The governmet-backed Independent Police Complaints Council (IPCC) released the police review report on May 15. Chief Executive Carrie Lam claimed that she spent ten hours reading it and thought the report was "comprehensive, objective, and extremely dense", causing her sadness.

The report said that the police had "good reason" to "communicate" with the white clad gang in Nam Bin Wai during the 7.21 Yuen Long incident and instructed them to leave, indicating that there was no collusion between the two parties.

The report also agreed that the police's blockade of the Prince Edward station on August 31 was "practical and feasible". The report condemned the saying that someone was killed in the incident as "malicious speculation" and "extraordinary claims".

Soon after the relesse of the report, Lam held a press conference in the Government Headquarters. Instead of the usual picture of Victoria Harbour, the backdrop was changed to photos of the protests. The scenes selected to display include demonstrators breaking into the Legislative Council Chamber, burning debris and smearing police stations. The title of Lam's press conference is "The Truth about Hong Kong".

During her speech, Lam criticized the artworks in honor of the Movement, as well as the speculation and compilation of rumors and fake news online. She agreed with the report that on August 31, the police murdering people at the Prince Edward Station is an "unusual proposition". Lam reiterated that the authorities will seriously investigate and manage such speeches in the future.

When asked whether the report affirmed the professionalism of the Police Force and helped calm the public's indignation, Lam pointed out that the police force is undoubtedly professional and emphasized that the Force does not have a political role.

Some reporters pointed out that the police did not perform well in many instances, including talking with white-clad gang, launching tear gas inside MTR stations, and expeling reporters from Prince Edward station.

Lam stated that she could not make any comment on the law enforcement situation, and called on reporters to "honestly" discuss the situation with the police: "Isn’t having operation standards good enough?"

Former IPCC Foreign Expert: Report Lacks Key Data and Independent Inquiry Needed

Clifford Stott, a professor of social psychology at Keele University in Britain, has criticised the report on police conduct released by
Independent Police Complaints Council (IPCC) in Hong Kong on May 15.

Stott was hired by the IPCC, before he and all other 4 foreign experts quitted the board in December 2019, citing that the IPCC lacked the powers and capacity to conduct independent investigation.

Stott tweeted after the report went public, "It would seem the release of the IPCC report is part of a wider set of coordinated announcements designed to deliver the new 'truth'." His comment was accompanied by a quote by George Orwell, the author famous for his books 1984 and Animal Farm.

On the same day, Chief Executive Carrie Lam said the government was seeking ways to prevent "lies" from spreading online and that the police's professionalism was beyond doubt, Stott responded with the tweet: "Speechless!"

An independent investigation of police violence has been one of the five demands of the pro-democracy protesters in Hong Kong since the police-civilian clash on June 12, 2019. Stott also pointed out that the current report lacks key data and an independent inquiry is needed to settle public concern about the Hong Kong Policd Force's conduct.

Chief Executive, however, has been rejecting the possibility of an independent investigation to this very day. Meanwhile, Lam, the Hong Kong police force and the Security Bureau all praised the report which claimed that there is no "systemic problems" in the police force.

Education Bureau criticises HKDSE controversial question on History paper

A question from 2020 HKDSE History paper 1 was exceptionally controversial which students were asked to explain whether they agree “during 1900-1945, Japan brought more benefits than harm to China” with reference to the sources and students' own knowledge. Many pro-China media and the mainland official media censured it. Office of the Commissioner of the Ministry of Foreign Affairs posted on Facebook to comment on this issue, stating that education in Hong Kong should be supervised.

The Education Bureau issued a statement stating that there might be “extremely one-sided” data in this year’s HKDSE history exam paper, as the question was a leading one, which may lead candidates to reach a biased conclusion, seriously hurting the feelings and dignity of the Chinese people who suffered great pain during the Japanese invasion of China. EDB expressed its regret for allowing such kind of question to appear in a public exam, and condemned related bodies. They also demanded HKEAA to follow up on this, explain the situation and review the existing question-setting mechanism.

Double standard in law enforcement: Hong Kong citizens vs Pro-Beijing party

The Hong Kong Coalition, headed up by Leung Chun-ying and Tung Chee-hwa, both vice chairpeople of the China's National Committee of CPPCC, set up stalls on the streets to distribute masks to citizens. The coalition claimed they have prepared 4 million child sized masks and 6000 adult sized masks. Hundreds of citizens were seen queuing up for said masks.

Merely days ago, certain unions did the same thing and distributed antiviral supplies in the streets. However, they were met and charged with violating Prevention and Control of Disease (Prohibition on Group Gathering) Regulation by the police. They were also ticketed afterwards. The stalls set up by the HKC had a lot more participants but no police presence was in sight.

In Schedule 1 of the Regulation, 13 exemptions were listed. One of which includes “Group gathering held for imparting information or skills, or handling suppliers or items, that are conducive to the prevention and control of the specified disease.”

Pro-Beijing Lawmakers Only Take Favourable Legal Opinion in Legislative Council Meetings

At the controversial House Committee meeting in the Legislative Council on May 8, the pro-Beijing faction showed how they took in opinion that was favourable to the Establishment and refused to listen to different opinions.

Under these circumstances, the pro-Beijing fraction quoted barristers Benjamin Yu and Jenkin Suen's opinion that DAB chairperson Starry Lee had the right to preside over the afternoon meeting.

Pro-Beijing lawmaker Michael Luk Chung-hung of The Federation of Trade Unions pointed out that barrister Philip Dykes and legal professor Johannes Chan Man Mun are the "trump cards" of the pro democratic faction. Luk claimed their positions and answers made discussion meaningless. Beijing loyalist Junius Ho Kwan-yiu added that the internal meeting should be based on Yu's opinion, "Because he is a lot brighter than Philip Dykes."
