Hong Kong Leaders chant forbidden slogan while thanking China for supplies

"Hong Kong Add Oil," a phrase that is now virtually banned in the city, was recently heard again in Hong Kong - this time, from the mouths of government officials.

The Hong Kong government had reportedly been planning for a city-wide COVID-19 testing programme in March. With no official information released, uncertainties are building over the extent of lockdown, leading to waves of panic-buying stripped supermarket and pharmacies of supplies.

Chief Executive Carrie Lam turned to China for assistance to ensure the supply of daily essentials in Hong Kong. When the first train transporting supplies from China to Hong Kong arrived in Lo Wu on March 2, Lam and Frank Chan, the city’s Secretary for Transport and Housing showed up at the train station to express appreciation.

The group of senior officials were seen taking photographs in front of the train and chanted “Hong Kong Add Oil”, a ubiquitous term of encouragement popular among the locals.

The phrase “Hong Kong Add Oil” was frequently used by pro-democracy supporters of the 2019 Anti-ELAB movement. As a result, the phrase was often seen as politically sensitive. After the #NationalSecurityLaw came into effect, organizers of major events often forbade the usage of the phrase.

The annual Hong Kong Marathon, held in October 2021, had required runners to remove clothing items with the "Hong Kong Add Oil" slogan, or cover up tattoos with tape before being allowed to compete.

Likewise, in Legislative Council election in December 2021, the phrase, “Hong Kong Add Oil” was prohibited from being displayed in or near poll stations. If voters wore shirts with the phrase n it, officers overseeing the stations were told to offer them jackets to cover up the slogan.

Hong Kong Government issued city-wide emergency alert for general announcement

The Hong Kong government sent out a city-wide emergency alert for the first time in late afternoon of March 9.

The bilingual warning, however, only informed citizens that one of the city's public hospitals, Queen Elizabeth Hospital in Kowloon, has been allocated for treating COVID-19 patients only. Citizens were asked to refrain from visiting.

The message failed to "alert" citizens as it was intended to. Instead, many joked about mistaking it for an alert of a Russian invasion.

Commenting on the incident, Francis Fong, Chairman of Information Technology Federation said that this alert mechanism is often used in other countries for high-impact emergencies, such as earthquakes, tsunamis, or civil defense situations.

Even pro-government district councillors questioned intention of this alert saying that it is more appropriate for emergency or immediate danger.

Police vehicle and gear budget to quadruple in Hong Kong

The budget for police vehicles and equipment will be quadrupled in 2022-2023 fiscal year, according to Hong Kong government's latest budget. Salaries, allowances and expenses will also see a 12.4% increase on the previous year.

Under the section “police vehicles and equipment”, the estimate for spending in 2022-2023 is almost HK$508 million – four times last year’s approved estimate of almost HK$125 million.

As the revised estimate for last year’s expenditure on police vehicles and equipment was close to HK$27 million, the proposed budget for the forthcoming year has increased 18-fold.

The budget for purchasing new and replacement “police specialised vehicles” has also risen by 22.8 per cent from last year’s HK$414 million to around HK$508 million.

Last December, the police purchased three water cannons from mainland China for HK$ 9.9 million, bringing the total number of water cannon in the Force’s arsenal to six.

After the government sent out a city-wide emergency alert, Hongkongers across the city reacted with surprise and confusion, then angry criticisms against the move by the government.

Shatin District Council Chairperson Chris Mak was taking a taxi when the alert was sent out. The driver had about 12 mobile phones attached to his dashboard, and all of them went off at once. "The driver freaked out and swore aloud", he recalled.

Democratic Party's Poming Chan heard from a friend that a man thought the phone was about to explode. "He threw it onto the ground," his friend told him.

Even the pro-Beijing camp was critical of the government's use of the system. Joephy Chan, from the Federation of Trade Unions, said the information about hospitals was already on the news, and "there's no need to add an alert siren to it."

Legislator Kenneth Fok said the warning "could have given me a heart attack"; he was concerned it would scare the elderlies and children, and may even lead to accidents.

Legislator Dominic Lee, a vocal supporter of China, was even more direct: "Why aren't you sending alerts for real emergencies?" "Why wasn't it used in 2019? Or to refute the fake news that we're locking down the city?" (The system was actually introduced in 2020.)

Legislator Junius Ho also criticized the system's $150 million price tag. "It's a waste of money," he said, adding that the current SMS messages worked just fine.

The government's explanation, when it applied for the new system's funding, was that SMS alerts had to be sent through telecom suppliers, and "took too long".

Meanwhile, netizens have reported that the emergency alert triggered another wave of alerts - this time, of angry messages from their friends and chat groups. Media consultant Terry Yeung quoted netizens who called it an abuse of emergency communications, likening the government's usage to crying wolf.

Netizens have also begun sharing instructions on how to disable the alert in their phone settings. Many reported that they had already done so.

IG's attempt to remove a video showing youngsters being subdued by Hong Kong police triggers concern over press freedom

In Hong Kong, a 15-year-old boy was reportedly pinned to the ground by three plainclothes officers at a basketball court in Wong Tai Sin, according a video shared by online media Channel C HK.

The footage – shot by an eyewitness – appeared to show three men holding down a teenager whose mask came off as they struggled. The boy can be heard saying: “You pushed first.”

This 6-min footage, uploaded on Instagram, received over 300,000 views.

Although the footage has included comments from Hong Kong police, the video was lifted by IG for 10 hours, citing "assisting to hurt people" as reason.

Hours later, the video was released again, although IG failed to provide any reason.

The online media outlet expressed frustration and disappointment as IG has never explained their actions.

Over 100 domestic and overseas alumni of over 10 universities across #China, including Peking University and Tsinghua University, have signed a petition against #Russia ’s invasion of #Ukraine . Echoing the open condemnation of Russia’s actions made earlier by a number of historians, the petition calls on the Chinese government to fulfil its guarantee of Ukraine’s safety.

In a 26 February Weibo post titled “Russia’s Invasion of Ukraine and Our Stance”, Professor Sun Jiang of Nanjing University, Professor Wang Lixin of Peking University, Professor Xu Guoqi of The University of Hong Kong, Professor Zhong Weimin of Tsinghua University, and Professor Chen Yan of Fudan University openly censure and express strong opposition to Russia’s war against Ukraine. The scholars call on the Russian government and President Putin to cease the aggression and come to a solution through talks. The post was hidden two hours later.

On March 11, the Hong Kong Public Opinion Research Institute (#HKPORI) announced its decision to cancel a press briefing initially scheduled in the afternoon on "Russian-Ukraine Invasion".

Dr Kim-Wah Chung, Deputy Chief Executive Officer of HKPORI explained that a fake draft questionnaire of the survey has gone vital since morning.

The fake questionnaire has sparked off a wave of criticisms among pro-establishment media outlets, including CCP mouthpiece in Hong Kong. Some alleged that the questionnaire could risk violating the National Security Law.

Chung, however, rebuffed that the draft questionnaire circulated online was fabricated and it did not exist. He called these news reports deliberate smear attempts targeting HKPORI.

Chung went on challenged integrity of SpeakOut.HK, a pro-government online media, which was the first one that started the chain of media reports surrounding the fake questionnaire.

Chung asked, "isn't fact-check fundamental to any press reports."

Ex-legislator finds significantly lower mortality rate in 5th wave of COVID-19 outbreak in HK, questioning government's ever stricter control measures

Perry Chan Pui-yin, former pro-democracy legislator representing the sector of medical doctors in Hong Kong compiled and tabulated the number of deaths in connection to COVID19 since 2020.

Chan concluded that among the total number of 40,700 confirmed cases in the 5 waves of COVID19 outbreaks, 259 patients passed away, equivalent to a mortality rate of 0.64%.

However, in the 5th wave alone, 46 died among the 28,069 confirmed cases as at February 18. That is to say, the morality rate has reduced significantly to only 0.16%.

Its worth noting that delay factors should be considered alongside with mortality rate during an outbreak, as it could take as long as 2-3 weeks to record a related death.

Among the 46 death cases recorded during 5th wave of COVID-19 outbreak, 40 of them had not vaccinated, 3 others had 2 doses of Sinovac vaccinations, 1 had 1 dose of Sinovac vaccination while the remaining 1 had two jabs of BionTech vaccinations.

Chan stressed that these data should be read in relation to the patients' age and background in order to avoid a biased conclusion.

Taiwan ranks 8th in the global democracy index, making it the best in Asia, with Hong Kong plunging to 85th and China near the bottom.

The Economist Intelligence Unit (EIU) has released its Global Democracy Index 2021 report, which surveys the political status of 167 countries or regions. However, Hong Kong dropped significantly to 85th place and China reached a new low of 148th place, near the bottom of the list.

The EIU Global Democracy Index uses five factors as indicators, including electoral process and pluralism, functioning of government, political participation, political culture, and civil liberties; and the ranking scale is 10 marks, with 4 levels of ranking, namely, full democracy (8-10 marks), flawed democracy (6-7.99 marks), and hybrid regime (4-6.99 marks). Taiwan, the top Asian country, scored 8.99 marks for full democracy, with full marks of 10 for election process and pluralism.

Hong Kong, on the other hand, ranked 85 with a passing score of 5.6, dropping from a flawed democracy in the past to a hybrid regime. The scores of electoral process and pluralism plummeted to 2.75, government operation only scored 3.64, and political culture scored 5.56 just passing. These three factors contributed to the sharp drop of Hong Kong in the Global Democracy Index.

Pro-democracy media rejected at government funded events

A Hong Kong government funded community group, newly established to combat COVID-19 outbreak extended invitation to local media to publicise their attempts to relief supply shortage of anti-epidemic items in elderly homes.

Reporters from Inmediahk, a pro-democracy online media were among those being invited.

Unfortunately, when reporters from Inmediahk showed up at the press briefing, they were stopped at the door and rejected.

A staff member said only those "friendly media" are invited. Without providing any convincing reasons, they were barred from entering the venue and asked to leave.

Following the imposition of the National Security Law (#NSL) in Hong Kong in 2020, the local government launched a series of attempts to erase citizens' memories of the June 4th massacre in Beijing in 1989.

Yet, in mid-February this year, around 100 boxes of books and collaterals concerning the June 4th massacre, weighed over 8,000 pounds, had been successfully shipped out of Hong Kong to the Liberty Sculpture Park in California, USA.

The collection of books and historical archives will be kept at the "Victims of Communism Memorial" of Liberty Sculpture Park for public viewing in the future.

Chen Wai-ming, a representative of the Park, told reporters that these precious contemporary literatures and biographies, covering the truth of the June 4th massacre and crimes of the Communist Party, have been banned in Hong Kong.

Possessing these materials could bring troubles and even criminal risks to their owners.

U.S. lawmakers on Tuesday urged the United Nations' human rights office to release its assessment of China's policies in Xinjiang before next month's Beijing Winter Olympics, which the U.S. government is boycotting on a diplomatic level over what it says is ongoing genocide in the region.
