Next Magazine issues statement condemning Hong Kong Police for arresting reporters and suppressing press freedom

At around 4:30pm on April 28, 2 Next Magazine reporters were arrested for no reason after an interview. Next Magazine issued an statement swiftly afterwards.

It stated that at 4:30pm in Clear Water Bay, 2 reporters were investigating on the case of Assistant Commissioner of Police Rupert Dover when they were arrested in a public area without any reason and held custody in Tseung Kwan O Police Station. Although the reporters proved their identities, one of them was handcuffed. Next Magazine solemnly condemned the Hong Kong Police Force for abusing their power and threatening reporters, aiming to hinder the reporters from revealing scandals of senior police officers.

It was also stressed that fear and the determination to reveal the truth were precisely the mission of Next Magazine.

Police Allegedly Dox Investigative Reporter: An Apparent Retaliation and a Blow to Press Freedom, Journalist Association Laments

Apple Daily revealed earlier that Assistant Police Commissioner, Rupert Dover and his wife, also a police officer, had rented out one of the houses they are residing in Sai Kung as a guesthouse. The couple was suspected of breaching both the property rule which restricted usage of the house to an immediate family member of the house owner and operation of a guesthouse for short-term stays without a license.

Subsequently, Doverā€™s wife, Cheung Ngai-si allegedly changed her profile picture on Facebook to a picture of the reporter who was involved in Doverā€™s investigative report, perhaps, a retaliation by way of doxxing the involved reporter.

The incident is seen as a blow to press freedom and amounts to contempt of court as Apple Daily had obtained an injunction order from the High Court forbidding anyone from disclosing or publishing personal details of its staff.

While the paper was discussing options with lawyers to protect its staff, it issued a legal letter to Doverā€™s wife on May 2, demanding an apology and compensation and the reporter was expected to file a complaint with the privacy commissioner.

The Hong Kong Journalists' Association (HKJA) issued a statement, pointing out that the police officer's switching of her Facebook profile picture to the reporter's photo couldnā€™t be a coincidence. Such action was disturbing and added pressure to the press. The Association reiterated that Dover and his wife are public officials. When facing adverse media reports, they should respond appropriately to the content of the story, not targeting individual journalists. The Association urged the Office of the Privacy Commissioner for Personal Data to follow up on and investigate the matter actively.

Hong Kong Police Runs Company, Wife Recruits Staff in Shenzhen

Apple Daily has found that assistant police commissioner Rupert Dover launched a voltage regulator company in Hong Kong two years ago. According to Dover, the company is going to be his focus when he retires from the police force, and the copmany is not in operation yet.

However, Apple Daily found that Dover's wife has already started posting recruitment ads for electrical engineers to Shenzhen to test and repair voltage regulators. Based on information about Dover's family company, staff in Hong Kong are responsible for communicating with and monitoring the work in related factories in Shenzhen; which implied that Dover might have already starting participating in his family business even before his company was launched.

UK MP urges Hongkongers to provide evidence of Police brutality

(2 May) Luke de Pulford, a member of the Conservative Party Human Rights Commission, recently asserted his belief that the British Government should carry out an investigation on Hong Kongā€™s police brutality. He specifically mentioned Rupert Dover, David Jordan and Justin Shave, Britons serving in the territoryā€™s police force, and appealed to the public for evidence of their involvement.

As of 29 April, de Pulford named the three as ā€˜key perpetratorsā€™ on his Twitter account and insisted the UK governmentā€™s responsibility to carry out investigations on the conducts of its nationals. This was reiterated yesterday, when Luke announced that he is currently gathering evidence on the three in relation to a lawsuit. Once again, Luke urged the Hong Kong public to provide evidence as assistance.

Hong Kong Police Deny Being ā€œhuman rights abuserā€

Police commander Rupert Dover became known for his iron-fist tactics, after leading the operation against pro-democracy protesters on June 12, 2019 which was believed to have escalated the whole anti-extradition law movement.

Dover told Alibaba-owned South China Morning Post that he was "not certain he was the first to order the use of tear gas". Recently found breaching the property laws, Dover denied being a ā€œhuman rights abuserā€ nor doing ā€œBeijingā€™s dirty workā€.

One day before Dover's interview was published, pro-democracy lawmaker Ted Hui launched a civil lawsuit, urging the court to compel the police to reveal the tear gas component.

From June 2019 to May 2020, the Hong Kong police fired at least 16,223 rounds of tear gas, 10,108 rubber bullets, 1,885 sponge grenades, 2,033 beanbag rounds and 19 live bullets at civilians.

of Hong Kong Police Force, was sighted patrolling in the lockdown area in Yau Ma Tei on the evening of Feb 1, 2021.

Dover stayed in the site for 5 minutes before leaving with a private vehicle.

Dover was notorious for his militant crowd control measures, including ordering to shoot pro-democracy protesters with rubber bullets and spong bag rounds on June 12, 2019 and other Anti-ELAB protests, leading to police-civilian clashes.

Streets in Hong Kong Get Emptier: HK Government Imposes Mandatory Lockdowns in 4 Districts on the Same Day

Hung Hom is among the four lockdown sites the Hong Kong government announced on Feb 1, 2021 within just a day.

At 7am on Feb 2, the government ended the operation after testing 1,700 people in the 4 districts and finding no positive cases.

Between Jan 23 and 31, 2021, the government has imposed what Carrie Lam called "ambush-style" lockdowns in Jordan, Yau Ma Tei, North Point and Lam Tin.

In several locations like Yau Ma Tei and Lam Tin, residents were repeatedly tested within just a few days. Many questioned the rational behind the government's seemingly arbitrary decision for lockdowns and mandatory #covid19 tests.

Residents Frustrated by Government's Arbitrary Lockdown Measures Hurl Insults at Carrie Lam

On Feb 2, 2021, the Hong Kong government imposes mandatory lockdowns on Jordan, Shum Shui Po and Tin Shui Wei.

In the evening, government officials including Secretary for Food and Health #SophiaChan, Secretary for Home Affairs #CasperTsui Ying-wai, Secretary for the Environment #WongKamSing and assistant police commissioner #RupertDover were standing by at the site to receive Chief executive #CarrieLam for a visit at 11pm.

Lam, who stayed for 15 minutes, was followed around by over ten staff. Civilians who were lining up for mandatory #covid19 tests were asked to give way to Lam.

According to InMedia, a reporter asked Lam to comment on the effectiveness of the lockdown measures while discontent civilians at the scene shout "bixch". Lam did not react to the press nor the civilians.

These "ambush-style" lockdowns had caused much distress and inconvenience to residents, shoppers, employees and local businesses. Reports of children-parents separation, the detention of employees and early business closure were made in different districts over the days.

On the evening of Feb 4, 2021, government officials including Secretary for Food and Health Sophia Chan, Assistant Police Commissioner #RupertDover, Director of the Fire Services Leung Wai-hung and Deputy Director appeared in the restricted area in Mongkok and Yau Ma Tei.
