China escalating its propaganda strategies, expanding efforts in spreading misinformation and censoring negative news

The latest issue of Newsweek reported over 600 organisations with ties to the Chinese Communist Party (CCP), are participating in infiltration and polarisation in the US. In May, an official from the US Department of State said that Chinese propaganda strategies have escalated, by amplifying disinformation from Russia to attribute the COVID-19 pandemic to the US. China is expanding its influences by censoring negative comments and spreading positive ones to unite its people, while threatening to take economic and diplomatic actions to other countries, stated Atlantic magazine.

Analysts and officials from the Department of State suggested that, China is imitating the spread and amplifying misinformation from Russia, in order to put US to blame for the COVID-19 pandemic. "Beijing is pursuing a comprehensive and coordinated influence campaign to advance its interests and undermine the United States. The CCP is employing a whole-of-government approach, using political, economic, military, and information tools to advance its influence", stated Lea Gabrielle, Special Envoy and Coordinator of the Global Engagement Center at the U.S. Department of State.

She also mentioned social media accounts associated with the Chinese government, fabricating and spreading disinformation about the pandemic or simply false information. By questioning US subsidised-laboratories from the former USSR, China is spinning away the attention from its own laboratory at Wuhan, while other related accounts sculpting China as a model for others to follow in combating the virus.

China’s spread of disinformation is not limited to social media, but also state-subsidised international media such as China Daily, Global Times, and China Global Television Network (CGTN). The official stated that Beijing aims to propagate the idea that Chinese government is leading the world in fighting the pandemic, while the West is incapable of protecting their citizens or helping other countries.

Lijian Zhao, the spokesperson of Chinese Ministry of Foreign Affairs said at a regular press conference today, that to safeguard national interests, China has decided to take necessary measures to impose sanctions on American companies involved in arms sales to Taiwan, including Lockheed Martin, Boeing Defence and Raytheon, as well as American individuals and entities that “play a egregious role” in arms sales to Taiwan.

The US government announced the sale of weapons which worth 18 billion USD to Taiwan, including HIMARS rocket launcher system, SLAM-ER extended-range air-to-surface missile, F-16 jet external sensor pods.

The spokesperson of Chinese Ministry of National Defense, Tan Kefei, said earlier that the China firmly oppose the U.S. arms sale to Taiwan, claiming it as a serious violation of the one-China principle and the three joint communiqués between U.S. and China, a serious interference in China’s internal affairs, undermining China’s sovereignty and security interest, and seriously undermining the relations between the two militaries and the peace and stability in the Taiwan Strait.

Student activist leader Tong Chung Hon-Lam was taken by for plainclothes officer in café outside US consulate in Hong Kong. It was obviously police knew his whereabouts and intention.

Taiwan government repeatedly said that they would support the pro-democracy movement in Hong Kong since last year. However, Beijing is viewing any move of Taiwan in offering help. Due to the political nature, it might be difficult for those high profile individuals to seek help of the Taiwan government in this period. The incident of 12 Hong Kong youths showed how dangerous to go to Taiwan unofficially.

Recently, the Chinese authority said they need to strengthen the management of all Chinese staff working in foreign media by requesting them to resubmit credentials. Also, many foreign journalists have been expelled.

Pro-democracy Lawmakers in HK Vow Mass Resignation over any Disqualification by the Authorities

According to sources, Beijing planned to remove certain pro-democratic legislators from Hong Kong's Legislative Council.

Pro-democracy camp's convener Wu Chi-wai said that all pro-democracy legislators had agreed that once the PRC's National People's Congress Standing Committee (#NPCSC) had decided to disqualify pro-democracy lawmakers in Hong Kong, they would resign en masse without regrets. This is to show the Chinese Communist Party and the world that, they were strongly against the regime's abusive interference in Hong Kong's legislature.

Wu added that if the NPCSC disqualifies any democrats , this would only mean that the democratic camp had incurred Beijing's wrath by carrying their duty to monitor the government.

Wu also criticized Beijing's unconstitutional decision of disqualification, which reflected CCP's blatant disrespect to Hong Kong people's voices and opinions.

Wu slammed the pro-Beijing camp, who supported the dismissal of the democrats for the use of filibustering. Wu stated that the Basic Law had conferred the lawmakers the power to supervise the government and call for the quorum to be counted in the chamber.

Wu criticized that it was ridiculous for the pro-Beijing legislators to palm off the responsibility of 'failing to convene the meeting' to the pro-democrats.

When asked whether he was regretted choosing to remain in the chamber for another year, Wu answered that the core of the problem lied in the government, who cannot even tolerate the lawmakers exercising their power to vet the bills conferred by the council's rules of procedure.

HK Officials sanctioned by the US hold properties with mortgage from two Chinese-owned banks

The US slapped sanctions on four more Chinese-Hong Kong officials on November 9, 2020, including Deputy Commissioner of Police (National Security), Lau Chi-wai and Senior Superintendent of the National Security Department of the Hong Kong Police Force, Li Kwai-wah.

According to Stand News, information obtained from the Land Registry shows that Lau and Li each wholly owns a residential property with mortgages from two different Chinese-owned banks, Chong Hing Bank Limited and Bank of China (Hong Kong). Their mortgages are not paid off.

The two banks have not responded to whether they would comply with the sanctions.

The Stand News reached out to the Police Public Relations Branch (#PPRB) for comments but there was no official response. The Stand News are awaiting response from the said banks on whether they would follow U.S. sanctions measures and if Lau and Li’s mortgages would be affected.

The Financial Times reported days ago the Hong Kong Securities Regulatory Commission made a private promise to international banks in Hong Kong that by complying with US sanctions they are unlikely to violate the National Security Law.

The Securities Regulatory Commission responded to the Stand New’s inquiries, saying they did not wish to comment on the content of the report.

China, Hong Kong and Macao establish Association to "Standardise and Strengthen Education" in Greater Bay Area

After the forceful implementation of the National Security Law in Hong Kong, the Education Bureau (#EDB) has repeated its wish to 'standardise and strengthen education'.

Following the teachers' conference on the subject of 'National Security' held by the EDB in early November 2020, the 'Guangdong-Hong Kong-Macao Greater Bay Area Association of Primary and Secondary School Principal' will be set up by mid-November, 2020.

In the opening remarks of the conference themed 'National Security and Our Daily Life', it was stated 'the concept of national security is not limited to the political actions, but to a wider area including environmental ecology, financial order, technological development, social stability as well as cultural field and many other aspects.'

Bruce Lui Ping-kuen, the senior lecturer of the Department of Journalism of Hong Kong Baptist University, pointed out that the concept of 'overall national security outlook' raised by the Chinese President Xi Jing-ping in 2014 reiterated the importance of defending the national leadership of the Communist Party.

Ip Kin-yuen, a lawmaker from the education constituency in Hong Kong expressed his concerns over the National Security education which may exceed the practical needs of teaching, as the concept of 'overall national security outlook' is wide ranging.

Inspired by Hong Kong Protests, Pocket-size Anti-tear Gas Respirator Won Industrial Design Excellence Award

//When widespread pro-democracy protests broke out in Hong Kong over the summer of 2019, tear gas became a favorite deterrent of Hong Kong police forces, with some agencies estimating that more than 2,000 canisters were being fired into crowds every day.

Using the protests in Hong Kong as a design challenge, industrial design students Alex Munro and Claudia Hasenfang, along with recent industrial design alumni Cole Powell and Ian Annis, created the Temporary Eye and Respiratory (T.E.A.R.) Mask.

The T.E.A.R. Mask is a pocket-sized anti-tear gas respirator that protects the eyes, nose, and mouth from the harmful effects of tear gas, which may include chemical burns, blindness, asphyxiation, and even death. Its design is compact enough fit in a pocket or purse, with a simple approach to use that can be deployed quickly and safely.

The result of almost a year’s worth of design iteration and prototype refinement, the T.E.A.R. Mask was recently recognized by the Industrial Designers Society of America (#IDSA) with a 2020 Industrial Design Excellence Award (#IDEA), one of the discipline’s highest honors.

“At its core, the T.E.A.R. Mask is a message about the importance of human rights,” Hasenfang said. “It’s about bringing attention to the misuse of tear gas, and about trying to protect freedom of speech and the right to protest. And our design is doing that.” //

China's Standing Committee of the NPC Disqualifies Four Pro-Democracy Legislators From Office in Hong Kong

China-owned Xinhua News Agency reports that the PRC's Standing Committee of the National People's Congress has passed a motion which states legislators who "support or spread opinions related to Hong Kong Independence, refused to recognise national sovereignty, colluding with foreign influences to sway HKSARG affairs, or performing acts that threatens national security" would not be found conforming the legal requirements of upholding the Basic Law and their allegiance for legislators in Hong Kong, and thus would be "disqualified immediately after such claims were recognised by the law". This motion also applies for those who were disqualified for the following Legislative Council election originally scheduled for this September.

The HKSAR government then immediately released a statement announcing that, as per the Standing Committee's decision, Alvin Yeung Ngok-kiu, Dennis Kwok Wing-hang and Kwok Ka-ki of the Civic Party, and Kenneth Leung Kai-cheong of The Professionals Guild were to be disqualified immediately from their roles as legislators. The government has also stated that the decision would soon be gazetted.
