional missile force has surpassed the US. China also has the largest navy and integrated air defense systems in the world. For example, the PRC Navy has 350 ships and submarines, but US military has only 293 ships and submarines as of the beginning of 2020.

The DoD estimates China currently has more than 200 nuclear warheads. It is expected that with the expansion and modernization of the PLA's nuclear weapons, the number will at least double in the next ten years; land-based intercontinental ballistic missiles (ICBMs) that can threaten the US will increase to about 200 in five years.

The People's Armed Police (PAP) probably deployed to HK

The report further notes that "in August 2019, the PLA HK and Macau garrisons conducted an annual rotation of forces. In HK, PLA and probably People's Armed Police (PAP) forces deployed into HK by land, air and sea from Shenzhen at night, however, no forces were observed rotating out of HK. The PRC's troop rotation announcement in 2019 did not include a statement that PLA troop and equipment levels remain unchanged. Throughout the months of protests, PAP and PLA units have been publicly highlighting their anti-riot, counterterrorism, and disaster prevention training."

India bans 118 more Chinese apps: Tencent's "PUBG" and Alipay on the list

India's Ministry of Electronics and Information Technology (MEIT) announced the banning of 118 more Chinese applications on September 2, including the popular Tencent mobile game PlayerUnknown's Battlegrounds (PUBG). Other apps including Alipay, AlipayHK, search engine Baidu, several dating websites and even selfie-editing apps were also on the list.

In its statement, MEIT alleged that the 118 banned apps promote activities that are “prejudicial to sovereignty and integrity of India, Defence of India, Security of State and Public Order”. PUBG is popular among young people in India with an estimated several million players.

The worst bloodshed between India and China in 45 years broke out at the border earlier in June, leaving at least 20 Indian soldiers dead. The media reported that the PLA raided with spiked clubs, but Indian soldiers met the attack with only fists and stones. The two sides fought for up to seven hours, with the conflict taking place on a steep mountain ridge, resulting in many soldiers from both sides falling off the cliff and freezing to death. Since then, tensions between the two sides have grown and eventually India announced a ban on 59 Chinese apps, including TikTok.

The French government has issued a statement in support of the Czech Republic and called out on China for threatening the Czech senate president Miloš Vystrčil, who had recently led a delegation to Taiwan.

Le Figaro and Agence France-Presse (AFP) quoted Agnes von der Muhll, spokesperson for the French foreign ministry, as saying that “Europe’s relations with China must be founded on dialogues, reciprocity and mutual respect, all of which are crucial to fostering a deeper partnership.” “With that in mind,” she continued, “any threat to an EU member state would be unacceptable. We express our support for the Czech Republic.”

Earlier, China’s foreign minister Wang Yi lambasted Vystrčil's visit to Taiwan as being “provocation” and said the Czech statesman will have to “pay a high price for his short-sightedness and political opportunism.” The Czech foreign ministry responded by saying that Wang’s comment went “too far” and summoned the Chinese ambassador to Prague for an explanation.

Meanwhile in Canada, the new leader of the Conservative Party and a contender in the next prime minister election Erin O’Toole wrote to the National Post, outlining his China policy. He said he is ready to confront China, citing his repeated demands for the Canadian government to speak up for Hong Kong and Taiwan, both of which have been targeted by the Chinese communist regime. The 47-year-old O’Toole vowed to stand up to China as prime minister.

Slovak President Backs Czech Republic, Calls China’s Threat “Unacceptable”

The Chinese foreign minister Wang Yi has sparked outrage across Europe as he threatened the Czech senate president Miloš Vystrčil for his visit to Taiwan. Echoing the German foreign minister and the EU’s foreign ministry, the Slovak president Zuzana Čaputová said she could not accept China’s threat. This is the first time a European head of state has criticized China for Vystrčil’s visit to Taiwan.

In a Twitter post, Čaputová wrote, “Slovakia stands by the Czech Republic. EU-China relations are based on dialogue and mutual respect. Threats directed at one of the EU members and its representatives contradict the very essence of our partnership and as such are unacceptable.”

47-year-old Čaputová became Slovakia’s first female president in June 2019. Slovakia is a member of the European Union and has close ties with the Czech Republic. The two were formerly a single country, splitting peacefully into two independent states in 1993.

In an interview in Germany on 31 August, Wang said “Vystrčil must be made to pay a heavy price for his short-sightedness and political opportunism” in response to the Czech statesman’s visit to Taiwan. Norbert Rottgen, chairman of the foreign affairs committee of the German parliament, protested against the threat and called on the EU to be united in protecting the Czech Republic from China’s reprisals. Peter Stano, the European Commission’s foreign affairs spokesman, also expressed displeasure at Wang’s language, though adding that the matter would have to be discussed bilaterally between the Czech Republic and China.

FBI says Chinese authorities are hacking US-based Uyghurs

The FBI has warned that the Chinese government is using both in-person and digital techniques to intimidate, silence and harass U.S.-based Uyghur Muslims. 

The Chinese government has long been accused of human rights abuses over its treatment of the Uyghur population and other mostly Muslim ethnic groups in China’s Xinjiang region. More than a million Uyghurs have been detained in internment camps, according to a United Nations human rights committee, and many other Uyghurs have been targeted and hacked by state-backed cyberattacks. China has repeatedly denied the claims.

In recent months, the Chinese government has become increasingly aggressive in its efforts to shut down foreign critics, including those based in the United States and other Western democracies. These efforts have now caught the attention of the FBI.
