Apple Daily revealed that HK Police has requested an urgent assistance of the Government Flying Services for surveillance on a speedboat in early hours of August 23, the same date when the 12 youths were arrested.

October 6
The Chief Executive of HKSAR, Carrie Lam said local police "played no part" in the arrest of 12 fleeing Hongkongers by Chinese authorities. She called Apple Daily's report a "fabricated case" intended to smear her administration.

October 7
Police officers were reportedly accompanied pilots in the two Government Flying Services aircrafts, marked "police operation", monitoring the escaping youths' getaway.

John Li Ka-chiu, Secretary for Security, criticized Apple Daily's report on "air surveillance" an attempt to obscure facts and mislead public.

Did or Didn't HK Police involved in the arrest of the 12 Hong Kong Youth en route to Taiwan?

October 8

Joshua Wong revealed a list Government Flying Services (GFS) officers alledgedly involved in the operation on his Facebook. He cited Apple Daily's report of a flight tracking record showing that the GFS fixed-wing aircrafts were marked with “Police Operations” (P-OPS).

The aircrafts took off from Hong Kong International Airport at 4.19 am on August 23.

Apparently, the police not only knew the route of the speed boat carrying the 12 Hong Kong youths, but also took action to watch them in the air. Wong slammed that the Police could no longer deny their role in this incident.

Besides, since local media revealed the involvement of the Government Flying Services in tracking the speedboat of 12 escaping youths, all contact information of the Operation Unit of GFS has been erased from the Government Directory.

HK Government's surveillance plane followed boat of 12 Hongkongers before they were kidnapped by China

Apple Daily reports that a fixed wing aircraft under HK's Security Bureau was sent on a mission before dawn on Aug 23, 2020. From radar data, the flight's path and timing match the route of the speedboat of the 12 Hongkongers who were intercepted and kidnapped by China's Coastal Guard.

The fixed wing aircraft took off at 4:30am and flew in circles around Hong Kong's Sai Kung, until the time when the speedboat of the 12 left Sai Kung. The plane flew southeast, following the direction of the speedboat, up till the location where the 12 were intercepted by China's Coastal Guard, after which the plane flew back to Hong Kong International Airport.

The aircraft, Model B-LVB, is equipped with multi-purpose surveillance radar and radio wave geo-locating devices. Its surveillance records must contain information on the boats of the Hongkongers and China's Coastal Guard.

Families of the 12 Hong Kong Youths detained in China demand for flying record

Families of the 12 youths detained in China held a protest at the headquarter of the Government Flying Services at Chek Lap Kok on October 8, demanding disclosure of flying records of the fixed-wing aircraft allegedly tracked the youth’s speedboat before they were arrested by China’s coastal guards. They also demanded immediate return of 12 youths to Hong Kong.

However, even before the start of the press conference, a large amount of police cordoned the area and encircled the protesting group. They were ticketed for violating the gathering ban.

In a published statement from the Hong Kong Liaison Office on October 1st, 2020, it was mentioned that director Luo Huining visited grassroots in Hong Kong. One of the citizens interviewed was found to be a pro-China supporter who has been interviewed by multiple pro-beijing media. The man is called Xu Tianmin.

Xu, who has been living in Hong Kong for 7 years, was interviewed by China's Beijing Times during the flag-raising ceremony on New Year's Day. According to China-owned Wen Wei Po, Xu has been contacting members in the “Love China, Love Hong Kong” page, and became the China national flag-bearer. Xu also cleaned up pro-democracy Lennon walls and barricades from time to time.

A photo of Xu tearing off pro-democracy posters in a tunnel at Tai Po was shown in the article. Xu also indicated that he had so far spent more than 100k HKD for cleaning up pro-democracy slogans and posters on the streets until the pandemic broke out. In his bag, he had always carried a can of spray paint and a Chinese national flag.

Rally held by Hongkongers in UK calling for attention to youths extradited to China

About 50 people participated in a rally held by Hong Kongers in Manchester on Mid-Autumn Festival (Oct 1, 2020) to call to attention the 12 youths who were arrested and extradited to China, making it the largest gathering in recent times, according to the organiser. Benedict Rogers, founder of the human rights NGO, #HongKongWatch, was also present at the rally for speech.

The rally was held at the Piccadilly Gardens in Manchester at 6pm. Flags and slogans such as “Liberate Hong Kong, Revolution of our times”, “Oct 1 Remembrance Day” were spotted.

Zin, organiser of the event, said some of the participants were Hong Kongers who were exiled to the UK, and some were Hong Kong students from other cities. During the speech, a student from China praised the participants and showed his support towards the Hong Kong pro-democracy movement. A recent immigrant also said he will keep speaking up for Hong Kong because he has the freedom of speech in UK.

Xinhua News criticised forced closure of Confucius Institutes as political persecution

(28 Sep) Xinhua News Agency published a commentary stating that forced closure of Confucius Institutes was a form of political persecution. The article indicated that anti-China politicians from the US were unable to see the good in others and were intolerant of other cultures. Wielding their big stick [policy] of political oppression against Confucius Institutes that promote Chinese culture, it lambasted, was "isolationist rhetoric" possessed by "McCarthyism". There was no cure to pursuing political self-interest in lieu of virtue and suppressive paranoid delusions.

The article also pointed out that US Secretary of State Mike Pompeo's recent threat to shut down all Confucius Institutes in higher education institutions by the end of this year constituted further defamation and suppression. It stated that Confucius Institutes adopted a collaborative method of operations; it was the US universities that voluntarily applied for their establishment according to their own needs, based on "mutual respect, friendly negotiation and mutual benefit". Its operations and management were open and transparent, [it claimed,] strictly complying with local laws and university administration standards. Statistics show that the US currently has 81 Confucius Institutes.

Signing the Taiwan-US Agreement to Strengthen Indo-Pacific strategic Infrastructure Cooperation Investment

Taiwan and the US Department of the Treasury signed a memorandum of cooperation on investment and to strengthen their collaboration on strategic infrastructure in the Indo-Pacific region.

Taiwan Executive Yuan held a press conference, where Brent Christensen, the Director of the America Institute in Taiwan, also attended.

On 17th September, Taiwan and the US signed the Framework to Strengthen Infrastructure Finance and Market Building Cooperation, to deepen their partnership and to introduce their local resources for the regional infrastructure development in Latin America and countries included in New Southbound policy.

The financial departments of Taiwan and the US would establish their working groups to encourage investments and provide cooperation opportunities in building infrastructure for public or private organizations. The groups would focus on energy markets investment and the infrastructure investment cooperation in places other than the US and Taiwan etc. The first working group meeting scheduled in this Autumn.

Pompeo Raises Concerns on China’s Economic Expansion into Italy

The US state secretary Mike Pompeo has raised his concerns on China’s plan to expand its economic influence into Italy during his visit to the Mediterranean country.

Pompeo met with the Italian foreign minister Luigi Di Maio and co-hosted a press conference. At the meeting, Pompeo raised his concerns with Di Maio on the CCP’s attempt to leverage their economic strength in Italy to their strategic advantages. He also urged the Italian government to consider carefully the national security issues involved in the technology provided by tech companies associated with the CCP and the personal privacy risks it poses to Italian citizens.

Di Maio said Italy understood the US’ view and knew their concerns over the construction of 5G infrastructure in Italy. He also said he was fully aware of the responsibilities involved in handling safety issues and promised that he would stay alert as 5G technology is phased in.

Tian Feilong, a professor from Beijing, said that National Security Law was not just about ending a year of protests in Hong Kong, it also sent a warning to Taipei and Washington.

Ho-fung Hung, professor of political economy at Johns Hopkins University, does not think an invasion of Taiwan is imminent, but says Hong Kong’ security law sent a very clear message about China’s long-term plans. “It will be a kind of a warning to Taiwan: Don’t think that Beijing would not take military action. Don’t think that we will fear international reaction.”

Chair of Taiwan’s foreign affairs and defense committee, Wang Ting-yu said, “Hong Kong is a mirror of our future if Taiwan becomes part of China.” He stated that the Taiwanese military could hold off the PLA despite some major gaps in its underwater and missile capabilities.

BBC reporter is stalked in HK for reasons unknown

Since implementation of the National Security Law in July this year, a number of pro-democratic figures were reportedly being stalked and watched. Now even foreign media correspondents in Hong Kong are being followed.

A BBC reporter, Danny Vincent, revealed in the podcast From Our Own Correspondent that he was stalked by several unknown persons during his stay in Hong Kong. The same car was sighted following him to various locations and, later his hotel even after he changed his routine.

Vincent expressed that only when he worked in China, the Mainland National Security officers would obstruct journalistic work. However, in Hong Kong, he said, “apparently, new rules of the game” has been imposed, which could be an attempt at both intimidation or investigation.

At the start of the pro-democracy movement in 2019, the Hong Kong government, and business sector have been ignoring the youngsters' demands. Annie Wu, daughter of Maxim's Catering's founder, said that she had lost all hope in them, causing the pro-democracy fraction to boycott the company and its chains.

In a radio show recently, Joseph Sung, former professor and ex-Vice-Chancellor of the Chinese University of Hong Kong (#CUHK) disagreed that one should give up and lose hope on the younger generation.

During the show, Sung said that he understood the frustrations of the younger generation, but they should not lose hope just because they are unable to own homes. He suggested that if one cannot get married and have kids, they could perhaps work overseas for a few years and contribute to the society when they are back. He also said that the younger generation is very creative and energetic, and that people should not write them off. He said that giving up on the younger generation means losing faith in the future, and urged the different generstions to listen to each other.

China's Rocket Debris Reportedly Found in Hong Kong's Beach
