"The Government Does Not Even Know There Are Cats in the Market": District Councillors Speak Up For Civilians in Lockdown Area

Directly elected district councillors working for the lockdown district talked to the press on the afternoon of Jan 24, 2021, responding to the authorities' intention to step up the lockdown measures in other areas, after the last-minute announcement of a compulsory lockdown at 4am on Jan 23, 2021.

The district councillors demanded the Hong Kong government to consider the obstruction and the loss caused to the affected residents and business operators, despite the authorities' denial.

The district councillors shared their concerns and the difficulties faced by the residents, workers and business owners in the restricted area.

For instance, in addition to many residents' complaints about the quality and the quantity of food provided by the government, some residents living at No. 40 Reclamation Street did not receive any food supply at all. To make it worse. the government's Home Affairs Department did not provide adequate support.

In another incident, a street stall operator asked the district council for help, as her two cats were locked up in the stall located in the restricted area. In the end, the firemen broke the padlock and released her two cats. Otherwise, her two cats, aged 10 and 25, could have starved to death after the two-day lockdown.

These incidents revealed the government's failure to understand the need of the civilians and the everyday operation of the community on the district level.

On behalf of the affected community, the district councillors demand the government to apologize and make corresponding compensation.

District Councillor Criticizes Carrie Lam's "Guerilla-Style" Lockdown for Causing Chaos

The vice-chairman of the Yau Tsim Mong District Council, Yu Tak-po met with the press near the compulsory lockdown area in Yau Ma Tei on Jan 26, 2021.

He expressed that the district council, like the residents, only learnt of the government's sudden enforcement of the lockdown on the news.

Secretary for Food and Health Ignores #DistrictCouncillor's Demand to Explain Why Residents Are Tested Twice

Lee Wai-lam, district councillor in Lam Tin, questioned the government's enforcement of lockdown of #LagunaCity. He pointed out that 90% of the residents in the "restricted area" had been tested in the past three days, following the order of the government.

Despite the negative results, the government imposed an ambush-style lockdown on Jan 31, 2021, ordering residents in two blocks of the housing estate to be tested again by 2am on Feb 1.

Lee asked the Secretary for Food and Health Sophia Chan who visited the site to explain the government's rationale in testing the residents twice within a week. Chan, however, did not give any answer.

Lee reiterated that the government's arbitrary decision to impose what Carrie Lam called "ambush-style" lockdown is insensible, pointless and obstructing.

Ho Cheuk-Hin Isaac, a directly elected district councillor in Yau Tsim Mong District, spoke to the media near the lockdown area in Tsim Sha Tsui on Feb 1, 2021.

He expressed that although the government expected the lockdown operation to be finished at 7am, in reality not all residents attended a nine-to-five work schedule, especially those who do not work at the office.

Speaking to the media at the Shum Shui Po lockdown zone on Feb 2, 2021, Yu Tak-po, the vice chairman of the Yau Tsim Mong district council questioned the effectiveness of the government's mandatory lockdowns.

Residents Ask If Carrie Lam Hates Them So Much to Lockdown #YauTsimMong for the 7th Time

On Feb 4, 2021, the Hong Kong government imposed what Chief Executive Carrie Lam called "ambush-style" lockdown in a large area of Yau Ma Tei and Mongkok.

According to #DistrictCouncillor Yu Tak-po, this is the 7th lockdown imposed in the area, in addition to other mandatory testing orders.

The residents in Tung On Mansion on Pitt Street were ordered to undertake #Covid19 test last week, but they were included in the lockdown area on Feb 4, 2021.

On Feb 4, 2021, the members of the Yau Tsim Mong District Council spoke to the media near the lockdown zone.

According to District Councillor #SiuTakKin, many residents found the government's lockdown arrangement confusing and the decision arbitrary.

For instance, Mandarin Court, a residential building on Shanghai Street, has 2 positive cases in the past and was included in the lockdown area on Feb 4, 2021; however, other buildings with more confirmed cases were not subjected to any lockdown.

Democratic Party member #AndrewWan announced on May 10, 2021 that he would resign from his councillorship at the Kwai Tsing District Council, officially ending his term on the day.

“In custody, I cannot serve my duties as a councillor.” Wan was among the 47 democrats charged with “conspiracy to commit subversion”, an offence under the #NationalSecurityLaw, for taking part in the Legislative Council (#LegCo) Primary Elections in July 2020.

“This resignation marks the end of my 18 years as a district councillor, a servant to the public.”

His Facebook page writes about his tenure as a veteran councillor. “Born a grassroot, through much effort and luck, I have given my life to the service of the poor, the old, the underprivileged, the weak.”

Wan describes the state of Hong Kong as “dreadful”, but he is still pleased to learn many still remain vociferous.

“Today, out of great frustration I must resign from my position as a councillor, to which I seek your understanding. But this does not mean I am leaving, nor will I be ignoring social affairs. Instead, please defend the truth. Never compromise to falsehoods. I shall return as soon as possible, as Szeto Wah once said, “Need me not to witness the success. I am part of the success”. ”

Former Democratic District Councillors Opt to Stay after Resignation and Open Stalls for Wine-Selling, “Want to Slow Down the Collapse of Civil Society”

In July 2021, the HKSAR Government claimed to disqualify democratic district councillors and would ask for a salary return from district councillors after disqualification, leading to the resignation of over half of these councillors. However, resignation does not mean leaving the area permanently. Instead, some of the resigned councillors continue their contribution to society in another way. For example, LAM Siu-Bun's office in Yau Tsim Mong becomes a miscellaneous stall; LEUNG Kwok-Ho's office in Cheung Chau becomes a wine shop; former Kwai Tsing District Councillor WONG Pit-Man returns to the community organisation Tsing Yi Islanders as a convener to organise different events.

The above three did not leave but having different perspectives. LEUNG admitted a struggle between being an “ordinary person” to take care of his family and staying for the community. However, many fellow co-fighters are in prison now, and he said, “I need to be here! With my ability. I don’t want to leave!”. LAM, was the assistant of IP Kin-yuen, strengthened his persistence to stay after the collapse of the HK Professional Teacher’s Union, “I don’t want to see a sudden collapse of civil society!”. WONG thought that she loaded down her identity as a district councillor, “returning” to her past, being a convener of an organisation concerning the community, doing what she should do.

Yet, what they all have in common, is, "Stay in the community even if they are no longer a district councillor".

HK Journalist Reporting Police Brutality Does Not Back Down Despite Threats

Wanchai district councilor #LeungPakKin was a journalist for #RicePost on the scene of the 8.31 Prince Edward Attack, and had recorded video of the attack as it unfolded in 2019.

Earlier in August 2021, someone had mailed him a box cutter blade, along with a threatening letter: "Shut up about 8.31, and your family will stay safe".

In response to inquiries by Stand News, Leung saif that he will not keep quiet because of the letter. He says that the attack had been a collective memory of everyone, and it will not disappear simply because he stopped talking.

He elaborates on his thoughts on the letter on his Facebook page, stating that it didn't have to be him talking about the 8.31 attack by the police. "The video already showed everything. The people and events in the video are the most important [proof]. The violence dealt by the armed men in the video, whether they're reasonable, whether they're proportional - there's no need for me to say more."

Leung said that he had turned down all interviews since last year.

Former District Councillors Participated in Demonstration in the UK

Oct 1 is the China National Day. More than 100 HKers gathered for an assembly at Piccadilly Gardens in #Manchester, #UK. Event organisers included former Tuen Mun #DistrictCouncillor (DC) Chris Tsang Chun-Hing and Former Wan Chai DC Clara Cheung. They both mentioned that #HKers should promote our local culture in the UK.

The event lasted for half an hour and was hosted by Abingo, Social Media Page #ManchesteHongKong administrator. Aged 30, he arrived UK half a year ago with a BN(O) visa. He explained that the assembly's theme is "#WeUnion", as the speakers combined with #valiant and #PRN, hoping that HKers would not be easily separated.

Former DC: Build the culture and identity from daily to arts

Chris Tang, former Tuen Mun DC, was one of the organisers. He arrived UK a few months ago with BN(O). He used "#MIRROR", a Hong Kong Cantopop boy group, as an example that there were cheering events in London which stated that HKers could export the culture in daily life in the UK. He also hoped to become a bridge between people in the UK and HKers, building up linkage with them and letting people in the UK to understand the Hong Kong situation.

Clara Cheung, Former Wan Chai DC, was also one of the organisers. She was previously an art curator and she actively integrated art into community while at the position. She indicated that the Hong Kong cultural sector was discussing how to bring Hong Kong cultural art to the world. And that "HKers are now scattered across the world". As long as we proactively create artworks, it will build HKers identity. She also believed that HKers should communicate with other exile people who have similar ideas and share cultural assets such as Cantopop, Hong Kong food as well as stories. Throughout the interaction, HKers can build their own culture.
