#US Human Rights Group Urges US State Secretary to Pressure China on HK Issue

On March 18, 2021, the US Secretary of State #AntonyBlinken met with Chinese Politburo Member Yang Jiechi and Foreign Minister Wang Yi, the first high-level meeting since President #Biden took office in January 2021.

A day before the high-level meeting, Francis Hui Wing-ting, founder of We The Hongkongers, a group of Hongkongers in the US, spoke to the media outside the White House alongside Tibetans and Uighurs.

Hui urged US representatives to put pressure on China's Human Rights issues in the meeting.

Hui talked about recent political oppressions in Hong Kong in the press conference, “all my friends in Hong Kong are either in prison or in exile.” She mentioned that the press conference would become evidence of her collusion with foreign powers under the National Security Law in Hong Kong.

Hui pointed out that the US decision to further sanction 24 Chinese and Hong Kong officials in the wake of the high-level meeting shows the US stance on Chinese affairs. She hoped Blinken to put further pressure on Chinese officials and to bring issues of Hong Kong, East Turkistan, Tibet and Taiwan onto the table in the meeting.

#Switzerland Refuses to Provide the Hong Kong Police Force with Ammunition

According to a report by the Swiss media Sonntagblick on March 21, 2021, the Swiss government banned the state-owned arms manufacturer #RUAG Ammotec from supplying the 0.338mm rifle ammo to the Hong Kong Police Force.

The Swiss government made this decision based on the potential risks imposed on the safety of the civilians in Hong Kong.

An inter-parliamentary group, Japan Parliamentary Alliance on China (JPAC) issued a statement on March 18, 2021 in which it condemned the China's General Assembly of the People's Congress for forcing changes to the electoral system in Hong Kong and charging 47 democrats with National Security breaches.

The alliance urged the Japanese Government to enact Human Rights Violations Sanctions Act as soon as possible and offer protection for Hongkongers facing oppression through immigration means.

The Alliance criticized the Chinese Communist Party’s (#CCP) amendments of Hong Kong’s electoral system as an act that deprives the democrat’s right to vote, aiming to weaken the development of democracy in Hong Kong.

JPAC further denounced that the CCP has blatantly violated the principle of One Country Two Systems as promised in the Sino-British Joint Declaration .

The statement also mentioned the Hong Kong authorities' arrest of 47 democrats for charges of “conspiracy to subverting state power”. It also reiterated that almost all known democratic political figures in Hong Kong have been arrested, jailed or forced to exile.

The JPAC strongly protested the arrests and called for the early release of the arrested persons.

The sanctions between China, Europe and United Stated have not come to an end due to Xinjiang human rights issues. Ministry of Foreign Affairs in China announced to sanction three people and an organisation in the US and Canada last night (27th March). Canada President Trudeau responded to the sanction that it was an “unacceptable behaviour”. A Canadian Federal Representative, who has been sanctioned, Michael David Chong, indicated that he has a responsibility to speak out for Hong Kong and Uyghurs.

The father of Michael David Ching came from Hong Kong, and he also can speak Cantonese. He said, “We, the people who live in the free places with democracy and the rule of law, must speak out for silent. If this means China will sanction me, I will take it as an honour”.

Kneeling after Being Sanctioned by China; the British Law Firm Website Removed Xinjiang's Genocide Comments

Four barristers from Essex Court Chambers in England London released a legal opinion document, which described that the Chinese government is doing “genocide” in Xinjiang. Thus, the whole firm was being listed into the sanction list of China. According to Financial Times, the firm recently released a statement for “cutting ties”, saying that those legal opinions are not related to other firm members and has already removed the related document on their official website.

The related legal opinion document was distributed to non-profit organisations by the four lawyers in London. It described the actions that the Chinese government did in Xinjiang, involving the crimes of humanity and genocide. Right after that, the firm was being sanctioned by China.

Vancouver mayor suspends meetings with Chinese government officials

Vancouver Mayor Kennedy Stewart has suspended all meeting requests and contact with Chinese government officials, including a recent invitation to meet with China’s ambassador to Canada.

The mayor’s move is a response to China recently announcing sanctions on individuals in the United States and Canada, including friend and Conservative MP Michael Chong.

“It’s threatening and intimidating and I know that he’s taking it in stride, but that’s reaching a new level of hostility — that’s not diplomacy, that’s bullying,” said Stewart, a former NDP MP who released a book with Chong and Liberal MP Scott Simms in 2017 about reforming democracy in Canada.

EU suspends efforts to ratify controversial investment deal with China 

The EU has suspended efforts to ratify an investment deal with China because of tensions between Brussels and Beijing.

The agreement was reached in principle last December but had yet to receive the necessary endorsement from EU institutions, such as the European Parliament.

"We have for the time being [...] suspended some efforts of political awareness on the part of the Commission because it's clear that, in the current situation, with the sanctions of the EU against China and the Chinese counter-sanctions, including against Members of the European Parliament, the environment is not conducive to the ratification of the agreement," Valdis Dombrovskis, executive vice-president of the European Commission, told French news agency AFP in an interview.

The 4-day meeting of China's CCP Standing Committee of the National People's Congress was ended on August 20, 2021. It was reported earlier that the Committee will deliberate over adding the Anti-Foreign Sanctions Law into the Annex III of the Hong Kong Basic Law in the Congress meeting.

The decision, however, has been delayed.

Alibaba-owned South China Morning Post (#SCMP) cited sources who said the sudden decision to postpone the deliberation was that the Committee "could consider more views".

The Pro-Beijing newspaper Sing Tao Daily slso published an "analysis” based on an internal memo of #XinHua news agency, a CCP mouthpiece. It hinted that including the Anti-Foreign Sanctions Law into the Annex III of the Hong Kong Basic Law “may not be among motions to be passed.”

Responding to media inquiry, Hong Kong senior delegate Tam Yiu-chun, a pro-Beijing figure, said that the Stand Committee did review the agenda item, but decided not to take a vote on it.

The Hong Kong SAR Government issued a statement stating that the Central People's Congress is "concerned about the well-being of Hong Kong people". The statement continued saying decisions of the Standing Committee on Hong Kong matters are "based on local interests", and the SAR Government is determined to give its full support.

Canadian Media: the US Talks to Huawei about Letting Meng Wanzhou Return to China Without Mentioning the Release of the 2 Canadians

In 2018, the US alleged Huawei’s Chief Financial Officer Meng Wanchou involving in bank fraud and violating sanctions against Iran, and asked Canada to arrest her. After Canada arresting her, China detained two Canadians, Michael Spavor and Michael Kovrig, accusing them of espionage. Foreign media stated this as “hostage politics”.

Arrested in 2018 but still have no decision on the extradition

The event originated from the US Department of Justice, alleging that Meng Wanchou was involved in HSBC bank fraud, which made HSBC at risk of violating US sanctions against Iran. The US asked Canada to extradite Meng to the US for trial. In December 2018, Canada arrested Meng Wanchou at the request of the United States, but whether she will be extradited to the US for trial will still be subject to a hearing.

Australia set to pass new laws that provide powers to sanction human rights abusers

//Laws allowing Australia to slap sanctions on human rights abusers, cyber attackers and corrupt officials are set to be enshrined after passing the Senate.

The so-called Magnitsky style laws, which would allow the Australian government to directly target sanctions against individuals or entities, passed the upper house on Wednesday.

The reforms would allow financial sanctions to be imposed against perpetrators of serious human rights violations - without having to establish a country-specific approach. 

Labor Senator Kimberley Kitching - who has advocated for the laws to be adopted - said the new powers were needed to punish human rights abusers and hold criminals to account.

"In a modern age of regimes run by the dregs of humanity (who) torture and jail and murder their own citizens ... if you believe in the dignity of human beings you can't allow such evil to go on unchallenged," she said. 

The laws will be reviewed by a joint parliamentary committee after three years.//

The #AustralianSenate unanimously passed the Autonomous Sanctions Amendment (Magnitsky-style and other Thematic Sanctions) Bill 2021.

This bill empowers the Australian government to sanction #HumanRights violators, corrupted officials, and hackers by the entry prohibition and freezing of assets.

#MarisePayne, Australian Minister of Foreign Affairs, states that they have to ensure the evildoers not to gain benefit from a democratic free world.

In the past, in addition to the mandatory #UnitedNations sanctions, #Australia will also follow its own diplomatic policy through Autonomous Sanctions Amendment Bill 2011.

As the bill uses “country” as a unit for sanction, the sanctions are distinct.

A human rights organization, #HumanRightsWatch, criticizes the current sanctions are “vague and non-permanent” and does not need the Australian government to examine human rights considerations.

The Australian Parliamentary Foreign Affairs and Defence and Trade Committee issued a report at the end of last year discussing whether Australia should establish the Magnitsky Bill.

Payne indicated in August this year that Australia would strengthen the laws of sanctions by empowering the government to impose economic sanctions and travel bans on individuals or entities that cause the proliferation of weapons of mass destruction, major human rights violations, malicious network activities, and serious corruption. The bill is no longer setting up separate sanction plans on a national basis.

Chinese Tech Giants Quietly Retreat From Doing Business With Russia

Chinese tech companies are quietly pulling back from doing business in Russia under pressure from U.S. sanctions and suppliers, despite calls by Beijing for companies to resist overseas coercion.

Several major companies are curtailing shipments in Russia, where Chinese tech firms dominate the market for many products, without making any public announcements, according to interviews with people familiar with the matter.

They include PC giant Lenovo Group Ltd. and smartphone and gadget maker Xiaomi Corp., the people said. In contrast to many Western firms, the companies have avoided making public statements about Russia’s war in Ukraine or their business there as Beijing opposes Western sanctions.

US bars Hong Kong’s sanction-hit John Lee from APEC meeting in San Francisco – report

Washington will bar Chief Executive John Lee from the Asia Pacific Economic Cooperation (APEC) forum meeting in the US this November, along with ten other Hong Kong officials, the Washington Post reported on Friday citing sources. Lee is still under US sanctions.

The annual APEC CEO Summit 2023 will be held in San Francisco on November 15 and 16. The economic conference involves political leaders from the Asia-Pacific region. However, Lee is one of multiple Chinese officials who were sanctioned by the US in 2020 for their alleged role in cracking down on political freedoms in the city.

The move comes despite recent efforts by the Joe Biden administration to reset relations with Beijing.
