Confidential document says Beijing refuses to fund local CDC, bureaucracy causes collapse of the medical system and loss of epidemic prevention and fighting function
The initial outbreak of Wuhan COVID-19 in China has spread globally. The leaked documents received by CNN not only reflect China's mishandling of the epidemic but also reveal that China's health care system has been riddled with problems for a prolonged period of time and that when the epidemic escalated, officials and medical personnel generally took it lightly, further contributing to the global outbreak of the virus.
After SARS in 2003, the Chinese authorities spent 167 million USD (about 1.3 billion HKD) to set up a notification system. Theoretically, the system allows regional hospitals or disease prevention centres to directly report outbreaks to the central government and share relevant information with the entire country. However, according to a report in the paper, the system itself slowed down, and other bureaucratic constraints have further impeded information flow.
Compared to major cities, such as Beijing and Shanghai, Wuhan's medical system received relatively few resources. An audit report completed last October pointed out that Hubei Province's disease prevention centre was underfunded. The lack of proper testing equipment and motivated medical staff, especially in the early stages of the outbreak when they still used SARS-era equipment, was completely neglected by the Chinese Bureaucracy.

Huawei patent mentions AI technology for identifying Uyghurs
BBC quoted IPVM, a U.S. video-surveillance research group, showing that a patent filed by Chinese leading telecom giant Huawei in 2018 mentioned an artificial intelligence system that can identify Uyghurs.
There are growing evidences in recent years that the Chinese government has been using technology to infringe human right of Uyghurs in Xinjiang, and Huawei, the leading Chinese technology company, has been accused of being involved in related human rights violation. According to IPVM, the patent was jointly authored by Huawei and the Chinese Academy of Sciences (CAS) in July 2018.
Street CCTV can be used to identify races
The patent describes ways to use deep learning technology to identify the body posture characteristics of pedestrians in the street surveillance system. It also suggests that the technology can be used to identify different attributes of the target person, including races.

Exclusive-Suspected Chinese hackers stole camera footage from African Union - memo
The African Union’s (AU) technology staffers discovered that a group of suspected Chinese hackers had rigged a cluster of servers in the basement of an administrative annex to quietly siphon surveillance videos from across the AU’s sprawling campus in Addis Ababa, Ethiopia’s capital.
The security breach was carried out by a Chinese hacking group nicknamed “Bronze President,” according to a five-page internal memo reviewed by Reuters. It said the affected cameras covered “AU offices, parking areas, corridors, and meeting rooms.” Bronze President operated from China and had been detected in espionage campaigns targeting China’s neighbors, including Mongolia and India.
Some American and European officials have voiced concern as Beijing has stepped in to meet the AU’s needs - part of an Africa-wide shift that has seen China become the continent’s top creditor.
Chinese workers built the AU’s showpiece new conference center in 2012 and Chinese technicians still help maintain the organization’s digital infrastructure.

China-Australia trade war forces winemakers to look to US, UK, and India to market
Australian winemakers are looking to Britain, the U.S. and India as alternative markets, as tensions with China brought about by the coronavirus pandemic force the industry to seek stability in 2021.
"We are fighting with every other wine producing nation in the world for a slice of that market,” Lee McLean, from industry group Australian Grape and Wine, said.
Bruce Tyrrell from Tyrrell's Wines in the Hunter Valley said he believed the American and British markets were worth expanding, but, his strategy was to grow his exports in other Asian countries and build entirely new markets in Central Asia.
India is another growth area, however high duties and taxes on imported wine mean it is not an overly attractive market for many producers just yet.
The wine industry is calling on the Federal Government to finalise a bilateral trade deal with India, known as the Australia-India Comprehensive Economic Cooperation Agreement, that has been in the works for 9 years.
