Thai Authorities Ban Live Broadcasts, Telegram and Books
In Thailand, pro-democracy protests continue, demanding the reform of the monarchy system. The Thai authorities have banned the live broadcast by 4 online media outlets and the use of the communication application Telegram. The Police also banned three books, claiming that they incited hatred for the Thai royal family and humiliated and defamed the Thai emperor, violating national security.

A disparaging remark, directing at former magistrate Stanley Ho Chun-yiu, was sighted on the walls of two property buildings on Broadcast Drive in Hong Kong that read, “Police arrests, Magistrate releases”.
Magistrate Ho has been a target of CCP loyalists after he acquitted some pro-democracy protesters and scorned evidence given by some police officers.

Disputes between BTS and Chinese netizens last week, which aroused from Korean War remarks, was not settled by the clarification of the Chinese Ministry of Foreign Affairs.
There have been recent reports on Chinese social media platform, Weibo, that Chinese express companies have refused to transport BTS products to China. As statements emerged from the Weibo account of Chinese Yunda Express Company. On Monday afternoon the company posted that “packages related to BTS will not be mailed temporarily”, and the reason for the refusal was that “it is something everyone understands”.
Later, there were rumours on the internet that two other Chinese express companies, YTO and Zhongtong, also imposed similar new regulations to not ship BTS products to China. However, according to South Korea’s Yonhap News Agency yesterday, the relevant news was untrue.

A recent report from the United States Department of Education (USDE) have brought to light top US universities that have massively under-reported funding they have received from China, Russia and other nations described as “foreign adversaries”. Out of the 12 universities under the investigations, Harvard, Yale, Stanford and Georgetown: all had financial dealings with Huawei, the Chinese tech giant that many US officials believe is a national security threat.
It is a legal requirement within the United States, that universities must disclose gifts or contracts from foreign sources that are US$250,000 (about HK$1.95 million) or above. However, this legislation, which was was established in 1986, has come under little federal oversight over decades. The USDE began investigating the universities, amid suspicion that they had failed to report millions of dollars from foreign sources such as China, Russia, Saudi Arabia and Qatar. A scathing report was released on Tuesday, which further provided relevant information on issue.
The content of the report revealed that most of the universities that were investigated had financial dealings with Huawei, with at least one of them having ties directly linked to the Chinese Community Party. Others had deals with the Russian government and institutions in Saudi Arabia and Qatar. The report did not identify which universities were connected to those entities. Since coming under federal scrutiny, the 12 universities disclosed a combined US$6.5 billion (about HK$50.7 billion) in unreported foreign funding.

They are from New Territories West, and are the last batch of councillors to take their oaths, a new requirement created after the pro-democracy camp's landslide victory in 2019.
Across all 18 districts in Hong Kong, a total of 49 pro-democracy district councillors have been ousted due to their oaths being ruled as invalid. 6 councillors directly lost their seats.
In the district council elections in 2019, the democrats had won a historic victory, winning 389 seats among the 452 elected seats in the 18 districts.
However, the number of members of the Democrats has gradually decreased in the past 2 years, some due to prison sentences longer than 3 months, some due to the councillors themselves leaving Hong Kong.
It was the government's oath-taking requirement, however, that led to the largest drop in numbers of democratic councillors.
In July this year, the government made use of the media to indicate their intention to disqualify large numbers of district councillors, and those disqualified would have to pay back all of their salaries since taking office in 2020, a sum exceeding $1M HKD. In light of this threat, 260 district councillors have resigned.

All Government buildings Will Require LeaveHomeSafe Starting November
The Hong Kong government announced yesterday that all citizens are required to record their visit with LeaveHomeSafe before entering government buildings and offices, such as public libraries, sports centres, museums, etc. It will be strictly enforced starting from November.
The Hospital Authority (HA) and the Police Force said that the new rule covers the HA Headquarters, public hospital administrative buildings, police headquarters, and police stations.
The Society for Community Organization said that many homeless people rely on the drinking water and showering facilities in government sports halls, and sometimes need to visit government offices for various procedures. However, most of them do not have a smartphone or even a mobile phone. As a result, many had expressed anxiety about making LeaveHomeSafe mandatory for these facilities.
When LeaveHomeSafe was first released in November last year, government officials said using it would be voluntary, and only a convenience for one's own visits electronically. However, days afterwards, officials stated on a radio programme that they would not rule out making it compulsory.
Updates: The government has announced that cemeteries, public toilets, public bathhouse and rubbish collection points are exempted.
