#GlobalDemocracyIndex: Hong Kong Ranks 87 out of 167 Places
The Economist Intelligence Unit (#EIU) published its latest Global Democracy Index 2020 on 3 February, 2021. The Index measures the state of democracy in 167 countries.
Norway topped the Index with Iceland, Sweden, New Zealand and Canada making up the top five.
Taiwan ranked the highest among Asian countries at the 11th place while China was ranked 151.
"With the imposition of the National Security Law and the postponement of the Legislative Council election, Hong Kong’s score slipped rapidly for the second year to 5.57, the lowest since the launch of the index in 2006. In terms of rate of decline, it accounted the second largest in the Asia-Pacific region, after Myanmar,” the EIU said.
Hong Kong was previously classified as a “flawed democracy” for eight years along with countries such as the U.S., France, Belgium and Brazil. In its latest report in 2020, the EIU moved Hong Kong into “hybrid regimes” as its ranking slumped by 12 places to 87.
The city’s ranking is lower than many Asia-Pacific countries like Bangladesh, Thailand, and the Philippines.

HK kicked from the world's freest economies league table
For more than two decades, Hong Kong occupied the top position in the Heritage Foundation Index of Economic Freedom at a high score of 89.1. The Washington-based foundation expelled Hong Kong from the top list, saying the city no longer has autonomy over its economic policies.
Hong Kong is included in China's ranking, way down the league table in 107th place. Macau is also now included with the rest of China.
"No doubt both Hong Kong and Macau, as special administrative regions, enjoy economic policies that in many respects offer their citizens more economic freedom than is available to the average citizen of China," the foundation said. "But developments in recent years have demonstrated unambiguously that those policies are ultimately controlled from Beijing."
"China remains a mostly unfree economy," said the foundation in its report.

In a letter written by Paul Chan Mo-po and published in the newspaper on March 10, the Financial Secretary argued that Hong Kong should continue to be included in the Index of Economic Freedom, after the Heritage Foundation dropped the SAR from the annual ranking, citing Beijing’s increasing control over the city's economic policies.
The finance chief had described the think tank’s explanation for the move as “flawed and inexplicable”, insisting that Hong Kong enjoys a high degree of autonomy under the Basic Law and "One Country Two Systems".
However, the #WSJ Editorial Board wrote back on the same day, striking down Chan’s arguments in an article titled “Hong Kong Illusionist”.“Chan has the impossible task of denying what everyone can plainly see: China’s Communist Party is remaking Hong Kong in its own mainland image,” it wrote.
While the Sino-British Joint Declaration laid out the terms of Hong Kong’s autonomy under the “One Country, Two Systems” framework, the board said foreign ministry spokesman Lu Kang had in 2017 declared the historical document void.
“Hongkongers have every reason to believe him after watching China ram through an unpopular national-security law whose provisions include allowing Beijing to take some Hong Kong cases to China for trial,” the article said.
