Swedish Space Corporation halts renewal of contract for on-ground space-tracking with China, citing changes in geopolitical situation

State-run Swedish Space Corporation (SSC) signed a contract with China years ago to assist in the operation of Chinese satellites and allow the usage of a strategic space-tracking station in Australia. However, the company indicated on Monday that they would not renew the contract or seek new business dealings with China after it expires. This decision will inflict heavy losses to Beijing's navigational and space exploration capabilities in the Pacific region.

Anni Bolenius, head of communications at SSC, told Reuters on Monday, "The geopolitical situation has changed since these contracts were signed in the early 2000s. We have to assess where we can do business and it's harder for us to make that assessment regarding the Chinese market now." The contract between SSC and China pertained coordinating the on-ground operations of Chinese satellites, which included meteorological and earth-monitoring satellites.

Flight of Hong Kong protesters piles pressure on Taiwan

This year, coronavirus-related travel restrictions and Hong Kong’s new security law have narrowed the protesters’ options to leave Hong Kong and sharply reduced the numbers fleeing to Taiwan to only a few dozen. The most desperate are taking their chances by sea.

Hong Kong has so far charged over 600 people with rioting, which carries up to a 10-year jail term.

While Taiwan President Tsai Ing-wen pledged assistance to people arriving from Hong Kong, including setting up an office to help with employment, living allowances and counselling, the Taiwan government has repeatedly said that anyone who enters the country must do so legally.

In fact, Taiwan does not want to be accused of helping those whom Beijing calls 'violent criminals'. They also fear Chinese military threats against the Taiwan-controlled Pratas Islands.

China Tampers With #WHO Video, Removes a Crucial "If", and Falsely Claims Vaccine Success

China's state-run CCTV News posted a video on Sept 24, 2020 to their Chinese-language Facebook page, claiming that WHO had stated that China's COVID-19 vaccine had "proved to be successful" in current clinical trials.

The video was reposted by a number of pro-Beijing Facebook pages, with captions such as "WHO Top Scientist: New Chinese COVID Vaccine Proven to be Effective", "China is Great 👍 For the Good of the World".

However, Factcheck Lab compared the video disseminated by China with the actual proceedings of WHO's press conference, and found that CCTV had cut the statement out of context, carefully removing a paronwith a crucial "if". Moreover, stock footage is played over the resulting audio clip, carefully concealing the distortion of facts upon the edits made by the China-owned news organization.

In the CCTV video [1], the quote from WHO Chief Scientist, Dr. Soumya Swaminathan, was modified to apparently claim that China had already created a successful vaccine:

"... very active vaccine development programme and several of their vaccine candidates are in advanced stages of clinical trial so this is also of interest to us so we're following those very closely. Some of their candidates actually proved to be successful in the clinical trials that are going on"

The full quote of Dr. Swaminathan is preserved in the conference transcripts [2] and video [3] of the Sept 21 press conference. The parts edited out by CCTV makes it sound that the above italicized quote was not meant to be an assertive statement on its own:

"We've been engaged in discussions with China for the last several months because, as you know, they also have a very active vaccine development programme and several of their vaccine candidates are in advanced stages of clinical trial so this is also of interest to us so we're following those very closely. <b>We've had very constructive and open discussions with them and they have always been reiterating their commitment to global access if some of their candidates actually prove to be successful in the clinical trials that are going on."

Taken in its entirety, it is clear that Dr Swaminathan's statement was only acknowledging China's promise to share any vaccines that they might develop.

In other words, the edited CCTV video, as well as the reposts made by pro-Beijing pages, had deliberately modified the scientist's statement to make false claims of China's success, and is clearly an intentional attempt to mislead the public.

Facebook專頁「今日正言 Today Review」於2020年9月24日發佈帖文,宣稱「世衛組織首席科學家斯瓦米納坦表示,中國的新冠疫苗研發項目非常活躍,並且一些疫苗在現階段臨床試驗中已被證明有效」,附圖為世界衛生組織(WHO,下稱世衛)首席科學家斯華米娜坦(Soumya Swaminathan)的照片,配上文字「世衛首席科學家︰中國新冠疫苗證明有效」以及「中國犀利👍造福世界」。[1]帖文有超過2800次分享。

另外兩個Facebook專頁「Speak Out HK 港人講地」及「白紙 WHITE PAPER」有同樣內容的帖文和圖片。[2][3]

《中國中央電視台》(CCTV,下稱央視)中文版的Facebook專頁則在9月23日晚上發佈影片,標題為「世衛首席科學家:中國一些新冠疫苗已被證明有效!」[4],影片中顯示斯華米娜坦說︰

中國的新冠疫苗研發項目非常活躍,已有數個候選疫苗處于臨床試驗領先階段,世衛組織對中國的新冠疫苗很感興趣,一直都在密切關注。一些疫苗在現階段臨床試驗中已被證明有效(... very active vaccine development programme and several of their vaccine candidates are in advanced stages of clinical trial so this is also of interest to us so we're following those very closely. Some of their candidates actually proved to be successful in the clinical trials that are going on.)

查證

根據影片內容,斯華米娜坦是在「當地時間9月21日舉行的例行新聞發佈會」上說出有關言論。從世衛的YouTube頻道上可找到2020年9月21日記者會的直播影片[5],而透過Google搜尋影片中斯華米娜坦的說話內容,並限制只顯示世衛網頁上的結果[6],亦可找到此記者會的逐字稿。[7]

從逐字稿搜尋可以發現,斯華米娜坦在回答記者問題時發表上述言論(在記者會影片約42分鐘開始),但《央視》影片剪接斯華米娜坦的發言並扭曲了其意思。

該名記者問斯華米娜坦是否仍預期中國參與COVAX計劃——由世衞、全球疫苗免疫聯盟(Gavi)、流行病防範創新聯盟(CEPI)牽頭的國際疫苗開發計劃——抑或中國需要更多時間決定是否參與。

斯華米娜坦回應時提到跟中國有非常具建設性及開放的討論,而且「他們(指中國)一直重申會讓全球取得疫苗的承諾,如果他們部分候選疫苗在正進行的臨床實驗中確實證明有效」(“they have always been reiterating their commitment to global access if some of their candidates actually proved to be successful in the clinical trials that are going on.”)。這句話的意思是,中國承諾如果臨床實驗證明他們的2019冠狀病毒病(COVID-19)疫苗有效,會向全球供應這些疫苗。

由此可見,斯華米娜坦並非斷言「一些疫苗在現階段臨床試驗中已被證明有效」,《央視》影片剪接其言論,令觀眾相信世衛已證實中國疫苗有效。

搜尋「China COVID-19 vaccines prove successful clinical trials」可發現《中國環球電視網》(CGTN)曾於2020年9月23日發表報導,標題引述世衛指中國的COVID-19疫苗在臨床實驗中證明有效。報導中的影片跟《央視》影片剪接方式相同,誤導觀眾認為斯華米娜坦說「中國的疫苗已被證實有效」。該報導已在《CGTN》網站上移除,但仍可透過Google頁庫存檔看到網頁上的影片。[8]

《CGTN》在2020年9月25日的報導附上斯華米娜坦回答問題的完整影片,並註明較早版本的影片可能會歪曲了斯華米娜坦的評論,但未能肯定是否指上述已刪除的影片。[9]

結論

上述引述世衛首席科學家斯華米娜坦稱「中國新冠疫苗已被證明有效」的圖片及影片,包括「今日正言」、「港人講地」及「白紙」的Facebook圖片和《央視》的Facebook影片,均錯誤引述斯華米娜坦的說話內容。《央視》影片利用剪接把斯華米娜坦的言論斷章取義,誤導觀眾。

HK Police Denies Apple Daily's Report, A Seagoing Vessel Might Have Witnessed How the 12 Hongkongers Were Captured

On August 23, 2020, 12 pro-democracy Hongkongers were captured by Chinese coastal guards at sea. Barred from seeing their families and lawyers appointed by their families, the 12 Hongkongers have been detained in China for 41 days as of October 2.

According to Apple Daily on Oct 2, a seagoing vessel was 2 km from the boat riden by the 12 Hongkongers and might have witnessed how they were captured.

Apple Daily reported that the vessel, registered in Greece, is currently docked in Hong Kong. According to an anonymized crew member of foreign nationality, their vessel has been "detained by police".

On the evening of Oct 2, Hong Kong police denied on Facebook of detaining any Greek vessel and criticized, but without naming, Apple Daily for "untrue report".

Professional Footballer Attacked by Chinese Netizens for Voicing Concern about Ugyhurs

29-year-old Senegalese-French footballer Kalidou Koulibaly spoke up for the Uyghur population in Xinjiang who have been oppressed and jailed by the Chinese Communist Party government in concentration camps.

Koulibaly made a post on his personal instagram. Just within 3 hours, his account was massively swarmed with the attacks of Chinese netizens, but Koulibaly refused to withdraw his post.

After Mezut Özil and Demba Ba, Koulibaly, currently serving as a centre back in Naples of the Italian Serie A, is the third professional footballer to openly voice support for Uyghurs.

Hong Kong Police Arrests Online Media Company Founder 

On October 1, 2020, 34-year-old founder of the online media company PPPN, Ng Wing-tak, was arrested by the police's national security department in Hong Kong.

Ng was accused of "conspiracy to wound with intent" in a case that took place last december and was currently on bail.

(28 Sep) China State Councilor and Minister of Foreign Affairs Wang Yi stated that with widespread unilateralism and bullying occurring at the height of COVID-19, those who believe that having "big fists" permits them to disregard and destroy the international order will eventually be abandoned by the era.

During his speech at a forum, Wang Yi indicated that the international order is facing a huge unprecedented challenge and that all nations should join forces to defend the values of fairness and justice. Any attempt to reinstate hegemonic rule would drag the world back towards "the law of the jungle" and would be doomed to fail.

He also claimed that human society was experiencing a pervasive public health crisis and that the global economy was in the midst of the worst recession since the Great Depression. The great powers should bear significant responsibility in maintaining world peace and development. US-China relations remain tense, and the United States has been working to prevent the American Big Data from leaking to China. Dajiang Innovations (DJI), a leading company in the sales and development of drones, was accused of the possibility of sending data to China and working with Beijing in monitoring Uyghurs in Xinjiang, sparking security concerns. Some US think tanks have been suggesting the US government to impose sanctions against DJI.

DJI accounted for 77% of the drone market in the US. Most of the Colorado Department of Public Safety’s Division of Fire Prevention and Control’s drones are, for instance, products of DJI because of their relatively low prices. Ben Miller, who leads the Center of Excellence within the Colorado Division of Fire Prevention and Control, commented that DJI swiftly got ahead of other companies and developed new products faster because the company received subsidies from the Chinese Government. Because of security concerns, however, the center would opt for products produced by American companies from now on.

The US Department of Defense has already banned US government departments from using and buying drones from DJI. Skydio is among the five American drone companies that have been approved, and the company is confident that it would surpass Chinese companies in market share in the future.

US to Sanction SMIC, Companies Must Have Licence Before Exporting Technology to SMIC

The Financial Times has reported that the US government will sanction SMIC, China’s largest chip manufacturer. The report quoted the US authorities as saying that exports to SMIC may be used for military purposes and pose “unacceptable risk.” The authorities have instructed American companies to obtain a licence before exporting software and chip-making equipment to SMIC.

According to the Financial Times, the US commerce department sent a letter on 25 September to notify companies of relevant arrangements. Paul Triolo, head of technology policy analysis at the political risk consultancy Eurasia Group, said SMIC will be “completely cut off” in the worst-case scenario, which “will seriously affect China’s ability to manufacture chips” and will also affect US-China relations.

An Italian media reported the refusal of Pope Francis to meet with the U.S. Secretary of State Mike Pompeo, claiming to fear of affecting the upcoming U.S. elections. This act may threaten to strain relations between the United States and the Vatican.

Pompeo's European trip started on Sunday with a stop at the Vatican, where he would reportedly meet the pope with an objection to the renewal of the Vatican's provisional agreement with China on the appointment of bishops (The 2018 Holy See-China Agreement), which expires next month. He wrote to Catholic journals earlier and posted a series of tweets arguing that the Vatican should not extend the agreement to avoid endangering its moral authority.

The Italian newspaper La Repubblica reported last week that the pope refused to meet with Pompeo because of the upcoming U.S. elections but that Pompeo would still meet with the Vatican's Secretary for Relations with States, Paul Gallagher. However, there might have another reason that Pompeo urged the Vatican to abandon the agreement with China to extend the appointment of bishops. A State Department official also said that Pompeo would use his visit to Europe to discuss various issues with the Vatican, including concerns about religious freedom in China, such as Beijing's oppression of religious minorities and the plight of Chinese Catholics. He was expected to mention related issues in the forum speech.

The U.S. State Department, over the past three months, has expelled more than a thousand Chinese 'high-risk graduate students and research scholars' working at American universities.

In Canada, the Commons Committee on Canada-China Relations heard similar allegations in testimony in the weeks leading up to prorogation including the claim that some of the core technology behind China's surveillance network was developed in Canadian universities.

'If we're partnering with China on these areas, our R&D ... could be going directly to the Chinese military,' said Margaret McCuaig-Johnston, who spent decades in some of the federal government's top scientific posts and served on the Canada-China Joint Committee on Science & Technology before joining the University of Ottawa. She said AI and robotics are two areas of great interest to the Chinese military.
