Proposal Passed in District Council to Stop Inviting PRC Officials From Hong Kong Liaison Office to Funding Activities

The Central and Western District Council in Hong Kong have passed a proposal to stop inviting PRC officials from Hong Kong Liaison Office to funding activities. The proposal was raised by Kam Nai-wai, a founding member of the Democratic Party and also a District Councilor. The discussion took place during the second finance committee meeting on March 12, 2020.

Pro-democracy district councilors questioned that the participation of PRC representatives in local activities could be an act to infiltrate the community. They mentioned that organization should not used regional funding activities to show their political loyalty.

District Officer representing the Hong Kong SAR Government Susanne Wong has repeatedly refuted the district member’s opinions on this issue, arguing that they should not be restricting guest invitation. The officer claimed another discussion with the Home Affairs Department is necessary and said that “guest invitation should not be in the scope of discussion within the district council meeting”.

She further stated that “(she) cannot see how the Hong Kong Liaison Office is intervening with the autonomy of Hong Kong”.

Former Chief Executive of HKSAR extends network of Chinese Overseas Schools in Laos with host of Beijing Loyalists

CY Leung has been serving as vice chairman of the Chinese People's Political Consultative Conference (#CPPCC) since ending his term as Chief Executive in 2017.

Stand News revealed Leung, together with Lau Ming-wai, Chairman of Chinese Estates Holding Limited, Cheung Chi-kong, President of One Country Two Systems Research Centre and a few Beijing loyalists, set up two companies in Hong Kong, the Chinese Overseas Schools Limited and Stability Fund Limited respectively in 2019 and March 2020, for reasons unclear.

According to Lao’s “China Times”, the Chinese Overseas Schools Limited signed a Memorandum of Understanding with the Krittaphong Group Co. Ltd last September for establishing in collaboration Chinese Overseas Schools in Laos. Jiang Redong, China's ambassador to Laos, attended the ceremony. Leung spoke on the scene that these schools would provide quality teaching and pathways for local students to study in China.

The project was unduly suspended only two months before opening due to outbreak of Coronavirus.

Beijing loyalists who participated in the project including Raymond Tang Yee-Bong, former Chairman of Equal Opportunity Commission, PC Lau, Chairman of Hong Kong Coalition of Professional Services, Sophia Kao Ching-chi, former Chairlady of Women’s Commission, Yue Yi, former vice chairman of BOC Hong Kong and Wu Mei-Ho, former headmaster of King’s College.

Companies recently set up by CY Leung also included a couple of guarantee corporation, such as Chinese Overseas Schools (Laos) Co., Ltd and Stability Fund Co., Limited.

Pro-democracy dissident #NathanLaw calls for US authorities’ validation over new #HKU Vice-President’s claimed nationality

Former chairman of Demosisto and now a dissident in exile in the UK, Nathan Law Kwun-chung wrote on his Facebook page, urging the U.S. Immigration, Department of Homeland Security and State Department to validate whether the incoming vice-president to University of Hong Kong (HKU) Max Shen Zuojun is a US citizen as he claimed.

Shen was one of two newly appointed vice-presidents by HKU University Council by a majority vote. Shen later issued a press statement through the University, denying that he was a member of the Communist Party of China (#CCP), claiming himself a "Chinese-American".

Canadian Public Schools Refuse to Cut Ties as Media Exposes Funding for Computers from Confucius Institute

The Confucius Institute in Canada has been revealed to have provided local public schools with undisclosed funding for laptops and other resources. Upon enquiry, a number of higher institutions and school districts in Canada said they were not intending to make any change to their partnership with the institute for the time being. They stressed that the institute’s activities were limited to promoting traditional Chinese culture and language education and that they had not received any benefits from the institute.

According to a report by Canada’s Global and Mail, a number of primary and secondary schools in the Coquitlam School District in Vancouver were offered funding by the Confucius Institute for such resources as laptops on the condition that they provide Mandarin courses. The institute would have to submit evaluations of its reception in the local community to its headquarters in China. The report raised questions as to whether this is still an academic activity.

How CCP Infiltrate Media? Former Editor-in-Chief of a Canadian Newspaper Explains in a Hearing

The Commons Special Committee on Canada-China Relations at House of Commons of Canada hosted a hearing. Victor Ho, the former editor-in-chief of a Chinese-language newspaper Sing Tao Daily B.C. edition, said that the Chinese government is using the identity of oversea Chinese to “brainwashes” Chinese Canadians, citing numerous examples of CCP constantly infiltrating the Canadian Chinese-language media.

The Ottawa news website "Blacklock’s Reporter" quoted Victor Ho, now living in Vancouver, saying that the Chinese consul general Tong Xiaoling gave a speech on July 23 this year at CHMB-AM (in Vancouver). She criticised some Hongkong people for deliberately slandering and undermining the Hong Kong National Security Law. She even accused Canadian activists for "trying to intimidate people who truly care about Hong Kong."

Victor Ho also noted that Thomas Leung, a Canadian radio commentator, showed his support of violent suppression and cracking down on Hong Kong pro-democracy demonstrators in a CJVB-AM program last year. He urged the Canadian Radio-television and Telecommunications Commission (CRTC) to investigate such cases, safeguarding Chinese communities from being infiltrated by political directive and protecting the national interests of Canada.

After the disqualification and the mass resignation of the democrats in Hong Kong, the pro-Beijing Camp is expected to further monopolize the Legislative Council's chairs.

Li Shan, a China-born member of the National Committee of the Chinese People's Political Consultative Conference and the director of the Credit Suisse Group, together with the chairman of China Broadcasting Holdings, Huang Qiuzhi, and the others, launched a new political party "Bauhinia Party" in Hong Kong in May 2020.

The party plans to recruit 250,000 party members with the goal of supporting "one country, two systems" and "a high degree of autonomy", and improving the relationship between Beijing and the SAR government.

The founder Li Shan showed strong support to the implementation of the National Security Law in Hong Kong, and even demanded another transitional system to prosecute and review cases involving breaches of #NationalSecurityLaw, and to complete the legislation of #Article23 of the Basic Law in the future.

He claimed that the newly established political party is a "determined defender" of the principle of "one country, two systems".

CCP Has Infiltrated All Walks of Life in UK, with HSBC and Standard Chartered Employing Over 600 Party Members

British media raises concerns about the China Communist Party (CCP) placing their members in foreign countries. Following the concern of the US intelligence on infiltration to US Democratic Party members by a Chinese spy, the British's Mail on Sunday claimed to have obtained nearly 2 million CCP members’ details, revealing that many of them are working in British academia and also in wide variation of industries, involving 79 thousand companies and their branches, such as HSBC, vaccine manufacturer Pfizer and AstraZeneca. Some of them even work in the British consulates, raising suspicions of espionage. The Inter-Parliamentary Alliance on China (IPAC) issued a short statement, describe the findings as disturbing. Some Australian parliament members have called on the government to find out whether CCP spies are infiltrating the Australian system.

A large amount of CCP member in HSBC, Standard Chartered, Pfizer and AstraZeneca

The Mail on Sunday reported that information on 1.95 million suspected CCP members, including their names, date of births, addresses and phone numbers, was circulated on Telegram. In September, a Chinese dissident forwarded this information to IPAC, which composed of cross-parties European and American parliamentarians. The Mail on Sunday recently analysed the data, finding that HSBC and Standard Chartered together employed more than 600 CCP members in the UK in 2016. It also reported that these two banks have long been criticised for their stance on dissidents issues in Hong Kong. Moreover, CCP members are also found to be employed in the defence industry including Boeing, Airbus, and Rolls-Royce. As for the pharmaceutical industry, Pfizer and AstraZeneca alone have already employed 123 CCP members.

The Mail on Sunday also discovered that many CCP members are working in foreign diplomatic organisations in China via a company called "The Shanghai Foreign Agency Service Corporation", which has a Chinese official background, and at least 249 CCP members were registered with the agency in 2016. The CCP also infiltrated into academics, that according to the British policy, overseas students not from the EU or the Five Eyes network are required to have an Academic Technology Approval Scheme (ATAS) certificate to enter. But it was found that some of the CCP members have been senior researchers in the UK top universities, participating in sensitive subject such as aerospace engineering.

Skykiwi.com promotes itself as New Zealand’s “most influential” Chinese-language media outlet, with half a million ‘daily average user visits’ to its multi-platform website. Besides providing news coverage, the site also runs message boards where a variety of topics, including current affairs, are discussed. It claims to have 81,000 daily forum users.

...Until July, the terms of service for these forums contained clauses forbidding speech on a range of topics and said that users who violate Chinese laws in their postings could have their information shared with “relevant state agencies,” indicating China’s intelligence apparatus would be able to potentially identify them. It also meant criticism of China’s ruling Communist Party was all but banned.

...A list of forbidden conduct on the forum, as seen last month, includes “leaking state secrets”, “damaging national honour and interests”, “undermining national unity”, inciting “subversion of state power”, "undermining national policies" and promoting “cults”. Virtually identical wording was discovered on the terms of service for China’s state-backed social media platform #WeChat and a list of “prohibited content” outlined by the Chinese Ministry of Culture.//

‘Red Roulette’ Uncovers Covert Hands in Hong Kong

//#China has long accused foreign elements of being behind the protests that convulsed Hong Kong in 2019. Authorities returned to the theme in recent days, with the foreign ministry releasing a 6,300-word “fact sheet” of U.S. interference in the territory.

None of the material in either report offers proof of the so-called black hands that Beijing has frequently invoked in its denunciations of external meddling...

There is, though, an account of behind-the-scenes manipulation by an external presence that sought to incite demonstrations in Hong Kong. It’s just that it comes from the other side. 

Red Roulette: An Insider's Story of Wealth, Power, Corruption, and Vengeance in Today's China is a memoir by Shanghai-born businessman #DesmondShum that was published this month. The book has created a stir among China scholars because of its ringside view of the nexus of business and politics in Beijing. But Shum’s description of China’s actions in Hong Kong is also revealing. 

In Shum’s words, he was enlisted by the Communist Party to serve as a foot soldier in its campaign to undermine Hong Kong’s political system. As a member of the Chinese People’s Political Consultative Conference, an advisory body that is part of the party’s united front operations, Shum says officials ordered him to go to Hong Kong to organize and fund counter-demonstrations during the 2014 #UmbrellaMovement. Those with businesses in Hong Kong were told to pay employees to march in support of China’s position, he says.

The businessman, who was raised in Hong Kong, relates how he joined one march, making sure that he was seen by officials from the Liaison Office, the central government’s main agency in the city, so that he would receive credit.

“I found the whole exercise laughable,” Shum writes. “Everyone, from the Liaison Office officials to all of us marchers, was acting. Few, if any, believed in the main idea underlying the action — that Hong Kong needed less democracy or less freedom. Everyone was there because of self-interest and to gain brownie points in Beijing.”//

Civil Society Groups Issue Joint Statement, Concerns over Attacks on Hongkongers in UK

A statement was issued by Hong Kong-led civil society groups and its allies, following a violent attack on Hongkongers during a rally that took place in London on 27 November, 2021.

In the UK, Hongkongers and other members of East and South East Asian communities have been exposed to threats and intimidation.

There were messages circulating on #WeChat,a texting app from China, about putting a 'bounty' on Hong Kong pro-democracy activists #SimonCheng and #NathanLaw, offering £10,000 to anyone who could offer their UK addresses.

Besides, there were also messages seeking to create "vigilante groups" to attack any HongKongers' groups in support of Hong Kong independence.

The statemdnt expressed grave concern over the tactics of intimidation which not only threatens the safety and security of Hongkongers and supporters of Hongkongers’ struggles; but also infringe Hongkongers’ fundamental right to freedom of expression.

//China tried to build a network of informants inside the Federal Reserve system, at one point threatening to imprison a Fed economist during a trip to Shanghai unless he agreed to provide nonpublic economic data, a congressional investigation found.

The investigation by Republican staff members of the Senate’s Committee on Homeland Security and Governmental Affairs found that Fed employees were offered contracts with Chinese talent-recruitment programs, which often include cash payments, and asked to provide information on the U.S. economy, interest-rate changes and policies, according to a report of the findings released Tuesday [July 26, 2022].//
