Hong Kong to impose ‘national security’ schools curriculum

Hong Kong’s education bureau released the guidelines on Feb 2. The new national security education curriculum will force teachers to warn primary students as young as six years old against “subversion” and “foreign interference”.

The bureau advised teachers and principals to closely inspect noticeboards in classrooms and clear out library books that “endanger national security”. In addition to that, schools are also expected to set up a working group and submit proposals and reports to the bureau to implement the changes from August.

Teachers of geography and biology have to ensure national security topic included; for example, the bureau proposed Biology students to learn how the local and mainland Chinese government protected the country during the pandemic.

In November 2019, Hong Kong police violently attacked pro-democracy protesters in the Chinese University of Hong Kong (#CUHK) and Polytechnic University of Hong Kong (#PolyU).

In #PolyUSeige, more than a thousand protesters were arrested and over 300 underaged had their personal information marked down by police.

More than a year later, the new cabinet of #PolyU Student Union was formed. It was said that the PolyU student union cabinet and the #CUHK student union cabinet would perhaps the only two cabinets to be formed this year.

Different from the #CUHK “senior” cabinet, which was formed by Year 3 students, 12 of the 17 cabinet members of PolyU student union are “underaged”, including the President and Vice-Presidents.

The newly elected President, Alan Wu, is a year 1 freshman. He admitted in bitter grin that it has been a “wasted freshman year” due to the coronavirus pandemic. Not only that they have been deprived a normal senior college life and University life, but they have also witnessed their classmates being violently pinned to the ground by riot police, arrested and charged with riots.

During anti-ELAB movement, some of their friends even sacrificed their lives, leaving behind last words for people to carry on protesting.

They described themselves a generation of “distorted youth” by authoritarianism. For the same reason, the three cabinet members of PolyU student union stood up for pro-democracy movement on student front.

The Hong Kong SAR government has implemented new rules, demanding the supposedly politically neutral civil servants to pledge allegiance to the Basic Law and the Government.

As the deadline of the pledge, set at the end of February, is approaching, a wave of resignation was triggered among the civil servants.

Sources revealed that at least 20 doctors and dentists resigned from the Department of Health (#DoH) in the past three months. Among them, no less than four cited privately that they hesitated to sign the pledge.

“It is straightforward. One can either sign the pledge or resign. By signing the pledge, there would be too many constraints to comply. I prefer not to,” one anonymous civil servant said.

Among those resigned were nurses, scientific officers and dental clinic staff.

Amidst the wave of resignation, Lee Wai-yan, President of the Association of Government Physicians expressed helplessness and was concerned about the shortage of staff in the fight against COVID19.

Responding to media inquiry, the Department of Health acknowledged that more than 80 staff members resigned in past three months. In the same period last year, only 58 resigned.

Hong Kong Authorities Purportedly Block the Website of Taiwan's Transitional Justice Commission

The official website of the Transitional Justice Commission (https://www.tjc.gov.tw/), established in Taiwan in 2018, is reportedly blocked in Hong Kong, as on Feb 12, 2021.

The Stand News reveals that it is impossible to connect to the website via Internet providers in Hong Kong including HKT, China Mobile, Smarttone and CSL.

On Feb 12, 2021, the Security Bureau of the Hong Kong Government gave a written reply to the media inquiry that they will not comment on any guess on police operation; while the police orally refused to reply and claimed that any response from the Security Bureau is "accurate".

The Stand News managed to access the said website via VPN connected to servers outside of Hong Kong with IP addresses such as in Japan and Taiwan.

British Think Tank: China Will Replace the United States as the World's Largest Economy in 2028, claimed to Have Rapid Recovery after Covid-19

A British think tank expects China to overtake the U.S. as the world's largest economy by 2028, five years earlier than last year's forecast. It also predicts that China, which per capita income exceeded US$10,000, is expected to become a "high-income economy" in the next five years.

The Guardian reported on 26 Dec, 20 that the British tank Centre for Economics and Business Research (CEBR) has made the above forecast. The report also said that a year ago, CEBR predicted that China would not overtake the U.S. until 2033, but now the prediction has been brought forward.

CEBR studies the economic growth rates of 193 countries around the world. In its review of China, the consultancy group said China would narrow the gap with its biggest rival as it rapidly recovers from the effects of Covid-19 while the U.S. gets dragged by the pandemic. CEBR expects China's economy to grow at an average annual rate of 5.7% from 2021 to 2025 and 4.5% from 2026 to 2030. The Center also expects a strong rebound from the U.S. in 2021, but growth is likely to slow to 1.9% per year from 2022 to 2024 and further to 1.6% thereafter.

British Embassy in China Rebuts Beijing’s Allegations Against BNO that the Immigration Policy has Always been Transparent, even Chinese can also Apply for Naturalisation

The UK announced earlier that Hongkongers who hold BNO passport can apply for a five-year visa from late January this year, then they can apply for British citizenship for staying another year. However, the Chinese Ministry of Foreign Affairs criticised that this announcement violated the Sino-British Joint Declaration. The British Embassy in China criticised spokespersons of China Zhao Lijian and Wang Wenbin in a document on Jan 21 that China is the party to violate the promise due to the Minato National Security Law implementation. If China does not recognise BNO, it will directly break the commitment of the Sino-British Joint Declaration.

Regarding a statement issued by the Chinese Foreign Affairs Ministry, the Sino-British Joint Declaration does not have any words or clauses empowering the United Kingdom to intervene in Hong Kong’s internal affairs after the handover in 1997. It refers to the United Kingdom as “no sovereignty, no governance power, and no supervision power”, describing the British side as “the promise made to Hongkongers is completely dreaming and nonsense”. In an article, British Embassy indicates that the United Kingdom will accept China exercise sovereignty over Hong Kong “without hesitation”, and not support or encourage Hong Kong independence. However, they emphasised that the Sino-British Joint Declaration is still a legally binding international agreement.

The article continued that China signed the agreement in 1984 to ensure the rights and freedom of Hongkongers to the United Kingdom, to continue upholding Hong Kong’s high degree of autonomy, and to maintain all the lifestyle, social and economies for 50 years from 1997. According to the agreement, the United Kingdom has the rights to claim China fulfil the promise.

Guyana calls off plan for Taiwan ties after Beijing criticizes 'mistake'

Guyana, which has traditionally had close ties with China, abruptly terminated an agreement with Taiwan to open an office in the South American country, hours after China urged Georgetown to “correct their mistake”.

“The government has not established any diplomatic ties or relations with Taiwan, and as a result of the miscommunication of the agreement signed, this agreement has since been terminated,” Guyana’s statement read.

The US worries about deepening Chinese influence in Latin America. Guyana, a former British colony, recently begun developing offshore oil reserves and is strategically located next to strife-torn Venezuela, a major Chinese ally with which Guyana has a territorial dispute.

Taiwan only has formal diplomatic relations with 14 countries, including four Caribbean nations.

In January 2021, the National Security unit of the Hong Kong Police Force made a mass arrest of 55 democrats, citing their involvement in thr Legislative Council primary election in 2020 as a "breach of #NationalSecurityLaw".

Most of the arrestees on bail were told to report to the police station on February 10, 2021. #OwenChow, who has been actively assisting the familes of the 12 pro-democracy Homgkongers jailed in China, is one of them.

When reporting to the police station as instructed, Chow was arrested again on Feb 10, 2021 on suspicion of "rioting" for purportedly entering the Leglistive Council building on 1 July 2019. Chow was later released on HK$10,000 bail in the evening.

Chow expressed that in view of growing #PoliticalOppression, more pro-democracy supporters will be arrested, trialed, and jailed in the future.

“I believe the authorities can never arrest all those who yearn for democracy. So long as we maintain our resolution, the revolution will not end until we succeed.”

He wished that Hongkongers could survive the times of the #WhiteTerror untroubled.

February 10, the day he was re-arrested, is also Chow’s birthday. He said that it was an unforgettable birthday for him to face an additional criminal charge of "rioting".

Although he took it in peace, Chow admitted that he missed having birthday dinner with his family. Chow called on everyone to treasure the time spent with their family.

During Chow’s interview with the media, the police interrupted repeatedly, urging the reporters to disperse.

Citing the #CoronavirusPandemic as a reason, the Hong Kong government has suspended the entire fitness industry for more than 100 days.

On Feb 10, 2021, the government announced the permission of reopening facilities such as fitness centres, only if the facilities register customers with either the authorities' #LeaveHomeSafeApp or their personal information.

The government's decision sparked the city questions and criticisms in the city, as worries about #MassSurveillance arose. “It’s funny how they [the government officials] are not ashamed of their decisions”, said the owners of Wild Gym Fitness and Therapy.

The owners Mr and Mrs Tong were arrested by the police after helping out a girl to stand up near a protest site during the Anti-ELAB movement in 2019. The couple and the girl they helped were all charged with rioting, but finally acquitted.

Tong Wai-hung said he would rather close down the gym than colluding with the government to collect personal data. He also said that businesses are just going to lose more in the end if they betray customers' trust in exchange for making a living. “When are you going to stop selling out yourself?” he questioned.

Tong said, Hong Kong citizens and local businesses have been using effective measures to prevent the spread of the coronavirus ever since the beginning of 2020. Nevertheless, they still suffered under the difficult times because the Hong Kong government refused to close the border with China to stop the source of the virus.

“We have already done the best we could in terms of preventive measures, but the government failed to protect our borders. I’m forced to close my business because of the pandemic now, while some people are still allowed to cross the border without being tested and undergoing quarantine”.

[Editor's note: From Feb 18, 2021 onwards, the Hong Kong government allows restaurants to re-open in the evening, but requires them to ask customers to register their personal information through the Leave Home Safe App or manually.]
