Australia Hiring Additional Mandarin-speaking Manpower For “Foreign Intervention Cases”

The relation between China and Australia remains tense. In an interview from The Australian, the Chief of the Australian Federal Police (AFP) Reece Kershaw stated that they would be hiring more Mandarin-speaking staff to handle foreign interference cases. Besides, he said that the AFP was also hiring some language graduates and Chinese-Australians for these “new and complex” cases.

Besides the transnational or organised crime, the AFP also needs to handle the missions of protecting national safety. Facing the intensified conflict between China and Australia, “We are facing the well-trained high-tech people… the challenge for such criminals is how to bring intelligence to evidence.” said Kershaw, who had just been the Chief for a year in the interview by The Australian.

He stated that there were 65 detectives in charge with foreign intervention at the moment but that AFP still had inadequate in detectives who know Chinese. As a result, he would continue to employ related staff, “Our team needs to be more diverse, similar to the Australia society, but we are not there yet”.

Kershaw disclosed that he asked the FBI for assistance last year, the bureau provided detailed training materials for the federal police, to help with the investigation which involving the crimes of violations of the Foreign Intervention Law passed in 2018. Among them, there was a joint action between the AFP and NSW police, raided Labour MP Shaoquett Moselmane and his office part-time assistance John Zhang involving in the Chinese Communist Party’s infiltration incident. Zhang was even accused of participating in the CCP’s united front training in 2013, hiding his identity from his boss, and influencing his boss wit improper means.

Tibetan-American Policeman Arrested, Long Suspected of Infiltrating Tibetan Community in New York for China

Tibetan-American New York City Police Officer Baimadajie Angwang was arrested in late September on suspicion of being an agent for the Chinese government. This incident shocked the Tibetan community in New York. A Tibetan said Angwang does not know the Tibetan language well, told numerous lies, and had never even revealed his actual name. As a liaison between the Tibetan community and the law enforcement authorities, Anwang was welcomed by the community at first. As he acted suspiciously, however, the community became alert to his presence.

According to a member of the Tibetan community, Angwang first met them in January last year. Back then, he introduced himself as Ngawang Dhargyal in the Tibetan language, claiming that he had come from the Gyalrong region on the border of Tibet and Sichuan. Angwang had frequently attended their activities since then, sometimes in police uniform and offering counsel to Tibetan teenagers. During a celebration of the Tibetan New Year, he took a photo with Alexandria Ocasio-Cortez, a rising star in the US House of Representatives.

But the community soon became wary of Angwang as he openly criticised Dorjee Tseten, a member of the Tibet Parliament in Exile as well as the CEO of the Asian division of Students for a Free Tibet, for his pro-Tibetan independence comments at the New Year event. Angwang said Tibetan community organizations should avoid sensitive political topics. He also repeatedly reminded members of the community not to be involved in politics and making such suggestions as removing the snow lion flag of Tibet hung outside the community centre. The members followed the advice as, according to Angwang, they could receive donations from Chinese businesses if they were not involved in political activities.

HK Police Intervene as Pro-democracy Concern Groups Call Attention to China's Detention of 12 Hongkongers

Two pro-democracy concern groups, Tin Tsui Wai Connection and ST Politicism, installed a street booth outside Long Ping station in Hong Kong on the afternoon of Oct 11, 2020. They raised concerns over the 12 Hongkongers detained in China since late August.

Uniform police intervened for several times and demanded for the personal information of the members of the two groups.

Canadian defence minister calls out China for "hostage diplomacy"

Harjit Sajjan, Canada's defence minister, described China's continued detention of two Canadians as "hostage diplomacy” on Oct 7 and urged the NATO military alliance to keep tabs on the increasingly assertive Asian giant.

Two Canadians were arrested separately shortly after Canadian authorities in Vancouver detained Meng Wanzhou, who is the chief financial officer of Chinese telecom giant Huawei and is facing possible extradition to the U.S.

Sajjan remarked that this type of hostage diplomacy is not what good rules-based-order nations do and it goes against the norm.

Raab says UK boycott of Beijing Winter Olympics 2022 possible over Uighur abuses

“Generally speaking, my instinct is to separate sport from diplomacy and politics, but there comes a point when it is not possible,” UK Foreign Secretary Dominic Raab responded when asked about the possibility of Britain skipping the event in protest at China's human rights abuses.

Raab’s warning came as a growing alliance of countries at the UN human rights council on Tuesday called for an independent inquiry into what is happening to the Uighur people.

Raab told MPs he was considering imposing economic sanctions on the officials responsible for the repression. Also, he criticised some Muslim countries for being reluctant to criticise the Chinese.

RTHK Management unable to give reasons for reinvestigating complaints against Reporter

Members of senior management at #RTHK, including Leung Ka-wing, the Director of Broadcasting, and Fung Kin-yip, the Deputy Director of Broadcasting, attended a meeting, in which some of the staff questioned the reasons and procedure of reinvestigating the complaints against journalist Nabela #Qoser.

Fung emphasised that he would not comment on any individual case. He explained that Qoser worked under an agreement term during the past three years, not a probation.

Sources said, the investigation towards Qoser’s complaint has already been completed long ago. When being repeatedly questioned, Fung could not provide any explanation to the necessity of another investigation.

The Education Bureau (#EDB) has recently #deregister a teacher over the alleged use of some Hong Kong independence materials in class, barring him from teaching for life. Several Pro-democracy activists, included former and current lawmakers, is asking the public to write to the Bureau online and register their protest at the government's decision.

Civil Society Development Resources Centre:
The government's move is an erosion of academic autonomy, and it's unfair for officials to overrule the school's own ruling that the teacher committed no wrongdoing.

The Progressive Teachers' Alliance:
The government action is similar to the purge of teachers during the Cultural Revolution and the bureau's investigative could have bypassed standing protocol.

NeoDemocrat:
The current system is too complaint oriented, with the EDB trusting the complainants even anonymous ones. It is one-sided and unfair to teachers because they cannot reply to the complainant.

Education activist:
The government should listen to opinions of the students, so that schools won't become a place for political struggles.

HKU #LennonWall torn down after student union’s contract renewal application rejected, Government intervention suspected

The Student Union of #HKU stated that the university’s accommodation committee has rejected its application to renew contract to manage the Lennon Wall, where students had posted pro-democracy comments. The wall, which signified liberty and freedom of speech, was torn down on October 10 and the site was quickly barricaded.

Earlier on 6 October, the city's Chief Executive Carrie Lam alleged that Law Enforcement agent should intervene if necessary and assist the school handling issues related to National Security Law. Though disappointed, the Union expressed that they were prepared for this outcome amidst the sweeping #WhiteTerror and #PoliticalOppression.

HK Police Accuse Pro-dem Lawmaker of "Smearing and Inciting Hatred by Describing Officers as #GreenObject

On Oct 1, Hong Kong police conducted large-scale stop and search operations. More than 80 were arrested. Pro-democracy lawmaker Kwok Ka-ki, of Civic Party, posted a photo of the police on Facebook, with the description “Green objects are stooges for the brutal regime” and “the ones who sold their souls for becoming dictator's tool”.

In the statement, the Police condemned Kwok for "smearing and insulting police officers and inciting hatred for political reasons". The police also described Kwok’s act as a "contradiction to the ethics of a virtuous person", a public servant, and his profession as a medical worker.

Editor's note: The term "Green Object" alluded to the "yellow object", which was used by the Hong Kong police in denying police brutality during a press meeting. The police described the victim as a "yellow object".

Citizens show support outside of Castle Peak Bay Immigration Centre as detainees marked the 100th day of hunger strike

6 October marked the 100th day of hunger strike by a group of detainees at Castle Peak Bay Immigration Centre over their detention.

Numbers of councillors, citizens, and South Asians gathered in front of the Centre to show support. Candles were lighted and slogans were chanted. Detainees inside the Centre chanted back, waved with hands and towels.

LegCo member Shiu Ka-chun hoped that, through the gathering, they can show support to the detainees, and also thank them for showing Hong Kong the power of persisting when Hong Kongers are lost and anxious.

The U.S. Under Secretary of State Keith Krach, who is responsible for economic affairs, continued his visit in Taiwan today (Sep 18). His schedule was not disclosed, but Taiwan's Minister of Foreign Affairs Dr. Jaushieh Joseph Wu, Vice Premier of the Executive Yuan Shen Jong-Chin, and Minister of Economic Affairs Wang Mei-Hua arrived at the hotel where the U.S. delegation was staying this morning. They met behind closed doors with Krach and Ian Steff, Assistant Secretary of Commerce for Global Markets, to discuss economic cooperation between Taiwan and the U.S. and other issues. Krach was to attend a dinner at Taiwan President Tsai Ing-wen’s residence in the evening as well.

China responded with military action as the Ministry of National Defense announced this morning that the PLA Eastern Theater Command would organize a “scenario-based” military drills near the Taiwan Strait. 18 Chinese jets flew over the mid-line of the Taiwan Strait today and entered the airspace southwest of Taiwan. The Taiwan Air Force took off in emergency and sent air patrols in response. The office of the President of Taiwan responded that China's provocations would not help improve its international image and called on China to exercise self-restraint.

"Intelligence Community Must Change to Address China's Threats," says U.S. House Intelligence Committee Report.

Democrats and Republicans in the U.S. House of Representatives issued separate reports on the threat from China. The Democratic Party report stated that the U.S. government and intelligence community could no longer compete with China's in decades if there were no significant realignment of resources. A separate study by the Republicans made several recommendations, including a bilateral free trade agreement with Taiwan, to call for strict scrutiny of Chinese investments in U.S. companies.

The Democracy Party report was the conclusion of a two-year review of U.S. intelligence efforts. It stated that the U.S. must be more vigilant against China and must take a tougher stance against its theft of intellectual property and efforts to influence U.S. politics. "Absence of a significant and immediate reprioritization and realignment of resources would not favour the U.S. to compete with China, diplomatically, economically and militarily, on the global stage in the future," said by Representative Adam B. Schiff, the chairman of the committee.

The report alleged that China had used its unfair advantage and theft of intellectual property to dominate the global market, thereby shifting the global economy and investment to China. It had also attempted to take control of the Indo-Pacific region by militarizing the East Sea and the South China Sea with coercion. The report argued that the PLA had become a force capable of conducting complex joint operations through comprehensive restructuring, which enhanced China's confidence in its ability to project power regionally, particularly to Taiwan.

The World Against China – Ontario Legislature Cancels Chinese Flag-raising Event, MP Says Two Canadians Remain Illegally Imprisoned in China

Citing the Wuhan coronavirus pandemic as the reason, the Legislative Assembly of Ontario cancelled its Chinese flag-raising ceremony, originally planned on Wednesday in celebration of China’s National Day. As two Canadian citizens were still detained in Beijing, the flag-raising ceremony has been heavily criticized as inappropriate. Other jurisdictions in Canada adopted different approaches in response to China’s National Day, such as making no arrangements of or cancelling related activities.

The Ontario Legislature originally planned to hold the Chinese flag-raising event at 12:30 p.m. on Wednesday. Following reports on the ceremony, however, the Sergeant-at-Arms in the Ontario Legislature Jackie Gordon said on Tuesday that because of the Wuhan coronavirus pandemic, the ceremony was cancelled along with all future flag-raising ceremonies, “In light of the rising number of COVID-19 cases and the recommendations by Public Health authorities to be more vigilant than ever, the Legislative Assembly of Ontario has decided to cancel all flag-raising ceremonies until further notice,”

Gordon initially defended the Chinese National Day celebration ceremony, stating that the Chinese flag-raising ceremony did not involve any political considerations, but was simply held in accordance to the request of the Confederation of Toronto Chinese Canadian Organizations. The Consul General of China in Toronto Han Tao was to give a speech at the ceremony.

Earlier on Tuesday, Michael Chong, Conservative Shadow Minister for Foreign Affairs and Member of the Parliament, criticised the decision to raise the Chinese flag, “I don’t think any order of government in Canada should be flying the flag of the People’s Republic of China while two Canadian citizens are wrongfully imprisoned in China. When governments fly a foreign flag it sends a certain signal”

Chinese firm amasses trove of open-source data on influential Canadians

The office for Shenzhen Zhenhua Data Information Technology Co. Ltd., a small Chinese technology company that is building tools to process the world’s open-source informations about influential people.

The company claimed that their tools could manipulate content on Twitter, WhatsApp and other platforms, including Facebook, which said they banned Zhenhua from gathering data on its platform.

Zhenhua claimed to have collected information on more than 2.4 million people and 650,000 organizations from about two billion social-media articles.

Clients of the company included governments, the military, universities and academic institutes. The company is not merely a technology provider, as its employees actively work with customers and are based in cities across China, including Nanjing and Wuhan.
