State Owned China Daily Spends US$2M in 6 Months to Promote US-China Relations

Latest filings to the US show the Chinese owned media China Daily spent over US$2.4 million, including US$881k advertisement fees to 17 publications and media outlets in six months. Amongst them are LA Times and Wall Street Journal in the US, Globe and Mail in Canada and Financial Times in the UK. The money was spent on editorials that promote a pro-China agenda locally.

The US’s Foreign Agents Registration Act (FARA) requires all individual and organizational delegates of foreign governments to regularly disclose their activities and financial arrangements within the US. China Daily submitted its statement of records from May to October this year to the US Department of Justice last week, which shows that the media has paid LA Times US$340k of advertisement fees and US$110k of printing fees to carry out advertising and promotional activities.

British Thinktank Urges UK to Focus on Indo-Pacific Region

An influential centre-right British thinktank recently published a report proposing the UK's strategic policies on the Indo-Pacific region focusing on military, financial and diplomatic resources on building up democratic power against China's growing impact on world order. The report also recommends the UK government to support Hong Kong's autonomy and freedoms promised in the Sino-British Joint Declaration.

The report was published by Policy Exchange's Indo-Pacific Commission, chaired by former Canadian Prime Minister Stephen Harper and endorsed by former Japanese Prime Minister Shinzō Abe and current Australian Prime Minister Scott Morrison. With the publishing of this report expects closer collaboration between Britain and its allies in the Indo-Pacific region, including Australia, India, Japan, South Korea and Taiwan. Together, they make up nearly half of the global economic output and comprise of more than half of the world population.

The report points out the UK government should expand the deployment of Royal Navy assets, Royal Air Force aircraft and Army (including Special Forces) or Royal Marines personnel to achieve uninterrupted and year-round UK military presence in the Indo-Pacific Region on operational and training missions. The City of London would offer its financial muscle through an Indo-Pacific investment initiative to set up a clean alternative to the Chinese belt and road initiative. It is also suggested to create an Indo-Pacific multinational investment treaty to protect investors from Chinese discriminatory practices and allow investors to enter into arbitration under international law.

Member of the European Parliament Writes to Beijing Requesting to Visit Kwok Tsz-Lun, Expresses Unceasing Concern over the Matter

Isabel Santos, a Portuguese Member of the European Parliament, recently wrote to the Chinese government to express her wish to visit Kwok Tsz-Lun, who participated in the anti-extradition law amendment bill movement and was arrested in August for illegal border crossing. Kwok owns both a Chinese as well as a Portuguese passport. Although China does not recognise dual citizenship, Santos deemed it necessary to press the Chinese authority for more details of the detainees and for Kwok’s early release.

Kwok, aged 18 only, is one of the “12 Hong Kong Youths” currently held at the detention centre in Yantian, Shenzhen. His father and his family’s appointed lawyer have yet to be able to reach him.

Santos stated on her personal website earlier that she had written to China’s Ministers of Foreign Affairs and Justice requesting to visit 18-year-old Kwok, who holds dual citizenship. She pointed out that Kwok holds both a Portuguese and a Hong Kong passport, but has been detained at the detention centre in Yantian, Shenzhen since August. Santos described the national security law in Hong Kong as “sinister” (Portuguese: Sinistra). Regarding Kwok’s riot charges, she also expressed that the authority has been increasingly using this charge to suppress popular revolts (Portuguese: revolta popular) and the struggle for democracy on the streets of Hong Kong.

In addition to writing to China’s Ministers of Foreign Affairs and Justice, Santos also notified the Chinese Ambassador to Lisbon and Head of the Chinese Mission to the EU of this demand. She also asked Josep Borrell, the High Representative of the European Union for Foreign Affairs and Security Policy and the Vice-President of the European Commission, to intervene in the matter, to “safeguard the rights of this Portuguese national”. Santos wrote that she had shared her concerns for Kwok with everyone as he is a student of Portuguese nationality, and at the same time expressed her concerns for the other 11 Hong Kongers in the same circumstance as Kwok. She added that as a member of the European Parliament, she would safeguard human rights and the values of democracy and freedom, undertake any initiatives she deemed necessary and promise to give the matter her unceasingly attention, “This is a cause that should mobilise everyone because of the values we uphold... I would like you to join me in making the demand.”

A senior UAE security official accused of torture has been elected president of global police agency Interpol, prompting concern from legal experts, human rights advocates and his alleged victims.

Critics are outraged by the election result. The campaign group Human Rights Watch's Gulf researcher, #HibaZayadin, called it "a sad day for human rights and the rule of law worldwide". She said the general was "a representative of arguably the most authoritarian government in the Gulf, one that equates peaceful dissent with terrorism".

Besides, China’s Hu Binchen was elected to the interpol Executive Committee. His candidacy was opposed by MPs of the Inter-Parliamentary Alliance on China (#IPAC)who are part of a global alliance representing democratic countries and who say his election would give Beijing the green light to misuse the agency; in particular the Red Notices issued for arrests of wanted fugitives.

“Hu’s election gives the PRC government a green light to continue using interpol as a vehicle for its repressive policies globally and places thousands of Hong Konger, Uyghur, Tibetan, Taiwanese and Chinese dissidents living abroad at even graver risk,” the IPAC statement read.

Hu is a deputy general in China’s Ministry of Public Security which oversees policing. 50 parliamentarians from 20 countries called on national governments to ensure Hu was not elected.

Recently, Stand News obtained the #NationalSecurityLaw (#NSL) teaching material used in the Hong Kong Polytechnic University (#PolyU). The University cited the cases of pro-democracg activist Tong Ying-kit, the LegCo Primary election and the Student Affairs Committee of the HKU Student Union as examples of "secession, subversion and terrorism".

Tong’s case is still undergoing review, while the LegCo primary election case involving the 47 democrats is pending for trial.

At the University’s 85th Inauguration Ceremony, its president #TengJinGuang was asked to comment on the appropriateness of quoting two ongoing court cases as examples in NSL teaching material.

Reporters asked whether it reflected the University’s stance considering these cases without merits. The University was also asked to confirm whether the National Security Department or any government authorities has been consulted during the development of these materials.

In a dilemma, Teng claimed that development of relevant curriculum has undergone "multiple consultations".

Teng said that he trusted the development team’s experience and expertise, claiming that is “academic freedom”.

Teng refused to comment on citing ongoing court cases in teaching material as he stressed that “we were not involved in such detailed discussion.”

The President also avoided the question on the composition of the curriculum development team.

A reporter challenged whether the University would request amendment for erroneous materials. Teng bluffed the question aside, claiming that the responsible staff have always listened to different opinions.
