Hong Kong Government Imposes Last-minute Compulsory Lockdown in Jordan District; Police Order Reporters to Leave

At 4am on Jan 23, 2021, the Hong Kong government cited the chapter 599J of the Regulations on Disease Prevention and Control and announced a compulsory lockdown of an area in the Jordan district.

The government refused to respond to any decision made on Jan 22, while police started to station in the area on Friday evening. Not until the early morning of Jan 23, the government issued a press release about the sudden lockdown.

The ''restricted'' area is encircled by Woosung Street in the east, Nanking Street in the south, Battery Street in the west, and Kansu Street in the north.

Civilians are not allowed to leave the area until everyone in the area has taken a test and the results have been confirmed. the government has also issued mandatory inspection notices for all premises in the "restricted area". Anyone who has been in the "restricted area" for more than two hours in the past 14 days is also mandated to undergo testing before midnight on Jan 23.

The authorities claimed that they aim to complete all the tests within 48 hours, so that civilians can go to work on Monday.

According to InMedia, police ordered reporters on site to leave and the communication was confusing.

January 22, 2021 marks the sixteenth month since the death of 15-year-old pro-democracy student Chan Yin-Lam. A large number of police officers and police vehicles deployed in Tseung Kwun O, Hong Kong to curb memorial activities.

While visiting the parking area of Sheung Tak Estate with a former journalist of Stand News in the past, Granny Wong had mourned the casaulties in Hong Kong's pro-democracy movement, crying “Yin-Lam! Tze-Lok! Where are you? Please tell me who kill you.”

On Jan 23, 2021, Granny Wong showed up as usual carrying a yellow umbrella and a reusable bag printed with the UK flag. Also, she held a signboard which wrote "Injustice to be redressed".

Granny Wong was arrested of obstructing police officers and not providing identification card, and probably sent to the Tseung Kwun O.

The Fall of Hong Kong

On Jan 22, 2020, Hong Kong recorded its first "highly suspected" coronavirus case, to cite from Secretary for Food and Health Sophia Chan.

The case was a 39-year-old man of Chinese nationality who had travelled to Wuhan and arrived in Hong Kong from China via the high speed train.

One year has passed. The total number of #COVID19 cases in Hong Kong hit nearly 10,000 and cost the life of 168 people.

On Jan 22, 2021, the Hong Kong's Hospital Authorities (#HA) even issued a letter to its employees, demanding them to return their salary during the strike.

In 2020, medical workers went on strike for the first time in history, demanding nothing but the shutdown of the border with China, in order to prevent the spread of the virus.

In response to the authorities, the Hospital Authorities Employees Association (#HAEA) chairperson Yu Wai-ming said "then why didn't you close the border back then?"

Wuhan medics undercover: 'We were told to lie about Covid-19 outbreak'

//Chinese medics have been filmed undercover for the first time admitting they realised coronavirus could be transmitted between humans but were told by the government to keep quiet.

Senior medics in Wuhan who witnessed some of the first cases of the virus were secretly filmed by a citizen journalist for an ITV documentary.

The medics said they were in no doubt how dangerous the virus was and that they were aware of deaths as early as the end of December 2019.

One said: "Actually, at the end of December or beginning of January, the relative of someone I know died of this virus.

"Many of those living with him were also infected, including people I know."

Another said: "We all felt there shouldn’t be any doubt about human to human transmission."//

//Hong Kong’s Kim Jong-un impersonator says he was arrested by ten police officers who raided his home last October upon suspicion that he was in possession of a firearm without a licence.

The lookalike, who also goes by the name “Howard,” said on Facebook that police told him a BB gun had been posted to his address in April 2020, though he never received it: “[T]hey said that particular BB gun had an energy output beyond what was legally allowed and therefore is considered in the same category as a real firearm.”

Howard said on Wednesday that nothing was found during the raid last October 20, though police were aware of his public persona: “When I challenged them on the arrest on such ridiculous grounds, they had indicated that the order came from another department higher up and stated they were just doing their jobs.”

He added that the officers he spoke to had referred to his satirical appearances during the 2019 anti-extradition law protests.//

The initial outbreak of Wuhan COVID-19 in China has spread globally. The leaked documents received by CNN not only reflect China's mishandling of the epidemic but also reveal that China's health care system has been riddled with problems for a prolonged period of time and that when the epidemic escalated, officials and medical personnel generally took it lightly, further contributing to the global outbreak of the virus.

After SARS in 2003, the Chinese authorities spent 167 million USD (about 1.3 billion HKD) to set up a notification system. Theoretically, the system allows regional hospitals or disease prevention centres to directly report outbreaks to the central government and share relevant information with the entire country. However, according to a report in the paper, the system itself slowed down, and other bureaucratic constraints have further impeded information flow.

Compared to major cities, such as Beijing and Shanghai, Wuhan's medical system received relatively few resources. An audit report completed last October pointed out that Hubei Province's disease prevention centre was underfunded. The lack of proper testing equipment and motivated medical staff, especially in the early stages of the outbreak when they still used SARS-era equipment, was completely neglected by the Chinese Bureaucracy.

Huawei patent mentions AI technology for identifying Uyghurs

BBC quoted IPVM, a U.S. video-surveillance research group, showing that a patent filed by Chinese leading telecom giant Huawei in 2018 mentioned an artificial intelligence system that can identify Uyghurs.

There are growing evidences in recent years that the Chinese government has been using technology to infringe human right of Uyghurs in Xinjiang, and Huawei, the leading Chinese technology company, has been accused of being involved in related human rights violation. According to IPVM, the patent was jointly authored by Huawei and the Chinese Academy of Sciences (CAS) in July 2018.

Street CCTV can be used to identify races

The patent describes ways to use deep learning technology to identify the body posture characteristics of pedestrians in the street surveillance system. It also suggests that the technology can be used to identify different attributes of the target person, including races.
