Government Representative Refuses to discuss the Annual June 4th Massacre Vigil in District Council

The annual June 4th Vigil and the annual July 1st protest have not yet been approved by the police and the Leisure and Cultural Services Department (LCSD).

The Wan Chai District Council discussed the two events' arrangements on May 19. Lee Cheuk-yan, chairman of the Hong Kong Alliance in Support of Patriotic Democratic Movements of China, was invited to explain, but District Officer Rick Chan Tin Chu, representing the government, repeatedly interrupted his speech. Chan insisted that Lee's speech had deviated from the "arrangement" matters.

Lee said “I am talking about 'arrangement' in every sentence," and refuted that "the application has nothing to do with the arrangements". However, the government representative refused to listen and pulled the entire team away.

<Response to the so-called incident of History exam question>

In the chaotic world, distance and silence should have been kept to stay safe. However, I am a principal. When the interests of my students are unfairly damaged, I need to speak for them and claim justice, so that I am worthy of my students and my profession. Another point is that I am a scholar in this troubled world, and I still have a little bit of the traditional Chinese culture, integrity.

In the spirit of running through tears gas to PolyU to save the students on that day, I hereby solemnly speak out regarding the cancellation of the DSE question in History by the Education Bureau.

1. The DSE History exam questions were open-ended since the first exam and have no standpoint of their own. Critics only have a problem with it because they have a pre-determined point-of-view. Making a mountain out of a molehill is unnecessary and unfair. It is not appropriate to bring politics to the campus!

2. Hong Kong has a society with freedom of speech. It makes Hong Kong valuable, to be able to discuss everything is part of the good side of one country, two systems. The education bureau set limits on its own initiative, this damaged the spirit of one country, two systems, and hindered academic freedom!

3. Indeed, educators should positively guide students to handle sensitive issues carefully and make a clear distinction between right and wrong. Critics mistakenly believe that the education sector lacks such attitudes and abilities, condemning it from a populist stance, History, General Studies... just as "the burning of chained barges", it will cause irreparable harm to the education in Hong Kong!

4. Take a thousand steps back, if there are problems with the history test questions, you should first conduct a fact check, understand the position, size, and scope of the problem, ask the involved parties, and also ask the industry's opinions, and seek various ways to solve the problem...etc. There should be no rush to jump out and be stern without the above premises, stating that there is no room for discussion and eliminate the test question. It is unfair to students who have answered this question, and do not trust them to distinguish right from wrong, presupposing the industry cannot guide students towards goodness even they set the DSE questions and mark the papers. This is judgment without trial! All kinds of behaviors give people the impression of making a tempest.

5. In response to the role of the two offices of Hong Kong and mainland China in handling Article 22, the Constitutional and Mainland Affairs Bureau (CMAB) made three changes in one night, making the world laugh. Taking history as a mirror, one should learn from experience and act carefully. To one's surprise, the relevant officials repeated the same mistakes when handling the test questions, such a reckless act!

6. The Chief Executive of Hong Kong accused the education sector of being an "uncovered chicken coop", that is correct, the one who is arbitrary and takes it upon oneself to get in and out is the chief executive and the Education Bureau!

Hong Kong Lyricist Albert Leung: "Even a firefly can light up the sky"

Hong Kong lyricist Albert Leung not only showed his support for the anti-ELAB movement publicly, but he also created movement-related songs like “City of Sadness”. His name was then censored by the Chinese Communist Party government and his works were marked as “by anonymous” in China.

In an interview with RTHK's The Screening Room, Leung reiterated that he did nothing wrong by fighting for freedom. In this regard, “being named anonymous is some sort of an honour”. He expected that he will have less work after he expressed his stance, but it was more important to listen to your conscience.

"I don't think darkness can overcome the light. Even a firefly can light up the sky," Leung said.

The Hong Kong Journalists Association (HKJA) published an image critizing the government's proposal of reporter licenses, and compared the proposal in Hong Kong to the authoritarian countries where reporter licences have already been laws with an accompanying caption saying "So Hong Kong has to follow them?"

IPCC responds to 831 Prince Edward station incident

Prof Clifford Stott, who sat on the international expert panel advising the Independent Police Complaints Council (IPCC) before all of its members resigned last year over concerns about its limited powers, posted an excerpt of his report on Twitter.

After the IPCC report had been published, Prof Stott utilised the data thereof and issued his scientific analysis of the evolution of the 2019 protest movement in Hong Kong.

Stott's report discusses the inter-relationships between the policing and behavioural patterns of the 2019 movement. The movement can be divided into at least 3 key phases: protests against the controversial bill, protests against mainland influence into and over Hong Kong, and protest actions targeted at the police.

Had the #IPCC report included the aforementioned components and made a fair judgment on the protests, Prof Stott would not have quit the international expert panel. What is the implication of Prof Stott's quitting? And what is the implication of the evolution of the movement in Hong Kong?

TVB misleading editing on the arrest of Kwong Chun-yu

(11 May)A fellow HongKonger created this forum thread to indicate that the pro-government television broadcasting company in Hong Kong, TVB, reported with the news clip regarding the arrest of Democratic Party legislator Roy Kwong Chun-yu in a way that may lead the audience to associate Mr Kwong with disorderly conduct during a protest.

Over 200 people were arrested in a Mong Kok protest on Mother’s Day (10 May), including Democrat Roy Kwong, who allegedly attack the police.

The protest escalated from singing and chanting slogans in malls in the afternoon to rallying in Mong Kok on Sunday night. Around 10 pm, Kwong was standing in the crowd and negotiating with the police through a speaker when an officer on his right pushed him to the floor and restrained him with the assistance of pepper spray.

The police officer claimed that they arrested Kwong due to the suspicion that he threw a water bottle towards the police force. Even though Kwong’s misconduct has not been confirmed with any evidence, TVB news channel arranged a clip of a water bottle on the ground before broadcasting the scene of Kwong’s arrest, creating a deception that Kwong was related to the act. The forum thread creator urged others to file broadcasting complaints against TVB’s misleading contents on the Communications Authority’s website.

The CIA believes China tried to stop the WHO from declaring a global health emergency

Beijing was importing billions of medical equipment in January and February. The CIA believes China tried to prevent the WHO from declaring the coronavirus a global health emergency and suppressed information at that time. This claim echoes with another analysis conducted by the U.S. Department of Homeland Security which suggested that China suppressed information so it could hoard medical supplies from around the world.

The CIA report, following a German intelligence assessment published by Der Spiegel earlier, was the second report from a Western intelligence service that suggested China tried to delay the WHO’s declaration of coronavirus as a Public Health Emergency of International Concern (PHEIC).

The WHO eventually made the announcement on Jan 30 and emphasized that China was not at fault. The WHO dismissed the notion that Xi himself intervened but declined to address specifically whether Chinese officials were involved in suppressing information.

China dismissed such allegations but has been widely criticized for its initial handling of the coronavirus which as of mid-May has infected more than 4 million people. The country’s death tolls and infection rates are viewed skeptically in the West.

Chinese spies in Malta’s embassy? News to me, says EU’s Borrell

//On Friday, a report in the French daily Le Monde said that Belgian intelligence sources believe Malta’s embassy in Brussels could have been bugged by Chinese spies. The Maltese government said that isn't true.

//According to the French newspaper, "since the early 2010s" Belgian state security suspected that Chinese secret services used the embassy — located directly opposite from the European Commission's Berlaymont headquarters — to spy on the European institutions.

//The spying "could, according to Belgian intelligence, still last today," said the report.

//According to Le Monde, the alarm was sounded by British intelligence who said they believed Chinese secret services were involved in renovation work on the building ahead of its opening in 2007.

//Borrell's relaxed reaction — suggesting the EU would wait to hear from Belgium rather than undertake its own urgent inquiry — could prove risky given recent criticism of the EU's diplomatic arm for being too soft on China and overly accommodating of Beijing's wishes.

//However, it remains unclear whether the EU will open an independent investigation. The European External Action Service didn't reply to a question about what, if any, action has been taken. And diplomats stressed that is crucial to understand who was in charge of the critical ICT infrastructure in the embassy, a task that is usually carried out by national agencies or by certified contractors.

//The article "makes various incorrect allegations that such equipment is being used for illicit purposes," Valletta said, adding that "the Permanent Representation has been the subject of internal and external audits and found the building to be in the clear" and that "80% of the mentioned furniture has over the past 2 years been disposed of and replaced by new furniture procured from Malta."

How the Yellow Economic Circle Can Revolutionize Hong Kong

//Building the grassroots economic movement could be the key to breaking the establishment’s economic stranglehold.

The Yellow Economic Circle (YEC), which grew out of the movement, is a collection of businesses openly promoting protest messages. The businesses often are small local eateries with pro-democracy posters and attract supporters who want to continue the movement.

1.
The first step is expanding the community economy’s reach online.

As online ordering becomes more common in everyday living, consumption of other goods can happen through this network.

2.
The second step is forming a “virtual enterprise” with small businesses. 

Businesses in different industries (or along a supply chain) can band together to leverage the economy of scale to run promotion campaigns.

3.
The third step is opening up global job opportunities. The YEC aims to protect Hong Kongers’ livelihoods in a time when speech or an act of dissent risks workplace retaliation.

4.
The fourth step is attracting investments. 

The YEC should also explore utilizing cryptocurrency. 

When the promise of “one country, two systems” is broken while dissidents are doxxed and retaliated against in their workplace, Hong Kongers are seeking a way to escape the oppression. Hong Kongers, with their rich resources and strong international networks, may build a future based on the YEC, where different facets of daily life are free from authoritarianism, truly realizing the “revolution of our time.”//

At the time of writing, 5,128,492 cases of the coronavirus had been confirmed with 333,489 deaths.

Hong Kong records 2 new COVID-19 cases, both with European travel history.

Latin America reported more new COVID-19 cases than the US and Europe for 3 days in a row.

Brazil reports the biggest spike in deaths as coronavirus cases top 300,000, the country has the third-highest number of infection as the president of Brazil continues to dismiss COVID-19 as “little flu” and lockdown measures implemented worldwide.

Singapore reports 30,426 cases of COVID-19, as the country is still unable to curb the spread of the coronavirus in the migrant worker population.

Hang Seng Index plummets after Beijing made bold moves

Following Beijing's unilateral introduction of the anti-subversion in Hong Kong, Hang Seng Index plummets by 5.5%, the largest daily fall over 5 years. Sino Land (0083) and Link REIT (0832) dropped more than 10%.

Beijing loyalist Liao Cheung-kong, a non-official member appointed to the Executive Council, said "National security is more important than the stock market."

Liao is also Steward of Hong Kong Jockey Club and Hong Kong Deputy to the PRC's National People's Congress.

American Chamber: Security Law may jeopardize future prospects for international business in Hong Kong

The American Chamber of Commerce (AmCham) Chairman Robert Grieves said, “No one wins if the foundation for Hong Kong’s role as a prime international business and financial center is eroded.”

AmCham described Beijing's forceful national security legislation as alarming for US business. The Chamber also suggested that it "could lead to a tit-for-tat between Washington and Beijing that eventually curtails Hong Kong’s special treatment as defined in the Hong Kong Policy Act."

The American Chamber of Commerce in Hong Kong is one of the largest American Chambers outside the US and the largest international chamber in Hong Kong.

Sponsored by Rep. Scott Perry, the bill "H.R.6947" was introduced to the #US House of Reresentative on May 19, 2020 to recognize Hong Kong as a country.

While no other detail of the bill is available, the full title is:
"To authorize the President to recognize the Hong Kong Special Administrative Region of the People's Republic of China as a separate, independent country, and for other purposes."

This bill was introduced after China's National People's Congress's unilateral declaration of its intention to insert national security laws into Hong Kong's constitution, bypassing the city's legislative procedures.

In a statement released by US Secretary of State Michael Pompeo on 22 May, Beijing's action is described as "a death knell for the high degree of autonomy Beijing promised for Hong Kong."

In a joint statement on May 22, the Foreign Ministries of the UK, Australia and Canada had responded to China’s proposed imposition of the National Security Law in Hong Kong.

Rumours of National People’s Congress pushing “Hong Kong’s version of National Security Law” creates panic among LIHKG netizens. Many Facebook pages unable to post after the news is released. Facebook’s director says the problem was not related to National Security Law.

(21 May)After the new of National Security Law implementation in Hong Kong, at around 5 pm, no post could be released on many well-known politicians Facebook pages including the Secretary-general Demosistō Joshua Wong Chi Fung, the Civil Human Rights Front convenor Figo Chan, Hong Kong Indigenous page, Youngspiration page, etc. At that moment, some of them were preparing the post about the National Security Law, but they couldn’t release their posts, and the system showed “Sorry! Experiencing a technical problem. Sorry for the inconvenience caused.”

George Chen, Public Policy Director of Hong Kong and Taiwan, replied yesterday evening. That problem was in the whole of Asia, but not only Hong Kong. He emphasized it was not only politicians’ pages and nothing related to the National Security Law.

Since the news about the National Security Law, Hong Kong Netizens were in a panic and worried about the implementation of National Security Law and how Freedom of speech will be strangled.

“LIHKG”, a multi-category forum website based in Hong Kong, had a lot of posts on how to install a VPN. Some netizens worried this forum might be forced to shut down and posted, “LIHKG may shut down after tonight. Anything you want to say before choked into silence?” Until 8 pm, we still couldn’t enter “LIHKG”, or the speed was stuttering in browsing. It was theorized to be a DDoS attack by netizens in China.

Also, some netizens found Google didn't show any search hints related to “Yellow” today. However, there was no impact on other words like “red” or “blue”, etc. Netizens questions if it related to “Yellow Economic Circle” and denounced Google for cooperating with China for suppression. The issues persisted until the afternoon.

A netizen posted on Facebook regarding the issue of google’s search result, saying “Just tried to type #yellow in google again. Everything came back.
Mentioned previously: Netizens could find search hints for all colours such as #blue or #black. However, since yesterday, none of the search hints was shown if they type #yellow. The search hints for #yellow came back suddenly after the netizen talking about it for a day. It is weird.”

Whether you live in Hong Kong or not, the rupture between the open society and China's great wall has slipped into your life.

Populist authoritarianism is haunting the globe. An alien to the free world. This untamable alien has applied controlocracy though WeChat terrorism and censorship, spreading from the national to the international level.

Just before China's announcement of introducing the Nation Security Law in Hong Kong, two "coincidences" occured:

Google did not suggest any auto-complete results for the word "黃色" (yellow), the color of democracy in Hong Kong. Meanwhile, Facebook disallowed updates when netizens tried to access the pages of Hong Kong pro-democracy activists and groups.

Have we hit rock bottom? No one knows, but the future lies in your hand. The free world or China's great wall, which way do you want to avoid?

Announcing its plan to insert the controversial anti-subversion law in Hong Kong, the Chinese Communist Party government critizes Hong Kong's legal system as "incomplete, inadaptable and unfit".

Carrie Lam held a press conference with her officials and heads of disciplinary forces including Police Commissioner Chris Tang and ICAC Commissioner Simon Peh, welcoming the Chinese Communist Party Government's decision for Hong Kong. Lam claimed that Beijing would not damage Hong Kong's judicial independence.

On the same day, China-owned newspaper Wen Wui Po had some elderly distribute a "special issue", endorsing the enforcement of the National Security Law in Hong Kong, outside MTR stations in Mongkok, Tsim Sha Tsui and Yau Ma Tei.
