Reporters Fined Even After Complying with Orders to Leave

A reporter from BeWater HK was standing outside of Lai Chi Kok Detention Centre with a number of citizen reporters when the police demanded them to leave, citing the anti-gathering regulation. The group departed as instructed. However, they were stopped by officers a block away, where a new cordon line was set. The officer in-charge claimed to be only checking their IDs, after which they would be free to go. The cordon line also stopped a number of civilians, many of whom have just left work or were on their way to dinner, and were starting to get annoyed at the hold up.

Moments later, a few plainclothes officers brought the group back from where they were - nearly a block away - back towards the detention centre. They were placed with a dozen other citizens, and they each received a fine of $2000.

After receiving the tickets, the reporters were brought across the street, where other reporters from mainstream news had gathered, and were released there.

A woman received a 599G gathering ban ticket, even though she was all by herself. She said that the police did not search her, but ticketed her because she was at the scene "for the same purpose as others".

When challenged, the officer simply told her to "take your (her) questions to the judge".

In this latest cartoon by Hong Kong illustrator MandyCats, a distressed woman is putting make-up on a younger girl, purposefully to make her look older.

The satirical cartoon came after the Hong Kong police's brutal attack of a 12-year-old girl on September 6, 2020. The girl was on her way to a stationary shop but ended up being body slammed and subdued between the legs of several riot policemen. The force insisted that the 12-year-old had looked "suspicious".

HK’s Education Chief: “Separation of Powers” only to be discussed in universities

Kevin Yeung Yun-hung, HK's Secretary for Education Bureau defended the Bureau’s decision to strike out concepts like “separation of powers” from new edition of liberal studies textbooks. Yeung said that separation of powers "has never existed in Hong Kong’s executive-led government".

Yeung’s view was backed up by the Chief Executive, Carrie Lam and other pro-China voices. His speech has,sparked fierce criticism and accusation of political censorship. Yeung, however, reiterated in a subsequent interview that it is "necessary to set the record straight in order to clear out confusion".

Yeung continued, "the curriculum of secondary school liberal studies should strictly follow the Basic Law, while with academic freedom granted in universities, such topic could only be discussed in tertiary institutions".

Mother of Arrested Pro-democracy Shop Owner: "How many families has Carrie Lam broken up! Carrie Lam, you're ruining Hong Kong people's lives!"

On Sept 5, 2020, Hong Kong police arrestss Lai Chun-pong, the owner of "3C Maintenance Workshop", which provides mobile phone maintenance services, on suspicion of being "involved in a large number of firearms and prohibited weapons" seized in Wan Chai and other places before the "International Human Rights Day Parade" on Dec 8, 2019.

Lai appeared before the Eastern Magistracy on the 7 Sept 2020, and was charged with "conspiracy with intention to injure". His bail application was rejected, and Lai will remain in custody until the second hearing on Dec 7, 2020.

After the court adjourned, Lai's relatives and friends were waiting at the exit of the prison vehicle, including his mother as well as a woman carrying a baby and holding a child's hand.

About 50 uniformed police officers came to form a cordon line. When the prison van drove out, Lai's mother called out, "Ah-Pong, add oil [fight on]!" Stricken with sorrow, she continued to lament: "How many families has Carrie Lam broken up!" and "Carrie Lam, you're ruining Hong Kong people's lives!" Others nearby comforted her.

Police once again stopped and searched the citizens outside the court, and drove reporters away.

Hong Kong Police Charge Bus Driver with "Careless Driving" After Seeking Advice from Department of Justice

Hong Kong police arrested an on-duty bus driver on Sept 6, 2020, but changed their statement concerning the reason of the arrest for several times: from "honking for no reason", "dangerous driving" (at 35km/h), "possession of offensive weapon" (a spanner) to "careless driving".

The bus company record shows that the driver was only driving at a speed of 35km/h and the New World First Bus staff union said it is common for bus driver to carry a spanner to calibrate the rear mirror.

Nevertheless, on Sept 10, police eventually decide to charge the 36-year-old bus driver with "careless driving", after seeking opinion from the Department of Justice.

According to sources, the police were discontent as the bus driver honked when the police occupied the roads to conduct search and arrests.

On Sept 11, 2019, Hongkongers suspended all protests amidst the heat of the Anti-ELAB Movement, in order to mourn the victims of the 9/11 Terrorist Attack in the U.S.

Some Chinese netizens even attached photos of the burning World Trade Center, which most people would find disturbing.

This came after Houston Rocket's manager Daryl Morey raised concern over the encroachment of freedom in Hong Kong with his social media account.

15 Pro-Dem Legislators' Stay in #LegCo to be Decided by Public Opinion Poll

The pro-democracy legislators' decision of whether or not to stay in the Legislative Council for the next year has been up to debate, after the Carrie Lam adminstration postponed the Legislative Election by a year.

15 pro-democracy legislators had decided to use a public opinion poll to determine their stay in the Legislative Council, with the Democratic Party entrusting the Hong Kong Public Opinion Research Institute (#HKPORI) to conduct one.

Chairman of Democratic Party Wu Chi-wai stated that they would leave if half of all participating supporters believes that the pro-democracy camp should leave the Legislative Council.

Participating legislators include seven from the Democratic Party, five from the Civic Party, Claudia Mo from HK First, Fernando Cheung from the Labour Party and Shiu Ka-chun from the Social Welfare functional constituency. Leung Yiu-chung from the Neighbourhood and Worker's Service Centre also expressed that he would take the polls to account.

HKPORI Director Prof. Robert Chung believes that the Institute had decreased the gray area in the current threshold, but stated that "politically neutral" participants would also be taken in account, causing the percentage for those in favour or against the stay to be both not more than half.

When asked about the protocol for such an event, Wu stated that they would take different information into account before making a political judgement.

As for why they were only taking supporters of the participating legislators into account, and not towards all pro-democratic supporters, the Democractic Party stated that it had once considered for all supporters of the pro-democratic camp to participate, but Prof. Chung denied the request stating that the legislator's citizen authorisation came from their supporters.

Prof. Chung had been adamant on Friday, stating that were pro-democratic legislators not tied down, they should not have asked for authorisation.

The Australian government has confirmed that Australian-Chinese reporter Cheng Lei is being detained in Beijing. An employee of China Global Television Network (CGTV), an overseas subsidiary of China’s state media organization CCTV, Cheng is under residential surveillance. The Australian Broadcasting Company (ABC) described the case as a “fresh challenge” to Australia-China relations.

A statement from Australia’s foreign minister Marise Payne confirms that Cheng is detained in Beijing, China’s capital. Australian diplomats were allowed a conversation with her by video conferencing last week. The statement said the Australian government had been informed that Cheng, an Australian citizen, had been detained in China.

Australia received an official notification of Cheng’s detention from the Chinese authorities on 14 August. Australian officials made their first consular visit to Cheng by means of a video conference at the detention facility on 27 August. The Australian authorities promised to “continue to provide assistance and support to her and her family”.

Colleagues: Cheng had not replied to messages for weeks

According to the ABC’s report, Cheng’s co-workers at CGTV noticed that she had not been replying to messages for weeks and started to worry about her. They suspected that she might have been detained by the Chinese authorities. No charges have yet been pressed against Cheng, though she is kept under what is known as “residential surveillance at a designated location”. Several of her family members, including two children, are in Melbourne.

Cheng’s family has since issued a statement, saying they were aware of the current situation of Cheng Lei as reported by Australia’s Department of Foreign Affairs and Trade (DFAT). They added that they will communicate closely with DFAT and give Cheng their full support. “In China,” they said, “due process will be observed and we look forward to a satisfactory and timely conclusion to the matter.”

Born in 1975 in Yueyang, Hunan, Cheng moved to Australia with her parents when she was 10. She gained a business degree at The University of Queensland in 1994 and became a business analyst in 2001. She joined CCTV the next year and later the financial channel CNBC Asia, where she had worked for nine years, stationed in China and Singapore. The ABC described her as being “well known” in the Australian community of Beijing for having hosted various events for business associations and the Australian Embassy.

China’s Foreign Ministry has yet to comment on the matter. Cheng is the second Australian detained in Beijing. Writer and former Chinese government employee Yang Hengjun was detained by the Chinese authorities back in January 2019. He has been placed under investigation for espionage and denied access to his lawyer for the past 19 months. This July, the Australian government updated its travel advisory for China, warning citizens of an increased risk of being arbitrarily detained.
