Oxford Uni Bans Content Recordings and Allows Anonymous Homework Due to the Fears on Guilty of Words

The shock from Minato National Security Law influences Oxford University in the UK that they introduced new measures to protect the students who study China-related subjects. The institution allows them to hand in their work anonymously, at the same time it bans related education recordings, or share the content with others.

Minato National Security Law not only regulates Hongkongers in Hong Kong but also allows the Hong Kong government to prosecute foreigners or overseas action. Many scholars worry that relevant laws will threaten academic freedom, and even affect the personal safety of students and teachers. Following the US Universities implemented measures on student’s identity protection and personal safety late last month, Oxford University also introduced similar new measures to protect the students. The Guardian stated the university allows students who study China-related subjects to hand in their homework anonymously, and tutorial class changes to one-to-one teaching from group format. Oxford will ban students from recording lessons or sharing lesson contents to others. Violators will be disciplined.

Assistant Professor, specialized in China, at Oxford University, Patricia Thornton, said to The Guardian “We are all Hongkongers”, and believed that foreign regulations could deport students. Thornton emphasized that she would not adjust the content of the lesson due to the National Security Law, at the same time, she understands she has the responsibility to protect the student, same as her colleagues in the US. Therefore, she allows anonymous works handing in and one-to-one teaching. She also stated, “the spirit of a tutorial class depends on the clash of students’ opinions, success or failure is also based on whether the institution can ensure everyone can enjoy the speech freedom, expression freedom and academic freedom.” She questioned China’s implementation of the National Security Law against Hong Kong intensifies self-censorship, and the law also regulates overseas behaviour. China can arbitrarily interfere in any places which are hard to practice tutorial classes and guarantee academic freedom.

England University Principal Organisation, Universities UK, will discuss National Security Law with Chinese scholars at the beginning of next month. Some local scholars plan to present the first draft of the code of conduct this week, to help universities dealing with students from authoritarian countries to study locally. British Association for Chinese Studies warned universities should not make “teachers be careful in the teaching content” because of the National Security Law, or removed China-related content from the syllabus because of the difficulty of safe teaching.

British universities are a popular choice for students from Hong Kong and China. The Guardian quoted stated with data, the number of Chinese international students in higher education institutions in the UK has increased by more than one-third in the past four years, reaching a total of 120,000. In 2018-2019 alone, 35% of students from non-EU countries were Chinese students and believed that it would continue to increase in the future.

Inner Mongolia Education Department required all institutions to teach in Chinese instead of Mongolian, which triggered local citizens to protest. The Former Mongolian President, Elbegdorj Tsakhia, sent a letter to President Xi Jinping yesterday (25th September), demonstrating the push in Chinese teaching materials in Inner Mongolia. He posted in Twitter today that the Chinese Embassy in Mongolia had returned his letter. He also emphasized, he would not retract that letter and stated that the letter had already drawn many attentions in society.

According to RTHK quoted the letter from Chinese Ambassador, Chai Wenrui, to Elbegdorj Tsakhia, indicated that all affairs related to Inner Mongolia, including bilingual education, were China’s internal affairs and no interference from others was allowed. They also said the view in Elbegdorji's letter was completely wrong that China would not accept it. China hopes that he would respect China’s sovereignty based on the relationship between the two countries, identify the truth and stop speculating on relevant issues.

Chai said he noted that Elbegdorji had recently made many remarks on the reform of bilingual education in Inner Mongolia. However, the national-common language is a symbol of national sovereignty. It is the right and obligation of every citizen to learn and use the language. At the same time, the Chinese government protects the rights of ethnic minorities, including Mongolians, to use their own spoken and written languages.

Elbegdorji’s letter stated that the Chinese Constitution stipulated all ethnic groups have the freedom to use and develop their language but the freedom of Mongolian children in Inner Mongolia is being violated. He pointed out that he wrote the letter as he could not ignore the problem, describing that thousands of Mongolians and their children desired China to fulfil their rights under the constitution, they are suffering indescribably.

US Republican Senator Urged Netflix to Suspend Chinese Sci-Fi Novel “Three-Body” Series as The Author Liu Cixin Supported Uyghur Detention Camp

Netflix intended to produce the Chinese science novel “Three-Body” into a TV series. However, five US Republican senators sent a letter to Netflix a few days ago, urging the company to suspend the plan because Liu Cixin, the author of the “Three-Body” novel, defended the CCP against Uyghur detention camps.

Netflix announced at the start of this month that they would film the “Three-Body” trilogy novel into a new English TV series, led by D.B Weiss and David Benioff, the screenwriter of Game of Thrones, and Liu will be the consultant supervisor. Senator of Tennessee Marsha Blackburn and other four Republican senators sent a letter to Netflix urging them to reconsider whether they continued to film the series. The letter stated using Liu’s work is a “normalization of crime” of the Chinese government.

They also quoted Liu’s interview at New Yorker in 2019 in their letter. In the interview, they discussed the targeting actions to Uyghurs and minorities by the Chinese government. At that time, Liu said, “if there is, then the government is helping on their economic growth, and trying to get them out of poverty. If the situation loosens a bit, the consequence will be so terrible.” He also being asked he might be “brainwashed” by the Chinese government, he said “I know what you are thinking – what’s wrong with the personal freedom and freedom of not to be monitored? These are not what a Chinese citizen considers. All they want is just medical insurance, property prices, children’s education, but not a democratic system”.

The senators stated in the letter, “Facing those riot actions (in Xinjiang), the company’s proud decision no longer exists, but complicity only”. And they requested that Netflix should reconsider whether it is suitable to provide a platform for Liu and think of the impact of producing this project.

Netflix has not responded to this yet. Chinese users have not used the company’s video streaming service.

Victim's Parents Call On Murder Suspect to Fulfill his Promise and Surrender to Taiwan Authorities

The murder suspect Chan Tong-gai who killed his pregnant girlfriend, Poon Hiu-wing, on their holiday in Taiwan in February 2018. Chan escaped the island and returned to Hong Kong, where he was arrested for four rounds of money-laundering offences. Since his discharge in October 2019, Chan sought protection from HK Police and resided in a safe house with his mother.

A year after Chan’s discharge from prison, Poon’s parents issued an open letter on September 23 through Stand News. They urged Chan to turn himself in to Taiwan authorities as he promised, stating that Taiwan has set up a “single special window” with Hong Kong from the outset to settle this matter. The parents called on Chan to stand trial in Taiwan and stop “chickening out”.

Reverend Canon Peter Koon Ho-ming, provincial secretary general of the Anglican church in Hong Kong, who has been assisting Chan since his discharge from prison refused to comment on the case, saying he is not Chan’s “spokesperson.”

Chan Tong-gai’s case is often cited by the media for ultimately sparking the year-long anti-ELAB movement. In February 2019, the city’s Chief Executive, Carrie Lam took Chan’s case as the rationale for a proposed amendment to the extradition ordinance to establish a mechanism for case-by-case transfers of fugitives, on the order of the Chief Executive, to any jurisdiction with which the city lacks a formal extradition treaty.

// It is no secret that China has been strong-arming Hong Kong, forcing its residents to flee oppression. The national security law punishes crimes of secession, subversion, terrorism, and collusion with foreign forces with up to life in prison...

Recently, 12 young activists, terrified about the implications of the new law, fled the city by speedboat only to be apprehended by Chinese authorities. They have been detained in mainland China for over a month with no access to legal representation. Their case confirms the worst fears of Hongkongers. No one in Hong Kong, or the rest of the world, should face life in prison for going to the street to exercise their free speech and speak truth to power in criticising their government...

The Hong Kong we see today is unrecognisable from before, with “One Country, Two Systems” forcibly molded into “One Country, One System.” We need to reject the recent actions by the CCP and impose consequences on Beijing for its actions towards Hong Kong.

The truth is, President Xi and the CCP cannot survive with people who have tasted liberty, free thought and self-determination. The US must continue to stand with the people of Hong Kong and work with our allies to put pressure on Beijing to honor its past agreements. The time is now to work together in pushing back against Beijing’s underhanded tactics and protecting the people of Hong Kong. //

Concern group: HK Gov't Attempts to Displace Hongkongers' Mother Tongue by Trimming Down Cantonese Component in Public Exams

The Curriculum Review Taskforce of Hong Kong's Education Bureau issued a consultation paper in June 2019, which recommended trimming down the Chinese Language papers, particularly the listening and speaking sections which involved the use of Cantonese, in public exams.

Although more than 90,000 citizens sent in their opinion opposing the change, the Taskforce insisted their proposal in the latest report announced on September 22, 2020.

What’s even more concerning is that the Taskforce only invited 4 pro-Beijing media outlets to its press briefing, including Ta Kung Pao, Wen Wei Pao, Sing Tao and Ming Pao.

Educators worried that the proposal, if enforced, would have impact on Cantonese learning, the mother tongue of Hongkoners. They opined that the oral component of the public exam DSE in Hong Kong for university admission, is one of the keys to prevent the conversion of the medium of instruction in Hong Kong schools to Putonghua. Therefore, the government's act triggers the fear of the displacement of Cantonese.

Canada Abandons Free Trade Talk with China

Francois-Philippe Champagne, Canadian Foreign Affairs Minister, pointed out in a recent newspaper interview that "the China of 2020 is not the China of 2016". The environment does not favour trade negotiations at the moment and Canada has decided to halt talks with China.

In 2016, state visits took place between the two nations renewing the China-Canada relations and starting trade talk. Since then, Canada arrested Huawei's CFO Meng Wanzhou while China imprisoned former Canadian diplomat Michael Kovrig and businessman Michael Spavor. China and Canada returned to a tense relationship. Champaign pointed out in the interview that his first mission was to bring the two Canadian citizens back. Trade negotiation was no longer worth continuing.

Being a member in G7, Canada continues to pressure China on human rights issues. Canada has since suspended its extradition treaty with Hong Kong since the National Security Law came into effect.

Six Taiwanese Cities Listed Under China by Global Coalition. Taiwan Fought for Revision with EU's Help

The Brussels-based “Global Covenant of Mayors for Climate & Energy” had listed six cities, including Taipei and Kaohsiung, under "China" on its website, prompting protests from the Taiwan authorities and citizens of the six cities. Taiwan’s Ministry of Foreign Affairs confirmed that with the efforts of all parties, the coalition has made corrections and grouped the cities under "Chinese Taipei". Foreign Affairs also revealed that the European Union (EU) had helped correct the names. Reuters described Taiwan's victory as a rare one under increasing pressure from China.

The six Taiwanese cities named as belonging to China include Taipei, Kaohsiung, New Taipei City, Taoyuan, Tainan and Taichung. Taiwan's Ministry of Foreign Affairs and the six member cities issued joint statements protesting the issue. With EU's help, the coalition has reverted to its original designation of Chinese Taipei, a name Taiwan used in its membership application.

Merkel: Will keep addressing concerns over Beijing's treatment of One Country Two Systems

Angela Merkel, Chancellor of Germany, criticized China of horrible treatment of minorities in China and showed grave concerns on the suppression of Hong Kong dissidents.

Merkel addressed the Bundesrat, the German Parliament, ahead of the EU special summit which China's human rights appear as a top agenda item. The German leader believes China has repeatedly undermined the One Country Two Systems principle. In future dialogue with China, Germany will clearly express concerns over human rights issues and Hong Kong's situation.

Merkel added that there is currently no significant progress on investment negotiations between China and EU. She reiterated that the EU hopes to establish fair trade with China over reciprocity and market access, and aims to make progress by end of the year.
